All parties who are interested may send their EOI in line with the requirement but not limited to mentioning their profile, credentials details of PV business experience, installed capacity within the country and execution time taken/required for complete installation & commissioning of Solar Power Plants. 4 EXPRESSION OF INTEREST Central Electronics Limited, Sahibabad is interested to promote and expand the business in the field of Solar Photovoltaic (SPV) by engaging Channel Partners. Interested parties having good infrastructure for carrying out Solar Photovoltaic Business are requested to submit their EOI at the office of General Manager, SPV-M. All parties who are interested may send their EOI in line with the requirement but not limited to mentioning their profile, credentials details of PV business experience, installed capacity within the country and execution time taken/required for complete installation & commissioning of Solar Power Plants. PRE-QUALIFICATION CRITERIA A. FINANCIAL CRITERIA The party must have an annual turnover of Rs. 10 Cr. in any of the last three financial years. B. MANUFACTURING CRITERIA 1.0 The party should have manufacturing facility for any one of the Solar PV Products such as Solar PV Module, battery and SPV electronics. 2.0 The product related to Solar PV Systems should be tested by any of the authorized laboratory approved by MNRE, New Delhi. Module manufacturer must have IEC-61215, & certificates for modules. 3.0 The party s manufacturing plant should be in commercial production for more than two years. C. EPC CRITERIA 1.0 The party should have previously carried out installation of Solar PV Power Plants of at least 10 KW capacity. 2.0 The party should have technical experience/expertise of the Solar PV System and good technical manpower to execute installation of solar power plants of various capacities. 3.0 The party should be capable of arranging/supplying balance of system as specified by CEL for 100 KW & 50 KW capacity SPV Power Plant 4.0 The party should be registered with MNRE as a channel partner. 5 ELIGIBILITY CRITERIA Eligible parties must comply Point A and any one or both of the Point B & C from the above mentioned pre-qualification criteria. In order to meet eligibility criteria the bidders has to submit relevant documents in support of their claim for eligibility. 1.0 General: INFORMATION AND INSTRUCTIONS FOR APPLICANTS 1.1 All information should include a covering letter listing the various enclosures. 1.2 Each page of the EOI document must be signed by the authorized signatory of the firm. 1.3 All information required as mentioned in annexure-i should be furnished by the applicant. If for any reason, any information is provided in a separate sheet, this fact should be mentioned against the relevant point. If no information is to be provided, a nil or no such case entry should be made. If any particular/query is not applicable in case of the applicant it should be stated as Not Applicable. 1.4 The applicant may furnish other information which if he thinks is necessary to establish his capability and helpful in completing envisaged work. 1.5 If any information furnished by the applicant is found to be incorrect either immediately or at a later date it would render him liable to the termination of the contract. 1.6 The EOI document duly completed and signed should be submitted in a sealed cover super scribing Expression of Interest Solar Power Plant. 2.0 Definitions: In this document the following abbreviations and expressions have the meaning hereby assigned to them as follows. 2.1 CEL: means CENTRAL ELECTRONICS LIMITED, 4 INDUSTRIAL AREA SAHIBABAD. 2.2 APPLICANT: means the individual, proprietary firm, firm in partnership, limited company private or public or corporation or consortium. 6 2.3 PARTY: also means the individual, proprietary firm, firm in partnership, limited company private or public or corporation or consortium. 2.4 EOI: means expression of interest. 3.0 Final Decision Making Authority CEL reserves the right to accept or reject any application and to finalize the pre-qualification process and reject all applications at any time, without assigning any reason or incurring any liability to the applicants. 4.0 Particulars 5.0 Others 4.1 This should not be treated as a commercial tender document and parties are advised not to offer their prices or include any financial aspect with the response to EOI. 5.1 CEL reserves the right to restrict the list of pre-qualified parties/applicants to any number deemed suitable by it. 5.2 Even though an applicant may satisfy the above requirement, he would be liable to disqualification if he/she has: (a) (b) Made misleading or false representation or deliberately suppressed the information in the forms, statements and enclosures required in the EOI-prequalification document. Record of poor performance such as abandoning work, not properly completing the contract, or financial weakness etc. 6.0 Agreement & Security 6.1 After evaluation of EOI, a list of successful applicants/parties will be prepared as per CEL s norms. The agreement containing scope of work, profit margin of CEL, working modalities along with other terms & conditions will be signed with the eligible parties. The party should give minimum two crore business in first year. CEL reserves the right to cancel empanelment of party not meeting the above criteria. 6.2 The successful applicants/parties have to submit a security amount of Rs.10,00,000/= in the form of DD only in favour of Central Electronics Limited, Sahibabad payable at Sahibabad during the signing of agreement. 7 7.0 Award Criteria 7.1 CEL reserves the right, without being liable for any damages or obligations to inform the applicants, to (a) Amend the scope, requirement of the EOI and agreement. (b) Reject any or all the application without assigning any reasons. 8.0 Other Information: CEL has the sole discretion to accept/reject one/all EOI without assigning any reason whatsoever. CEL reserves the right to further shortlist for final selection from the empanelled parties for various assignments. This advertisement does not constitute and will not be deemed to constitute any commitment on part of CEL for any purchase / work-order. Furthermore, this advertisement confirms neither the right nor any expectation on any party to participate in the future proposed tenders. CEL also reserves the rights to accept/reject any offer at any stage of the process and/or modify the process or any part thereof or to vary terms at any time without giving any reason. Payment terms shall be on back to back basis. Commercial terms shall also be on back to back basis. Scope of work shall also be back to back basis. 9.0 Submission of EOI: EOI in sealed cover super-scribing the EOI no., name of the work and due date should be delivered at the Office of the General Manager (Marketing), Central Electronics Limited, 4, Industrial Area, Saur Urja Marg, Sahibabad (U.P), INDIA. 8 The following must be submitted as part of your EOI: I. ITR, Balance Sheets with Profit and Loss account details for last 3 financial years. II. Copy of Sales tax registration, Excise Registration, Service Tax, PAN Card, Customer list in India & Abroad, etc. III. Filled up Format for Submission of Vendor Data as per format at Annexure 2 & 3. IV. Technical catalogue, literature and approval/registration certificate, if any, required as per details in the EOI. V. Designation of the individual authorized to act for the organization. VI. Was the BIDDER ever required to suspend the works for a period of more than six months continuously after award of work? If so, give the name of the project and the reasons of suspension of work. VII. Has the BIDDER or any constituent partner in case of partnership firm, ever abandoned the awarded work before its completion? If so, give the name of the project and reasons for abandonment. VIII. Has the BIDDER or any constituent partner in case of partnership firm, ever been debarred / black listed for tendering in other organization at any time? If so give details. IX.
