1 May 8, Mount Wolf Borough Minutes Regular Meeting May 8, 2018 Convene: The Mount Wolf Borough Council met in regular session on Tuesday, May 08, 2018, beginning at 7:01PM. The meeting was called to order by Council President, Bill Marquis. Attendance: The following council members and other officials were present: Council Mike Amsler, Darryl Main, Bill Marquis, Dennis Naylor, Josh Parish and Anna Wagner Officials - Mayor Mo Starner, Attorney Devon Myers, Treasurer and Zoning Officer Steve Kehler and Engineer Chris Owens Councilperson Eddie Kuntz was absent. Agenda/Minutes: A Parish/Amsler motion was made to approve the minutes from the April 10 th, 2018 Regular Meeting as presented. Motion passed unanimously. An Amsler/Parish motion was made to approve the agenda as presented. Motion passed unanimously. Visitors in Attendance: Pete Schilling and Charles Stambaugh Public Comments: Commonwealth Code: Pete Schilling Mr. Pete Schilling, President of Commonwealth Code, opened the meeting by explaining to council the operations and history of Commonwealth Code. He described how Commonwealth Code can aid Mount Wolf Borough with rental property code enforcement. Mayor Mo asked several questions and was very pleased with how this partnership will work. Mr. Schilling concluded with a brief report on his inspections for properties owned by Mount Wolf Borough and 177 N. Main Street.

2 May 8, Charles Stambaugh Mr. Stambaugh reported on tax updates and passed out information he gathered regarding sign ordinances from other municipalities that he would like council to review in light of the recent Zoning Hearing with Eagle Fire Company. He voiced his concerns. Engineer Report: Engineer Chris Owens reported on the following: Mount Wolf Borough 2018 Street Project Engineer Owens presented contract specifications for Mount Wolf Borough s 2018 Street Project relating to pot holes and repaving. Advertisement for the bid invitation will be posted next week upon approval from council; Owens estimates $7, total cost. A Naylor/Amsler motion was made to approve advertisement for the bid invitation. Motion passed unanimously. Resident Received - Mayor Mo received an from resident Tim Dearadorff regarding curb erosion at his property on the end of South 2 nd Street. After discussion and review, council concluded this problem is the property owner s responsibility. Solicitors Report: Attorney Devon Myers reported on the following: Ordinance : Fire Insurance Escrow Ordinance A Parish/Naylor motion was made to enact Ordinance : Fire Insurance Escrow Ordinance. Motion passed unanimously. Update: Act 172 Emergency Responder Tax Credit - Attorney Myers asked councilperson Josh Parish for an update. Parish reported that he is still working with Chief Norm Claybaugh to outline active duty requirements. A short discussion was held between Attorney Myers and Parish. Park Rules Attorney Myers reviewed the discussion held during the April meeting regarding vulgar language heard at Mount Wolf Park and council s concerns. After discussion, council concluded that at this time there is no way to regulate this problem. Sign and Zoning Ordinance Attorney Myers suggested that council review and revamp their sign and zoning ordinance. She recommended reviewing ordinances from municipalities that are comparable to Mount Wolf Borough.

3 May 8, Zoning Officer Report: Zoning Officer Steve Kehler provided council with a permit log to review; four permits were issued. Treasurer s Report: Treasurer Steve Kehler reported on the following: Data Recovery: Hard Drive Crash Kehler reported that the hard drive on his laptop crashed. Luckily, councilperson Josh Parish was able to recover the hard drive. He informed council of the work required to get the accounting program back up and running. Payment of Bills - An Amsler/Main motion was made to approve the payment of bills # for $3, Motion passed unanimously. Mayor s Report: False Alarm Ordinance Mayor Mo asked council to consider passing an ordinance that states if a false alarm sends police or fire to any establishment so many times within a given period of time, said establishment will be fined. Council agreed that this is a good idea and Mayor Mo will begin researching such ordinance. Streets: Denny Naylor reported on the following: Street Sweeping: May Naylor reported that the street sweep dates are May 15 th,16 th and 17 th. President Bill Marquis questioned how no parking will be handles and it was concluded that since there is no such ordinance, it cannot be enforced. Parks and Recreation: Eddie Kuntz was absent therefore councilperson Mike Amsler reported on the following: Projects at Mount Wolf Park 1. Removed wood ties at the old swing area and filled in with ground. 2. Met-Ed trimmed trees around power lines. 3. Mulch was purchased and spread.

