1 CALL TO ORDER PRESENT SPRINGFIELD TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING TUESDAY, JUNE 4, :30 PM The regular meeting of the Springfield Township Board of Supervisors was held on the above date in the Township Building at 406 Old Ash Rd. Mercer, PA Chairman, Gary Hartman called the meeting to order with the Pledge of Allegiance at 7:30 p.m. Gary Hartman, Judy Hassler and Rick Dillaman Supervisors, Patricia Wimer - Secretary Treasurer, Jim Knight - Road Foreman Public Works Director, Micah Swartz-Fire Department, Ken Howard-Bankson Engineers, Ray Bogaty-Solicitor ALSO PRESENT Sue Schepp-Leesburg Water, Monica Pryts-Allied News, Lonnie Burghardt Hospitality 1 st Partners AGENDA ADDITIONS DELETIONS None APPROVAL OF MINUTES A motion was made by Rick Dillaman and second by Judy Hassler to approve the minutes of the regular meeting of May 7, Motion carried, vote unanimous. minutes of the regular meeting of May 20, Motion carried, vote unanimous. APPROVAL OF BILL & PAYMENT OF BILLS bill list of June 4, General Fund starting with ck. #15941 to #15963 totaling $49, and Sewer ck. #2407 to #2412 totaling $8, Motion carried, vote was unanimous. May 2013 Payroll. Motion carried, vote was unanimous. 1

2 TREASURER'S REPORT The Treasurers report for April 2013 was viewed and filed for audit. PUBLIC CONCERNS None FIRE DEPARTMENT REPORT Micah presented the Fire Department report to the Supervisors. He stated that three firefighters attended annual school and four others volunteered to help with school. He said the Fire Department letter drive is doing well and they expect to receive around $12,000. They also have grant writer who is working on grants for turn out gear and breathing apparatus, his retainer fee is $1,900 for both, but his record for receiving grants he requested last year was 100%, so felt it would well worth the retainer if they receive the grants. Micah left for his meeting at 8:40 pm. OLD BUSINESS UPDATE: WATER SUPPLY BANKSON ENGINEERS Ken Howard stated that draft letters of intent were sent out to Pine Township and Grove City Borough to enter into agreement to deliver a supply of potable water from Grove City Borough to Springfield Township for up to 100,000 gallons per day initially and up to 500,000 gallons per day by some date in future at a maximum rate of 350 gallons per minute. He has also been in contact with Buhl Water concerning an interconnection with Grove City and Buhl and is waiting for a letter of support. Ken said he will have cost estimates by next week for PennWorks and is moving forward with the grant application. He will have the information ready for the June 17 th meeting for the Supervisors to take action on. UPDATE: WASTEWATER BANKSON ENGINEERS Ken stated they are also working on a grant for sewage from PennWorks and will have cost estimates available increasing force main from 4 and replacing 750 feet of pipe from 8 to 12 for the June 17 th meeting. 2

3 ROAD PROJECT AND MAINTENANCE BIDS 2013 EXHIBIT A Attached Exhibit A is the road project and road maintenance bids for A motion was made by Rick Dillaman and second by Judy Hassler to award the Bid # 1 - road project to Shields Asphalt Paving the low bidder at a price per unit of $60.23 per ton for 833 tons of 19 Superpave Binder Course 2.5 inch at cost of $50, Motion carried, vote unanimous. A motion was made by Judy Hassler and second by Rick Dillaman to award Bid# 2 and Bid# 2 Option A to Youngblood Paving, the low bidder for Single Bituminous Seal Coat at price per unit of $.997 per SY. Bid# 2-84,608 SY at cost of $84, and Bid# 2 Option A 11,870 SY at cost of $11, Motion carried, vote unanimous. LAMAR HEARING ON CONVERSION OF BILLBOARD Ray Bogaty stated that the Supervisors needed to make a decision on the hearing to grant or deny the conditional use on the Lamar billboard. The Supervisors asked Ray for his opinion. Ray stated that he felt that this should have been in front of Zoning Hearing Board and not as a conditional use hearing before the Supervisors. A motion was made by Gary Hartman and second by Judy Hassler to deny the request for the Lamar billboard conditional use. Motion carried, vote unanimous. TWP CLEAN-UP DAY: SATURDAY, JUNE 8, AM TO NOON Judy stated that the Boy Scouts would be attending to help with clean up day. NEW BUSINESS WENDELL AUGUST FORGE PROJECT - $124,020. PAYMENT # 3 - CERTIFICATE OF COMPLETION 5/29/2013 A motion was made by Gary Hartman and second by Judy Hassler to approve the Wendell August Forge Project, $124,020 Payment #3 Certificate of Completion dated May 29, Bankson Engineers, Inc. approved and signed the release and provided daily progress reports. Motion carried, vote unanimous. 3

4 SEWAGE CLASSIFICATION & RATES RESOLUTION # Thomas Bankson of Bankson Engineers was asked to review the current rate structure and revenue and expenses of Springfield Township s sanitary sewer system. Based on his extensive research and review he recommended modifying the current rate structure to include two customer classes, Residential and Non Residential and to increase the sewer rates to support and maintain the daily operation and upkeep of the sanitary sewer system. After much review and discussion with Thomas Bankson on his report to the Supervisors a motion was made by Gary Hartman and second by Judy Hassler to repeal all prior Resolutions setting rates for residential, non-residential and special conveyance charges along with Resolution #17 of 2010 setting two separate rates based upon zoning classifications and adopt this Resolution# Sewage Classifications and Rate effective July 1, 2013 as follows: 1. Residential - $43.00 per month per EDU: 2. Non-Residential - $52.00 per month per EDU: 3. Special conveyance charge - $7.00 per month per EDU Motion carried, vote unanimous. PLANNING COMMISSION REPORT Planning Commission meeting for May 13, 2013 was cancelled. The Planning Commission met on May 20 th, 2013 and reviewed the Preliminary Subdivision and Land Development plans for the Grove City Commercial Center by JBCD, LLC. Both plans were tabled until more complete information is received. SUPERVISOR S REPORT Mercer County Regional Planning Commission Rick Dillaman Rick attended the MCRPC meeting. He stated that Commissioner Lechner spoke and gave a very good update on the projects the Commissions have been working on. Prevailing Wage Act of 1961 Resolution Judy Hassler Judy asked if the Supervisors wanted to take action on the prevailing wage resolution that was sent by PSATS requesting support of the Townships to free our taxpayers form undue fiscal burden placed on them by Prevailing Wage Act of The Supervisors said they would discuss it further. 4

5 DIRECTOR OF PUBLIC WORKS Jim stated he has been replacing signs that have been stolen and will be replacing culverts on Old Mercer, Brent and Spring Roads. Next week Richard Lukas will be working and they will be sealing cracks. ADMINISTRATORS REPORT Barb was out, but left her report for the Supervisors. CORRESPONDENCE ADJOURN PSATS Youth Awards Program The Secretary stated she would notify the Boy Scout Troup of the PSATS Youth Award Contest. A motion was made by Judy Hassler and second by Rick Dillaman to adjourn at 9:30 p.m. 5
