Call to Order The meeting was called to order at 1:00 p.m. 2. Confirmation of Agenda 2.1 Motion to Confirm Agenda

2 Motion CW Moved by Councillor Lunn Seconded by Councillor Maynard THAT the agenda for the Committee of the Whole meeting of May 15, 2014 be confirmed. Prior to voting on Motion CW , the following Amending Motion was put forward: Amending Motion CW Moved by Mayor Mertens Seconded by Councillor O'Brien THAT at the request of the deputant, lynn Roschon, the deputation listed on the agenda as item 4.3 be withdrawn from the agenda; THAT at the request of Councillor Proctor, Committee of the Whole agenda item 7.6 regarding a proposed amendment to the Noise Nuisance By-law be deferred to a future Committee meeting to allow for further information to be received; and THAT the letter from len Munro, logistics Co-Chair, Prince Edward County Relay for life, requesting an exemption to the County Noise By-law be added to the agenda as item 7.8. with a 2/3 majority A vote was then taken on Motion CW , as Amended, as follows: THAT the agenda for the Committee of the Whole meeting of May 15, 2014 be confirmed, as amended, as follows: THAT at the request of the deputant, lynn Roschon, the deputation listed on the agenda as item 4.3 be withdrawn from the agenda; THAT agenda item 7.6, as it relates to a proposed amendment to the Noise Nuisance By-law, be deferred to a future Committee of the Whole meeting to allow for further information to be received; and THAT the letter from len Munro, logistics Co-Chair, Prince Edward County Relay for life, requesting an exemption to the County Noise By-law, be added to the agenda as item

3 3. Disclosure of Pecuniary Interest and the General Nature Thereof There were no disclosures of pecuniary interest declared at this time. 4. Deputations - listed 4.1 Milt Dulmage addressed Committee regarding the condition of Bethesda Road, and the lack of funding in the 2014 budget and 2015 proposed budget for road repairs in Sophiasburgh Ward. Mr. Dulmage provided a copy of his deputation. Motion CW Moved by Councillor Dunlop Seconded by Councillor Maynard THAT the deputation by Milt Dulmage regarding the condition of Bethesda Road, and the lack of funding in the 2014 budget and 2015 proposed budget for road repairs in Sophiasburgh Ward, be received. 4.2 Lenny Epstein, on behalf of the BEE Active Group, addressed Committee regarding the use of Neonicotinoid, and the corresponding report listed on the agenda as item 7.4. Campbell THAT the deputation by lenny Epstein, on behalf of the BEE Active Group, regarding the use of Neonicotinoid, and the corresponding report listed on the agenda as item 7.4, be received. 4.3 Lynn Roschon, on behalf of the BEE Active group, withdrew her deputation for today's meeting. 4.4 Kate MacNaughton addressed Committee regarding the use of Neonicotinoid, and the corresponding report listed on the agenda as item

4 Motion CW Moved by Mayor Mertens Seconded by Councillor Nowitski THAT the deputation by Kate MacNaughton regarding the use of Neonicotinoid, and the corresponding report listed on the agenda as item 7.4, be received. 5. Deputations from the Audience on items listed on the Agenda 5.1 John Thompson, Chair, Agricultural Advisory Committee, addressed Committee regarding the use of Neonicotinoid and the corresponding report listed on the agenda as item 7.4. Mr. Thompson provided a copy of his deputation. Motion CW Moved by Mayor Mertens Seconded by Councillor Turpin THAT the deputation by John Thompson, Chair, Agricultural Advisory Committee, regarding the use of Neonicotinoid and the corresponding report listed on the agenda as item 7.4 be received. The Committee agreed to bring forward agenda item 7.4 at this time. 7.4 Report of the Corporate Services and Finance Commission dated May 15, 2014 regarding Response to April 10, 2014 Deputation on Neonicotinoid Use. Motion CW Moved by Councillor H. Campbell Seconded by Councillor Lunn THAT the report of the Corporate Services and finance Commission dated May 15, 2014, regarding Response to April 10, 2014 Deputation on Neonicotinoid Use be received; and THAT the following resolution be approved: WHEREAS agriculture is a foundation of our municipality; WHEREAS Prince Edward County is committed to policy decisions that promote the health of its citizens and the viability of its farming community; 4

5 WHEREAS the issue of bee health is a serious one for beekeepers, farmers and consumers alike; WHEREAS there appears to be evidence that Neonicotinoid crop treatments present a growing danger to the health of our environment and the future of agriculture and playa role in the reduction of the bee and butterfly population; WHEREAS many groups, agencies and authorities worldwide are investigating the use of Neonicotinoid crop treatments; WHEREAS new seed lubricants are commercially available as a replacement to the talc and graphite lubricants traditionally used to assist in the planting of corn and soybeans; NOW THEREfORE BE IT RESOLVED THAT: 1. We call on the provincial and federal governments to investigate the issues surrounding the use of Neonicotinoid crop treatments as soon as possible pending further study; 2. We urge local farmers to utilize the new commercially available seed lubricants during the 2014 planting season when using seed coated in Neonicotinoid crop treatments, if appropriate to their farm equipment; 3. The County show local leadership in this regard by reviewing the current planting/landscaping products used on municipal property with a view to discontinuing use of Neonicotinoid products by the end of 2014; 4. The County consider creating funding for the indusion of the planting of bee and butterfly friendly spaces on appropriate County property in the 2015 budget; 5. This resolution be circulated to other municipalities through the Association of Municipalities of Ontario to request their support on this serious issue, and further; 6. This resolution be forwarded to The Right Honourable Stephen Harper, The Honourable Gerry Ritz, federal Minister of Agriculture and Agri-food, The Honourable Rona Ambrose, federal Minister of Health, federal MP Daryl Kramp at this time and the new Premier of Ontario, Provincial Minister of Agriculture and local Provincial MPP immediately after the Provincial Election. 5

