3 Strafford Park at Bear Bay Homeowner s Association, Inc. WELCOME TO STRAFFORD PARK HOA! Strafford Park Homeowners Association (Strafford Park HOA) would like to welcome you to our community! We are pleased you chose to join the community that many of us have called home for a couple of years. Strafford Park HOA Board of Directors developed this Welcome Package to summarize important policies and guidelines to help new homeowners become familiar with the community. This welcome package is designed to address many of the common and most frequent asked questions. It is only a summary, and we encourage you to read and become familiar with the HOA Bylaws and the Declaration of Covenant, Conditions, and Restrictions. In the event of conflict between this packet and the official document, the official documents will supersede. 4 Frequently Asked Questions Can I make changes to the exterior of the house? All homes in Strafford Park are subject to Architectural guidelines governing the outdoor appearance of Strafford Park homes. As a homeowner whether an owner or renter you are bound by these guidelines as part of the HOA Covenant to which each house is subject. Exterior modification, installation, and replacement of any item may require an Architectural Review Application to be submitted to the Board of Directors and must be approved by the Board of Directors prior to work being performed by any resident or contractors. Below, please find a few architectural topics. This is not a comprehensive listing of all the community s guidelines. Frequent Architectural Changes Roof replacement Exterior Paint Color Pavers Trash/Refuse Containers In Window A/C units Temporary Building Permissions and Approvals Permitted Per meeting AR specifications and approval Only approved exterior colors are permitted Permitted Per meeting AR specifications and approval Not permitted in public view, except on trash collection days Not permitted Structures such as sheds, carports, etc. are not permitted. Please do not assume that a change to the exterior of a home is an acceptable change because another home in the Community has a similar modification. As a general rule, and to avoid the risk of violation charges and costly repeated labor, check with the Architectural Review Board before entering into any external repair. What are the Parking Policies? All vehicles of any Homeowner and/or Tenant must be parked in the driveway and garage of the Property Lot. Homeowner and/or Tenant s vehicles shall not be parked on the lawn of any property lot nor shall Homeowner and/or Tenant vehicles be parked on the street. Failure to comply with Strafford Park bylaw may result with violation letter(s) with beginning with a warning. How to contact Strafford Park HOA? Strafford Park HOA has a voice mail recording service therefore your call does not ring into someone s phone. The homeowners association uses volunteer help for all of its work. Messages are heard Monday-Friday mornings at about 10:00 a.m. If you leave a message after 10:00 a.m. Monday-Friday, your message will be heard the next business day. 5 A. Homeowner Association (HOA) Dues Strafford Park Homeowners Association fees are due on the 1 st of January of every year. After January 31 st the first late fees are applied of $25, totaling $ After February 28 th, the last late fees are applied of $25.00, totaling $ If not payments are received by March 31 st remainder of delinquent properties are sent to collections. B. Architectural Review Process Architectural Inspections The Board of Directors at Strafford Park Homeowners Association conducts periodic home inspections in the community. To maintain the look of our community, maintenance prevents problems and expenses for homeowners. If homeowners at Strafford Park need work done on their home, ask a neighbor for advice and phone numbers of reliable, and licensed contractors. Strafford Park will not give any advice on which companies and/or contractors to use, the board of directors can only approve or disapprove the additions and/or changes to be completed at the property. How to find and submit an Architectural Review Board Application Strafford Park HOA mails the application for the Architectural Review Board (ARB) every year to homeowners in the annual package. For a copy of the The Application to the Architectural Review Board, please write to us and request an application to ATTN: Architectural Board. Violation Notices from Inspections If some area of the property is in violation set in the declaration and ARB guidelines, you will receive a Notice of Violation in the mail and/or indicating the non-complaint areas. The notice will state the timeframe in which the violation must be corrected, and if violations charges are added, a statement will be attached. Extensions on this timeframe can be requested by contacting the Strafford Park Homeowners Association via mail, voic , and/or . The ARB is allowed by the HOA documents and Florida law to levy violations for violations that have not been corrected. Unpaid violation charges can result in property liens. Homeowners please remember to Strafford Park HOA Welcome Packet Page 5 of 8

