Smith; Councillors M. Booth, C. Cameron, C. Cassidy, N. Gambioli, P. Lambur, and W. Soprovich. STAFF: S. Scholes, Municipal Clerk; J. Bailey, Director, Planning and Development Services; R. Fung, Director, Engineering and Transportation Services; A. Mooi, Director, Parks, Culture and Community Services; M. Chan, Director, Corporate Services; and P. Cuk, Deputy Clerk. CALL TO ORDER 1. The meeting was called to order at 6:02 p.m. Mayor Smith made the following statement: In the column published in the North Shore News on January 26, Trevor Lautens offered his opinion that our Council voted 6-1 to approve a donation and naming opportunity that had been negotiated by our Community Centres Services Society. Mr. Lautens was wrong to state that Council voted 6-1. For the record, Council supported this decision unanimously. All seven members of Council voted in favour of the donation and the naming rights. The details related to naming the Atrium in recognition of the donation were evaluated by a third party who is an expert in the field of determining valuations in cases like this one. Furthermore, there is no correlation whatsoever between the donation and the Wardance Bridge. The widening of the Wardance Bridge sidewalk was approved in a public meeting and followed many requests from citizens to make this bridge safer, especially for cyclists and pedestrians. The amount contributed by us came from community amenity contributions and will be more than matched by Park Royal. These partnership arrangements create extra value for our taxpayers. The comments made about the proposed towers on the old White Spot site are mischief making at best. Park Royal, like any other landowner, has the right to apply for developments on their property. Their application for residential towers was first made three year ago. Council did not approve anything at that time and directed Staff to conduct extensive public consultation and complete a full Area Plan before dealing with any new applications. Finally, I want to state my disappointment in both the tenor of the column and the inaccuracies stated and regret any negative opinions that may have been formed regarding this generous gift from a well-respected West Vancouver citizen. A Council member commented relative to Council procedure and closed Council meetings. Mayor Smith announced that Councillor Soprovich, on the occasion of Canada s 150th Anniversary, has been recognized as an exemplary citizen as put forth by the community, and honoured with a special-edition Canada 150 pin and a certificate signed by our M.P. Approval of February 5, 2018 Regular Council Meeting Agenda MOVED by Soprovich, seconded by Booth: THAT the February 5, 2018 regular Council meeting agenda be amended by: adding to Item 3 the minutes of the January 22, 2018 special (open session) and regular Council meetings, and the January 29, 2018 special (open session) Council meeting; replacing for Item 4 the Reference Guide Summary; adding Item 5.1 regarding Funding Request to Explore Options for District Property at 2195 Gordon Avenue; adding Item 5.2 regarding Consent to Metro Vancouver Regional Parks Service Amendment Bylaw No. 1255; adding Item 8.2 regarding Notice of Motion regarding New Municipal Tax Classes; adding Item 9.1 regarding correspondence; AND THAT the agenda be approved as amended. ADOPTION OF MINUTES 3. Adoption of Council Meeting Minutes MOVED by Gambioli, seconded by Soprovich: THAT the following Minutes be adopted as circulated: January 22, 2018 special (open session) and regular Council meetings; and January 29, 2018 special (open session) Council meeting. DELEGATIONS 4. Ocean Wise and Howe Sound Biosphere Region Initiative, regarding the Howe Sound Marine Reference Guide (File: ) R. Simons (Lead, Howe Sound Biosphere Region Initiative) and F. Beaty (Program Assistant, Coastal Ocean Research Institute) provided a presentation, spoke relative to the Howe Sound Marine Reference Guide, and responded to Council questions. MOVED by Cameron, seconded by Gambioli: THAT the delegation from Ocean Wise and Howe Sound Biosphere Region Initiative, regarding the Howe Sound Marine Reference Guide, be received for information, with thanks. A Council member commented. The question was called on the motion. 