They discussed issues around several key themes on political leadership, institutional capacities and mobilizing resources. Partner cities came prepared and gave brief, flash presentations on their experiences according to the dimensions to stimulate discussion. The facilitator guided collaborative development of policy recommendations that addressed each enabling theme.