4 May 8, Properties/Services: Darryl Main reported on the following: Recycling Program with Penn Waste Penn Waste announced that the recycling market has experienced issues as the market for recycled materials is disappearing. In January, China imposed fundamental changes to the level of contamination they allow in recyclable materials and implemented a plan to reduce imported recyclable materials while increasing their domestic recovery capabilities. Penn Waste is considering options on how to keep the program functioning. York County Tax Bureau Meeting Main attended the most recent York Adams Tax Bureau meeting and reported items that were discussed at that meeting. Opioid Town Hall Main attended the Opioid Town Hall meeting sponsored by Eagle Fire Company. He noted that there was good community attendance however, they are still looking for volunteers to help combat the crisis in Mount Wolf Borough. Assisting Resident during Office Hours Main reported that he and councilperson Mike Amsler assisted a resident during office hours regarding sign ordinance and code. Department of Economic Development: Survey Main received, via , a survey from the Department of Economic Development. Survey requests information from Mount Wolf Borough regarding the needs of our community and how to gear grants in the future towards those needs. Main will complete the survey and submit back by May 31 st, Smart Meters: Met-Ed Met-Ed will be installing smart meters within Mount Wolf Borough. Assistant Secretary Rachel Kling has already posted information on Mount Wolf Borough s Facebook page. York County Storm Water Authority Local Government Committee Meeting Main will be attending said meeting on May 31 st if council has any questions to pass on he can present them at the meeting. Budget & Finance: Mike Amsler reported on the following: Selective Insurance Policy -

5 May 8, Amsler reported that he contacted Selective Insurance and will be meeting with Steve Kehler to go over renewal figures. Health and Safety: Josh Parish reported on the following: Parish will be attending the Emergency Services and Public Safety Primer at CGA Law Firm, Thursday May 31 st. Ambulance - NEAEMS responded to 115 calls for service between 03/15/ /15/ The subscription drive mailers were dispatched to Mount Wolf Borough residents and response is going well. Fire - Parish reported that within the last 30 days, 17 calls for service with an average of 6 member responding per incident. - Parish was unable to attend the Opioid Town Hall meeting due to illness so Mayor Mo attended. - Parish is continuing to work on the PA Act 172 to craft active duty requirements. - Upcoming Events: May th Mother s Day Flower Sale Police - New Unit 17 has arrived and is already being used for service! - Parish reported the approval for twelve ballistic helmets out of the capital outlay was made totaling $4, An upcoming large capital purchase in 2019: NE Police Department will need to replace 10-year-old handguns estimated cost $4-5K. - Lastly, the fan in the evidence room was replaced costing $1, Personnel: Anna Wagner reported on the following: Office Equipment Update Wagner asked both Steve Kehler and Rachel Kling for an update regarding the purchase of new office equipment. Rachel Kling reported that she went through the catalog provided and marked items that she would like to be considered. Completed FEMA Wagner completed the required FEMA courses and handed her certificate to Rachel Kling for filing.

6 May 8, Correspondence: Letter from Robin Shelly Ms. Shelly wrote a note to council thanking them for working with her to pay for the piece of play group equipment damaged. There was also a note from her grandson. Federal Surplus Property Program President Bill Marquis passed along a letter received to Steve Kehler regarding participation in the Federal Surplus Property Program. After a short decision in was agreed to not reply. CGA Law Firm: Upcoming Event As discussed by councilperson Josh Parish, CGA Law Firm will be holding an Emergency Services and Public Safety Primer on May 31 st from 3:30-5:30. Old Business: Old New York Wire Pond President Bill Marquis reported an updated on the pond issue with mosquito s. He e- mailed Tony Dahbura asking when the pond will be filled and was informed that a drainage system is being created to prevent water buildup. Councilperson Josh Parish also noted that he contacted the West Nile Virus Program and there are no mosquitos at this time. New Business: ing Voic s President Bill Marquis explained the voic program set up. He can send a media player of the voic to whomever the voic is for. He wanted to make sure council understood this matter. Coppernicus Connectivity President Bill Marquis would like to hire Coppernicus Connectivity to aid with IT support.