6 notify Strafford Park Homeowners Association when work is commenced and completed so that violations charges are not levied. Ignoring the notices or failing to correct non-complaint violations, Strafford Park may impose special assessments against the Lot owner: First Noncompliance or violation: a fine not in excess of One Hundred Dollars ($100.00) Second Noncompliance or violation: a fine not in excess of Five Hundred Dollars ($500.00) Third Noncompliance or violation: a fine not in excess of One Thousand Dollars ($1,000.00) Variance Requests Before beginning any construction and/or alteration to your home, you must submit an Architectural Review Application to Strafford Park Homeowners Association. This includes, but not limited to, installation or modification to storm doors, exterior paint, property fences, etc. Homeowners need an Architectural Review Application when painting the exterior of the property, and only approved colors may be used. See APPENDIX B ARCHITECTURAL REVIEW COMMITTEE APPROVED COLOR SCHEMES, for the list of Approved Homeowners Paint Colors. Alternatively, you can get the list and an electronic Architectural Review Application from our community website. C. Parking Long-term parking on street is not permitted. Vehicles cannot be parked in any area for more than 7 days consecutive days. Please be mindful if parking any vehicles on the street that may block your neighbors driveway or obstruct the entry for emergency response vehicles. Do not block the sidewalk as that is a county ordinance violation. For events such as parties, please talk to your neighbors and work out a parking arrangement so that you are not blocking the road or driveways. Please view the Declaration of Covenants and Restriction for Strafford Park Article VIII-Section 19. Commercial trucks, Trailers, and Boats Specific provisions related to commercial trucks, trailers, and boats in the Declaration of Covenants and Restrictions for Strafford Park. Please read the complete parking policy for addition information. No trucks or commercial vehicles Unlicensed or inoperable vehicles No campers, or registered RV The prohibition in this Section does not apply to the temporary parking of trucks and commercial vehicles for pick-up, delivery and other commercial services, or to pick-up trucks for personal use of any Owner. Landscaping & Grounds Maintenance - HOA Responsibility According to the Declaration of Covenants and Restriction for Strafford Park, Article VI, Section 1 (b), it is the responsibility of the Association to maintain Common Areas- meaning the brick wall erected within the landscaping and utility easement. The wall will be repaired and maintained by Strafford Park, and no owner of any living unit shall alter the wall or interfere with or hinder the Association in its performance of maintenance. E. Landscaping & Ground Maintenance Homeowner Responsibility Strafford Park Homeowners Association is not responsible to service lawns and mulch beds throughout the community. Homeowners are responsible to maintain, repair, and keep units free of debris. Please refer to Declaration of Covenants and Restriction for Strafford Park, Article VI, Section 4 (A). Each unit owner is responsible to maintain the overall appearance of the community, and encourage replacing grass, shrubs and/or trees. Should you notice a neighbor violating this rule, please contact Strafford Park Homeowners Association. Pet Owners Pet owners are required to pick up after their pets at all times. All permitted Household Pets shall be kept on a leash when not on or in the Living Unit and no Household Pets shall be allowed to roam unattended. Please view the Declaration of Covenants and Restriction for Strafford Park Article VIII, Section 4. F. Trash and Recycling Collection Collection days for Strafford Park Homeowners Association are scheduled as follows: Collections Recycling Yard Waste Trash Day of the Week Tuesday Wednesday Thursday Trash shall be stored so that they cannot be seen from the street or from surrounding property and shall be kept in a clean and sanitary condition. Trash should not be put for pick-up until the evening before and trash cans should be stored by the evening after pick-up. Not doing so could be a Strafford Park HOA Violation. 8 G. Rental Property Homeowners please refer to the Declaration of Covenants and Restrictions for Strafford Park Article VI, Section 3 (A). All lessees of a Living unit shall comply with all requirements of the Declaration, Articles of Incorporation and Bylaws of the Association. H. Additional Community Information Resources All owners of homes in Strafford Park should receive copies of HOA documents as part of their purchase process.