3 REPORTS 5. Official Community Plan Review: Preparation of a Draft Plan (File: ) Staff provided a presentation and responded to Council questions. Councillor Lambur left the meeting at 6:52 p.m. and returned to the meeting at 6:54 p.m. M. Senner (President, West Vancouver Chamber of Commerce) spoke relative to: the Chamber s mission and participation in the Official Community Plan public engagement process; transportation, affordable housing, and employment needs; and spoke in support of the recommendation. D. Peters (Community Housing Action Committee, North Vancouver) spoke in support of the proposed plan including: housing and neighbourhoods; committee involvement; past and anticipated changes in West Vancouver; youth and housing affordability; thorough public engagement process conducted; and drafting specific policies. F. Pagani (2316 Marine Drive, and former member of the Planning Commission, the Urban Design Committee, the Community Dialogue on Neighbourhood Character and Housing Working Group, the Climate Action Working Group, and the Community Energy and Emissions Plan Working Group) spoke in support of the recommendation, including: comprehensive public engagement process conducted; and housing, transportation, and reduction of greenhouse gas emissions. C. McLaughlin (2283 Nelson Avenue, and former Chair of the Community Energy and Emissions Plan Working Group) spoke in support of the recommendation including: the Community Energy and Emissions Plan report recommendations; and the public engagement process. M. Slater (1058 Keith Road) spoke relative to the release of a draft Official Community Plan and conveyed concerns regarding report recommendations including: limited timeframe for public comment on the draft Plan; lack of process for community validation of edits or revisions to the draft Plan; how public engagement and collaboration will be conducted; and requested that public engagement details, including collaboration level, be provided, and that the timeframe for public engagement be extended as needed. S. Slater (1730 Duchess Avenue, and President, Ambleside Dundarave Ratepayers Association) spoke regarding the Official Community Plan renewal process and conveyed concerns including: the lack of desired detail; the process will be rushed and limited options presented; and requested that the draft Plan contain specific details and multiple options, public input be clearly integrated into the Plan, and public engagement is thorough and broad based. C. Banham (950 Taylor Way) spoke in support of the recommendation including: robust process conducted; the nature of a policy document and levels of detail; nature of the public engagement process; and not in favour of government by referendum. M. Pappas (Former Co-chair, Strategic Plan Working Group) spoke in support of the recommendation including: superb quality and broad scope of the public engagement process; need for action on the housing crisis; and read a statement provided by A. Krawczyk regarding participation in the Official Community Plan feedback process, Council s mandate regarding the Plan s renewal, and encouraged Council to proceed. Reynolds (Chair, Heritage West Van) spoke relative to the Official Community Plan review process, the Heritage Fayre on February 24, 2018, and suggested that the Draft Official Community Plan Review video could be presented at the event. R. Buchanan ( th Street, former Co-chair, Parks Master Plan Working Group, and former member, Upper Lands Study Review Working Group) spoke in support of the proposed recommendation including: public engagement in the planning process; timeline for feedback on the draft plan; and the provision of specific recommendations. M. Kemble (1221 Jefferson Avenue) spoke relative to: the Official Community Plan process for Coal Harbour; and the timeline for community review of options. B. Hunter (1235 Clyde Avenue) spoke relative to: support of comments regarding progress to date; the timeline for public response to the draft document; and queried regarding public input given at the Harmony Arts Festival. MOVED by Booth, seconded by Soprovich: THAT 1. the report titled Official Community Plan Review: Preparation of a Draft Plan dated January 18, 2018 and the Phase 3 Public Engagement Summary attached as Appendix A to this report be received for information; 2. staff prepare and release a Draft Official Community Plan for public review and feedback as described in the report; and 3. staff report back to Council with engagement findings and recommendations for proceeding to formal Council consideration of a Proposed Official Community Plan Bylaw in accordance with the legislative authority. Discussion ensued and staff responded to Council questions. The question was called on the motion Funding Request to Explore Options for District Property at 2195 Gordon Avenue (File: ) Staff described the subject funding request and responded to Council questions. MOVED by Cassidy, seconded by Cameron: THAT the District spend $50,000 from the Endowment Fund to explore options for the District-owned property at 2195 Gordon Avenue, and that the verbal report given by the Director, Corporate Services be accepted. Discussion ensued. The question was called on the motion Consent to Metro Vancouver Regional Parks Service Amendment Bylaw No (File: ) MOVED by Lambur, seconded by Soprovich: THAT the Council of the District of West Vancouver approves adoption of Metro Vancouver Regional Parks Service Amending Bylaw No. 1255, 2017 