2 History of Planning Funds City Council allocated $550,000 for neighborhood planning. Funds split 26 ways (one neighborhood opted out of process) = $21,150 each. Peaceful Valley and North Hill voted to use their planning funds with Comp Plan Update Consultant. This approach requires a shorter timeframe and commitment of representative neighborhood volunteers.

3 Comprehensive Plan Update Process started last year with Policy Focus Groups (Housing, Neighborhoods, Land Use, etc.) BergerABAM hired to complete Comprehensive Plan Audit and Neighborhood Planning Update of Comprehensive Plan will occur by or before 2017 Peaceful Valley, North Hill, and Grandview/Thorpe voted to work with consultant Consultant conducted broad tour of City last week

4 Neighborhood Planning Process Orientation meeting with staff Work Program Meeting #1: Neighborhood Vision Workshop Meeting #2: Conduct a Design Charrette Meeting #3: Draft Neighborhood Plan and Meeting

5 Meeting #1: Neighborhood Vision Workshop Timeline: May of 2014 History and Neighborhood Profile Neighborhood Vision Identify: Market opportunities (business areas if any, housing, job opportunities); Public facilities, transportation, utilities, land use patterns; The workshop will produce a graphic and written vision workshop summary.

6 Meeting #2: Design Charrette Timeline: September The design charrette will include an interactive process to further explore neighborhood vision, including issues and preferred solutions and projects to shape the neighborhood. Each neighborhood s vision and projects will be recorded in written and graphic format to be refined in their Neighborhood Plan and Strategy.

7 Meeting #2: Design Charrette Written and graphic products will address neighborhood uses and form, including: Parks and amenities; Transportation: auto, pedestrian, bicycle, and transit; Commercial uses: opportunity sites; Infrastructure availability and needs; Residential densities and form; and Greenways and other sustainable elements.

8 Meeting #3: Draft Neighborhood Plan and Timeline: November Meeting Consultant will present draft neighborhood plans. Prepare neighborhood comment forms to be used to gather exit comments, to be aggregated and made available for posting and hosting by the City on the City s website. City will gather and summarize comment data for consideration by the consultants in completing each neighborhood plan.

12 GMA and Public Participation Each county and city...shall establish procedures providing for early and continuous public participation in the development and amendment of comprehensive land use plans and development regulations implementing such plans. The procedures shall provide for broad dissemination of proposals and alternatives, opportunity for written comments, public meetings after effective notice, provision for open discussion, communication programs, information services, and consideration of and response to public comments.

13 GMA Comprehensive Plans GMA required jurisdictions to develop a new Comp Plan under the GMA process. City s long-range, 20-year plan for growth: Goals, policies, maps, illustrations, and implementation strategies that state how the city should grow physically, socially, environmentally and economically. Overall scheme for city development the major land uses, transportation systems, parks, recreation, and open spaces, and centers of shopping and employment.

14 Comprehensive Plan Ensures that growth will be orderly. Foundation for all development regulations and city spending on physical improvements. Framework for all other planning activities and documents (including neighborhood planning documents).

15 Comprehensive Plan Adopted May, much more detailed than pre-gma Comp Plan. Designates 20 mixed-use Centers and Corridors. Neighborhood Centers District Centers Employment Centers Corridors Old neighborhood plans repealed. Community building principles from neighborhood plans incorporated into Plan.

16 Comprehensive Plan Provides direction to city-elected officials and staff on: Locations where growth should occur. Quantities and types of housing for existing and future pop. Transportation, public improvements, and public services. Ways to help create a healthy economic environment. Policies to protect the natural environment. Dev. patterns to provide cost-effective delivery of services. Timing and conditions for annexation.

18 Comprehensive Plan Public Participation Strategies Public participation is an established part of the land use planning and regulatory process in Washington state. All state planning laws require public participation.

20 Neighborhood Public Participation Neighborhood Neighborhood Participation In 3 meetings Designate Neighborhood Stakeholder Manager Stakeholder Manager should be organized, committed, flexible as process evolves. Roles involve: Liaison to City Staff Planning Process Oversight Deadline Management Develop Stakeholder Team

21 Your Stakeholder Team A broad range of citizens and committed individuals must be involved. Citizens in a community are not a single homogeneous entity. They represent a broad spectrum of ideas and opinions, often with conflicting goals and values. All citizens in the community must be given an opportunity to express their views and concerns, and have them considered as decisions are made. Does not have to be limited to your neighborhood council.

22 Mailings Before a large public event, such as an open house, a mailing to each tax payer, resident, and property owner is advised. List provided by the city and processed via the city printing and mailing services. A postcard size mailing is sufficient and keeps costs down.

24 City of Spokane Role Assistance with outreach (mailings, website). Provide limited assistance to consultant and neighborhood as process moves forward. Plan Commission and City Council Review for endorsement.

25 Expected Outcomes Neighborhood meetings (3 per neighborhood) agendas and facilitation. Neighborhood meetings summary to include written and sketchgraphic representation of each neighborhood s vision. Neighborhood plan and strategy, envisioned as a neighborhood summary plan, including: Neighborhood history and background of previous plans Planning process, neighborhood vision, and catalyst projects.

26 Expected Outcomes Graphics to include conceptual site plans, and identified priority projects to examine site layout and context. Summary implementation strategies based on survey results, design charrette, and neighborhood vision. Neighborhood plans will be presented to Plan Commission and City Council for review and endorsement.
