3 Civil Service: Definition Civil Service is a professional activity independent from the changes of correlations between political forces, which is performed in 46 state authorities: The Staff of the President of the RA The Staff of the Government of the RA The Staffs of the Republican Executive Bodies /Ministeries/ of the RA The Staffs of state bodies acting in the administrative field of the RA Ministries The Staffs of the Marzpetarans /Regional Governor s Offices/ of the RA The Staffs of the permanently operating bodies created by the laws of the Republic of Armenia, with the exception of the Central Bank.

9 The Main Activites of the Civil Service Council The Council is responsible for: Approving /Amending/ the Roster of Civil Service Positions Organizing and implementing the competitions for occupying vacant positions Organizing and holding certifications of civil servants Organizing trainings of the civil servants, secondment for perfection of professional knowledge and working skills Maintaining of the reserves/long-term, Short-term/

10 Authorities of the Civil Service Council The Council: Implements the uniform state policy of the Civil Service; Develops the bills of the legal acts considering the Civil Service; Adopts normative legal acts securing the execution of the RA Law On Civil Service; Applies to court for eliminating acts contradicting the requirements of the Civil Service legislation; Reviews suggestions, applications and complaints relating to the Civil Service; Conducts service investigation in the defined cases and procedure; Defines rules of ethics of civil servants and form the ethics commissions, activity procedure and their functions.

11 The Financing of the Council The Civil Service Council is financed: At the expense of the resources of the state budget Other resources not prohibited by law

12 The Range of the Relations Implementing its authorities the Council collaborates with: RA Public Administration Bodies NGOs Scientific and Educational Institutions International Organizations (The World Bank, EU, SIGMA, EC, DFID, USAID, TIRI, Swiss Agency for Development and Cooperation, etc.) The Analogical Bodies of Several Countries (Bulgaria, China, Egypt, Italy, Canada, Ireland, Lithuania, Lebanon, Cyprus, Ukraine, Poland, etc.)