by providing consent on behalf of the electors. (8) 2 submissions, January 19-20, 2018, regarding Proposed Building Bylaw No. 4400, 2004, Amendment Bylaw No. 4961, 2018 (Energy Step Code Implementation) (9) January 21, 2018, regarding Fw: Additional Changes to Op-Ed Submission: Mounting Traffic Congestion on the North Shore (10) January 22, 2018, regarding Laneway House Regulations (11) 2 submissions, January 22, 2018, regarding Property Development (12) January 23, 2018, regarding Affordable Housing Received for Information from Other Governments and Government Agencies Responses to Correspondence (13) Deputy Municipal Clerk, January 23, 2018, response to The Royal Society of St. George, BC Branch, regarding Request for Proclamation - St. George Day Notice of Motion regarding New Municipal Tax Classes (File: ) A Notice of Motion was provided: Take notice that at the February 19, 2018 regular Council meeting, Councillor Gambioli, with a seconder, will Move: WHEREAS many municipalities in BC are facing a very significant and welldocumented housing affordability issue with property prices significantly higher than local residents ability to pay and in many cases the highest average housing prices in the country; AND WHEREAS currently, municipalities have only nine tax classes that can be used to set property taxes to achieve municipal goals: Class 1 - Residential; Class 2 - Utilities; Class 3 - Supportive Housing; Class 4 - Major Industry; Class 5 - Light Industry; Class 6 - Business Other; Class 7 - Managed Forest Land; Class 8 - Recreational Property, Non-Profit Organization; and Class 9 Farm; and while there have been minor amendments, the basic structure of this property tax class system has not been substantially amended since the 1980s; AND WHEREAS with the creation of new tax classes each municipality could set different tax rates for each class based on their individual needs and circumstances. As an example, different residential classes could be created to address vacant houses, non-resident ownership, etc; FEBRUARY 5, 2018 REGULAR COUNCIL MEETING MINUTES M-7

8 THEREFORE BE IT RESOLVED THAT the provincial government amend the Community Charter to allow municipalities to create additional tax classes so they can each accomplish their own community goals. OTHER ITEMS 9. At Council s request the following correspondence was brought forward for discussion January 18, 2018, regarding Artificial Turf Illegal in Vancouver Councillor Gambioli referred to the subject correspondence and commented relative to restricting the installation of artificial turf, and staff informed that they will report back to Council regarding this matter. Council members commented. MOVED by Cassidy, seconded by Cameron: THAT Item 9.1 be received for information. REPORTS FROM MAYOR AND COUNCILLORS 10. Reports from Mayor and Councillors Councillor Booth reported: on attendance, with Councillor Soprovich, at the February 4, 2018 Evergreen Squash Club s 50th anniversary celebration and tournament; that the Interim Tree Bylaw Working Group would report to Council on March 5, 2018; and congratulated the Kay Meek Theatre on their February 3, 2018 Sneakers Ball, and St. Francis-in-the-Woods on their 90th Year fundraiser. Councillor Cameron spoke relative to the Union of British Columbia Municipalities report A Home for Everyone: a Housing Strategy for British Columbians and commented regarding British Columbia s economy and the real estate industry, housing construction and affordability, property taxes, rental housing, homelessness, and intergovernmental cooperation. Councillor Booth spoke relative to housing affordability, rental accommodation, limited equity ownership, and homelessness. Councillor Lambur spoke relative to the Union of British Columbia Municipalities report A Home for Everyone: a Housing Strategy for British Columbians and commented regarding the Official Community Plan and housing strategy, rental housing, and housing affordability. Councillor Soprovich spoke relative to housing affordability, community amenity contributions, property development, and market rental supply. 9 PUBLIC QUESTIONS AND COMMENTS 11. Public Questions and Comments G. Leitch (1425 Esquimalt Avenue) spoke relative to property development, noisy construction workers, and impact on residents. Mayor Smith spoke relative to bylaws related to construction sites and bylaw enforcement. M. Slater (1058 Keith Road) congratulated Councillor Soprovich on his award and recognition as an exemplary citizen and spoke relative to public outreach regarding the Official Community Plan review and the need for formal evaluations of the Official Community Plan review process to date. C. Reynolds congratulated Councillor Soprovich on his award and recognition as an exemplary citizen and spoke relative to the February 24, 2018 Heritage Fayre at the Community Centre. ADJOURNMENT 12.
