2 OVERVIEW - Since it established in 1993, the Palestinian Central Bureau of Statistics (PCBS) vision is to maximize utilization of administrative records for statistical purpose. - PCBS worked closely with all public and private data sources to improve their administrative records for the statistical utilization by : 1. Strengthen the coordination. 2. Enhance the dialogue. 3. Training their staff. 4. Developed the forms and questionnaires. - PCBS is working on more than 40 topics by using the administrative records. - PCBS used special templates/forms that designed to collect data from different sources. 2

3 - In 2013, PCBS prepared the national strategy for the development of official statistics for the years 2014 to One of the main objective is the focus on improving the use of administrative records for statistical purposes in coordination with other players of national statistical system in order to systemize the national statistical system and to reduce the cost of producing statistics on the long run. - As the administrative records is one of the important sources for official statistics, this paper aims mainly to highlight the role that can be played by administrative records in supplying update data for gender statistics in the field of local government sector in Palestine. 3

4 Problem statement - Lack of data on elected women in local council. - Limited data was available in this sector on the workers in the local government sector - There is no in-depth analysis in this sector disaggregated by gender. -Lack of policies that targeted elected women or workers in the local government sector to reach equality. 4

6 -Fact Sheet on the reality of women in local governance. -A policy paper on the effectiveness of women's participation in local governance. Capacity Building activities: -Provided a training for all female members of the councils on a number of topic (such as leadership, project management and budgeting). -Several a warness workshops had been implemented for the female members on the role of women in the local council. - Study tour for Spain to learn on their experience in the field of local councils and woman Best practices 6

7 As significant best practices, PCBS lead the efforts to: Increase the availability of gender statistics through improving the administrative records as input of the gender perspectives in local government sector. This exercise came within the following: The initial phase: In 2010, A meeting was held between the PCBS and the representative of the gender unit in the Ministry of Local Government -in order to identify the needs of this unit and the mechanism of cooperation between PCBS and the gender unit in the Ministry: - Reviewing number of studies and reports issued by the Ministry in order to identify the activities carried out by the ministry. - Develop list of key indicators on a number of sectors (population, infrastructure, local government etc...) -Determine the availability of the identified indicators in PCBS. - Providing the available data for these indicators either from censuses or surveys. -Design a dummy tables for the indicators with no existing data to be prepared through the administrative records. - Identify the possibility of adding these indicators in the surveys. 7

8 - Data collection within the ministry (based on the agreed tables/forms). - PCBS gender statistics division receiving the collected data. - The collected data to be used in the statistical system that been published for the sake of planning and decision making. Opportunities 8

9 There are a number of factors that contributed to the development of gender statistics and generating it from the administrative records, including: First: legal environment; (A) General law of statistics for the year 2000 confirms the following: 1. Active participation from PCBS in construction and device administrative records in the Governmental institutions. 2. PCBS have a right to access to administrative records data which has been used in government institutions for statistical purposes. 3. Governmental institutions have to coordination with PCBS before making any modifications to the models or the mechanisms which used in collection data. (B) In 2009,the Palestinian Cabinet decision to adopt budgets sensitive to gender helped to strengthen and build gender units. (C) National strategic sectoral and cross-sectoral reflects the government's commitment towards equality and gender justice, respect for human rights and to eliminate all forms of discrimination, where the direction of the government's commitment to gender issues may make it on the agenda of national priorities. (D) National Strategy of Official Statistics helped to strengthen the administrative records system in the PCBS to provide data on regular basis. 9

10 -Signing bilateral agreements and memo of understandings between PCBS and government Nongovernment institutions. -The issuance of a ministerial decree that standardize the definitions and classifications between the institutions and the PCBS. -Establishing gender units in all governmental institutions based on the cabinet's decision, issued in

11 -The need to standardize the definitions and classifications among all institutions. - Lack of qualified personnel to work on the administrative records in the ministries. - Lack of the detailed data that produced by administrative records. - Lack of a specific mechanism in documenting data. - Clearness of the methodologies that ensuring the quality of data from the data sources. 11

12 - Build the capacity of the staff who will work on the administrative records in the governmental institutions. - Unifying the work mechanism with all governmental institutions including the methodologies of data collection. - Improve the quality of the data. 12

13 First; Signing agreements and protocols with ministries and institutions that have gender units to facilitate the periodically and regularly in many different sectors. Second; Increase PCBS efforts in the training and on the capacity building activities. Third; Strengthening the relationship between the PCSB and all stakeholders through various means. Fourth : Enhance the national monitoring system in the PCBS including gender indicators. Fifth; Improve and develop the data on the members of the local councils to be disaggregated by gender.
