3 WHAT IS A UDC? UDC = Unified Development Code A UDC is a way of organizing the regulations that guide development, but it does not presuppose or limit what those regulations are. Milton s UDC will be crafted to meet Milton s needs. UDCs typically consists of zoning and subdivision regulations consolidated into a single document. They frequently contains environmental regulations. as well.

12 KEY STRENGTHS Current regulations do a good job at supporting the Comprehensive Plan and small area plans. Strong rural character and neighborhood protections exist. Work with staff to: Update standards for special historic buildings and use of the International Existing Building Code. Review and update penalties to make sure they are enforceable and effective. 22 CHAPTER 20: ENVIRONMENT CONSIDERATIONS There is a desire Promote aesthetically-pleasing stormwater management measures. RECOMMENDATIONS Create incentives if development incorporate stormwater management measures as an amenity feature or underground facility. Establish minimum maintenance plan and schedule per a Mmaintenance agreement. Require facility access easements necessary to perform maintenance. 25 CHAPTER 50: SUBDIVISIONS CONSIDERATIONS Regulations on streets, blocks, and lots are clear. There are some conflicts with formbased code subdivision regulations in Chapter 64 Zoning City Council Work Session 25

28 CHAPTER 64 ZONING CONSIDERATIONS Milton has many tools to protect its character. AG-1, Rural Viewshed, TDRs, form-based codes The Zoning Ordinance has some leftovers from Fulton County s ordinance which are no longer needed. Districts, terms, regulations Use regulations need usability improvements. Scattered text, unclear cross-references There are several areas where the text could be updated City Council Work Session 28

34 CHAPTER 64 ZONING RECOMMENDATIONS Procedures Establish what it means when City Council hears variances for up to five lots or up to 10% of the lots in a subdivision, whichever is less by clarifying if this is intended to be the maximum number of lots to hear at one time or cumulatively. Add an allowance to modify a variance in Division 2, Sec Work with staff to explore if zoning modifications should be heard by the Planning Commission prior to going to City Council. 35 OTHER CODE RECOMMENDATIONS Chapter 22 Fire Protection Explore if incentives can be created for sprinklers in single-family houses. Chapter 54 Telecommunications Develop new standards for small cell towers. Update the procedures for permitting small antennas.
