2 RFQ AT A GLANCE: ADDRESS: PROJECT DESCRIPTION: 1214 Martin Luther King Jr. Way, Tacoma The Tacoma Community Redevelopment Authority (TCRA) is currently soliciting proposals to conduct a Phase 1 Environmental Site Assessment (ESA) of APN ,.15 acre property located at 1214 Martin Luther King Jr. Way, south of Earnest Brazil Street and north of S. 13 th Street in the City of Tacoma. See attached map. The purpose of this is to assist the TCRA in assessing the property for possible purchase and redevelopment of a commercial building for future use as a community and economic development project. The site is a rectangular shaped site that was constructed in 1960 and is comprised of a single, one story freestanding building which was recently used for meat products distribution. The subject site is currently vacant. The gross building area is approximately 3,250 square feet including warehouse and garage areas. The improvements are located on an approximate #3,250 square foot site and does not include on-site parking. Copies of the written inquiries and their answers will be posted as an addendum to the RFQ online at the City s website address listed above. Recipients of this RFQ will be notified of any addendum. Responses to questions, in either written or oral form, will not be deemed to amend the RFQ unless and until the response is included in a formal addendum to the RFQ. Page 2

3 PUBLIC DISCLOSURE: PRE-CONTRACTUAL EXPENSES: Quotations received by the Tacoma Community Redevelopment Authority are subject to public review and inspection under the Washington State Public Disclosure law, unless exempt, and will be made available upon request after award. The TCRA shall not, in any event, be liable for any precontractual expense incurred by any Respondent in preparation of its quotation. Pre-contractual expenses are defined as expense incurred in: 1. Preparing a quotation in response to this RFQ 2. Submitting a quotation to the TCRA 3. Negotiating with the TCRA or City of Tacoma staff on any matter related to this quotation 4. Any other expenses incurred prior to date of award CONTRACT TYPE: It is anticipated that the agreement resulting from this solicitation, if awarded, will be on an hourly rate basis, not-to-exceed price contract. SCOPE OF WORK: The objective of the Phase I Environmental Site Assessment is to determine any potential environmental problems that may have an adverse effect on the subject site. Should no problems be encountered, no further subsurface testing will be required (i.e. installing groundwater monitoring wells, soils and/or groundwater analyses, etc.). A site investigation of the subject property will be conducted. This includes an inspection of the structure and various rooms of any building for the purpose of locating suspected asbestos materials as well as possible hazardous wastes on the grounds of the site. The site investigation will attempt to locate buried storage tanks, transformers and drywells (if any), in order to determine if any related environmental problems may exist. As strongly suggested by the Department of Housing and Urban Development (HUD), consideration of the regulations at 24 CFR Part 58.5(i) should be included as an additional purpose in the subsection on purpose in the Phase 1. Due to the properties age, a concern that asbestos and lead-based paint is present exists and may be an issue. Proper testing by a licensed specialist should be performed. A survey of adjacent properties will be conducted to assess past and current land use. A review of the following databases and publications will be undertaken: Page 3

4 USEPA "Comprehensive Environmental Response, Comprehension and Liability Information Systems" (CERCLIS) database and National Priorities List (NPL or Federal Superfund) USEPA RCRA Hazardous Waste Generators Database WSDEC Oil Spill Systems Database WSDEC Inactive Hazardous Waste Disposal Sites Pertinent County and/or other local ascertainable environmental regulatory records These databases and publications are examined in order to ascertain whether any hazardous wastes, landfills, oil spills or any related problems exist at the subject site or in the vicinity of the subject site. Soil and groundwater conditions report from all available environmental sources. Extraction of samples (i.e. Potential Asbestos Containing Material, lead based paint, etc.), as required by the client (if necessary). Conclusions and recommendations based upon the data collected. Evaluation of reported cost estimates for remediation of the property (if necessary). Submission of Phase One Environmental Site Assessment Report conforming to ASTM Standard E DESIRED SUBMITTAL: Experienced Phase 1 ESA firms interested in working with TCRA on this project should submit the following: 1. Cover Letter The cover letter should indicate the name of the firm submitting the quotation and the name of the person authorized to negotiate and commit on behalf of the firm. 2. Qualifications Provide background information about the firm. Provide information on the organizational structure, year founded, office locations(s), number of employees and area(s) of specialization. 3. Relevant Project Experience Provide client references from recent related projects, including name, address and phone numbers of individuals to contact. Page 4

5 4. Project Organization Provide a description of the Firms proposed organization for the execution of the ESA. Include an organization chart and summary level resumes of individuals proposed for the project team. 5. Project Approach Provide a definitive Work Program as it relates to this project, including a list and narrative description of the tasks that will be performed as part of the proposed firm s services during each phase of the project and a time schedule for completion. 6. Fees Provide a fee to perform the scope of work. The TCRA intends to contract with the Consultant on an hourly rate basis, not-to-exceed price contract. EVALUATION AND AWARD CRITERIA: All responsive quotations will be evaluated on the basis of the following criteria. The award will be made to the responsive firm whose quotation, taking into consideration all evaluation factors, is deemed most advantageous to the TCRA. All quotations will initially be reviewed to determine responsiveness. Any quotation that does not meet the material and/or essential requirements of the RFQ will be subject to disqualification. 1. Demonstrated ability to perform the services described; 2. Experience and expertise of staff proposed to perform required services; 3. Quality of work as verified by references and/or prior experiences; 4. Costs relative to the scope of services 5. Ability to complete the work within the time schedule provided; 6. A demonstrated history of providing similar services to other municipalities. Factors and Maximum Points: An internal TCRA two-person panel will evaluate each response to this RFQ. Respondents will be scored according to the evaluation criteria set out below. Respondents with the highest scores may be invited to interview with the TCRA panel. Final selection will be made following these interviews (if necessary). SCORING CRITERIA 1. Qualifications, Relevant Experience and References 30 points 2. Proposed Team 20 points 3. While every effort will be made to maintain the schedule, it cannot be guaranteed. TERMS AND CONDITIONS: Issuance of this RFQ does not commit the TCRA to award an Agreement, to pay costs incurred in the preparation of a response to this request, or to procure a contract for services. All respondents should note that the execution of an agreement or contract pursuant to this RFQ is dependent upon the approval of the TCRA Board and the availability of federal funds necessary for the project. The TCRA retains the right to reject any and all submittals. Page 6