6 Prior to voting on Motion CW , the following Amending Motion was put forward: Amending Motion CW Moved by Councillor Lunn Seconded by Mayor Mertens THAT the foregoing motion be amended by deleting the words "investigate the issues surrounding" in the first Therefore clause, and inserting in lieu thereof, the words "declare a moratorium". Prior to voting on Motion CW , the following further Amending Motion was put forward: Amending Motion CW Moved by Councillor Shortt Seconded by Councillor Forrester THAT the foregoing motion be amended by including the words "We support the Health Canada requirement" at the beginning at the second (2) Therefore clause. Prior to voting on Motion CW , the following further Amending Motion was put forward: Amending Motion CW Moved by Councillor Lunn Seconded by Councillor H. Campbell THAT the foregoing motion be amended to include the following new clause: "7. Where an agronomic assessment shows particular fields to be at minimal risk of damage from soil insects, we urge farmers to order seed not treated with insecticide for the 2015 growing season and we urge seed companies to make adequate supplies available." Prior to voting on Motion CW , the following further Amending Motion was put forward: 6

7 Amending Motion CW Moved by Councillor Maynard Seconded by Councillor Lunn THAT No.6 of Motion CW be amended by deleting the word "new" prior to the word Premier, and that the following words "and federal opposition members" be included following the word "Kramp". Committee reconvened at 2:35 p.m. with all members present, excepting Councillor Marisett. 6. Determination of Items Requiring Separate Discussion and Adoption of remaining items Items 7.1, 7.2, 7.4, 7.8 were pulled for separate discussion. Item 7.6 was withdrawn from the agenda. 7. Items for Consideration 7.1 John Iliana of the IBI Group to present "Existing Conditions and Development Strategies for Rossmore", as part of the on-going Rossmore Secondary Plan Project. Motion CW Moved by Councillor O'Brien Seconded by Councillor Nowitski THAT the presentation by John lliana of the IBI Group - "Existing Conditions and Development Strategies for Rossmore" be received. 7.2 Mayor Mertens regarding the Association of Municipalities of Ontario's Ontario Provincial Police (OPP) Billing Steering Committee Final Report on proposed OPP billing reform Motion CW Moved by Councillor Dunlop Seconded by Councillor Quaiff THAT the verbal report of Mayor Mertens, regarding the Association of Municipalities of Ontario's Ontario Provincial Police (OPP) Billing Steering Committee Final Report on proposed OPP billing reform, be received. Motion CW Moved by Councillor Quaiff Seconded by Councillor Shortt THAT the following Items for Consideration be adopted, and the recommendations contained therein be approved: 10

11 7.3 Report of the Engineering, Development and Works Commission dated May 15, 2014 regarding the Accessibility Advisory Committee 2013 Activities Report and 2014 Accessibility Plan. THAT the report of the Engineering, Development and Works Commission dated May 15, 2014 regarding the Accessibility Advisory Committee 2013 Activities Report and 2014 Accessibility Plan be received; and THAT the 2013 Activities Report and 2014 Accessibility Plan be approved. 7.5 Report of the Engineering, Development and Works Commission dated May 15, 2014 regarding the renewal of the contract for Specialized Transit Extension THAT the report of the Engineering, Development and Works Commission dated May 15, 2014 regarding the renewal of the contract for specialized transit be received; and THAT the contract with Quinte Access for specialized transit be extended for a two year period under the same conditions as set out in the 2011 RfP #2011-RPC Report of the Corporate Services and Finance Commission dated May 15, 2014 regarding Property Tax Sale #2 (from April 10, 2014) THAT the report of the Corporate Services and finance Commission dated May 15, 2014 regarding Property Tax Sale #2 be received; THAT the property known as be vested in the name of the municipality; THAT the outstanding taxes on the property known as be written off as uncollectible; THAT the property known as be transferred to the Community Development Department for the evaluation of options for future use; and THAT all alternative options for future use of this property be provided to Council for consideration. 7.8 Letter from Len Munro, Logistics Co-Chair, 2014 Relay for Life dated May 8, 2014 regarding an exemption to the current noise by-law 11

12 Motion CW Moved by Councillor Gale Seconded by Mayor Mertens THAT the letter from len Munro, logistics Co-Chair, 2014 Relay for life dated May 8, 2014 regarding an exemption to the current noise by-law be received; and THAT the 2014 Prince Edward County Relay for life event scheduled for June 6, 2014 at the Prince Edward County Fairgrounds in Picton be recognized as a Council-sanctioned event and therefore is exempt from the provisions of the County Noise By-law. 8. Closed Session 8.1 Motion to move into Closed Session Motion CW Moved by Councillor Lunn Seconded by Councillor O'Brien THAT Committee now move into dosed session to consider a Report of the Community Development Department dated May 15, 2014, and a verbal report of Mayor Mertens, regarding a proposed or pending acquisition or disposition of land by the municipality or local board (pursuant to Section 239(2)(c) of the Municipal Act). Committee resumed sitting in open session at 4: 15 p.m. with all members present, excepting Councillors Gale and Marisett. Motion CW was a motion to extend the meeting time, Motion CW provided direction to staff as it relates to a proposed or pending acquisition or disposition of land, and Motion CW was the motion to resume sitting in open session, all of which were enacted in closed session. 9.
