1 Global Event: Dialogue on implementation of the Post-2015 Development Agenda: Participatory monitoring for accountability Co-sponsored by the Republic of Peru, Canada and the Republic of Korea Concept Note Lima, March 12-13, 2015 Draft 0 1. General Background 1 The Post-2015 Development Agenda is the first major intergovernmental policy process in the UN informed by a comprehensive global consultation, reaching a large and diverse population including policymakers, academics, experts, business people and interested citizens. Continuing an inclusive dialogue on Post-2015 is a mandate given to the UN by Member States. The Outcome Document of the UN General Assembly Special Event on the MDGs and Post-2015 emphasized the need for an inclusive and people-centered Post-2015 Development Agenda 2 and has led to a series of consultations. The first phase of consultations focused on potential issues and objectives to be included in the Post-2015 Agenda, looking ahead to the year A total of 88 national consultations took place between 2012 and 2013 in this. This constituted an unprecedented process. These consultations, together with the High Level Panel on the Post-2015 Agenda and a series of global thematic discussions, have been fundamental components of a first phase of peoplecentered consultations. Moreover, an Open Working Group was mandated by the General Assembly (GA) to prepare a proposal and formulate a new set of goals and targets the Sustainable Development Goals (SDGs) - for consideration by the UN 3. The second phase, now underway, looks at how to make the future agenda work - the so-called means of implementation - (MoI). There is growing demand from Member States for pragmatic but inclusive proposals. In order to determine how the MoI should feature in the new global framework a series of dialogues were undertaken within six themes: Localizing the Post-2015 Agenda; Helping to Strengthen Capacities and Build Effective Institutions; Participatory Monitoring for Accountability; Partnerships with Civil Society; Engaging the Private Sector; and, Culture and Development. The present concept note relates to the global meeting organized for the theme of Participatory Monitoring and Accountability. 2. A Global Dialogue on Participatory Monitoring and Accountability Albania, Bangladesh, Guatemala, Kosovo, Montenegro, Peru, Thailand, Vietnam, and Zambia have volunteered to carry out thematic consultations focusing on Participatory Monitoring for Accountability (PMA) and have completed national consultations on this 1 Adapted from the Concept Note Dialogue on implementation of the Post-2015 Development Agenda: Participatory monitoring for accountability

2 topic. The consultations involved dialogue at the national and local levels with policymakers, civil society, academia, communities, women, indigenous people, minorities, children, etc. The results of these consultations show that there are many good examples of participatory monitoring mechanisms in place, but also that there is still work to be done, in particular the need to improve accountability. Four emerging themes were identified 4 : 1. Local solutions and ownership of the development process are key success factors. 2. Increased involvement of civil society organizations and better inclusion of civil society is critical to the Post-2015 Agenda. 3. More inclusive partnerships with civil society, academia and the private sector need to be developed. 3. The Post-2015 Agenda must be rooted in a Human Rights framework. 4. Concrete examples of participatory monitoring in practice exist and should be used as a resource for future endeavors. The Governments of Peru, Canada and Korea are sponsoring the theme and co-hosting a global dialogue in Lima on 12 and 13 of March A synthesis report of all 9 national consultations and evidenced gathered is currently being prepared and will be validated and finalized in this global meeting Purpose The global event aims to promote participatory monitoring and accountability in the Post-2015 framework and to facilitate dialogue among States on the topic. Results of the 9 national consultation processes that took place will also be shared along the evidence gathered through regional and global initiatives. The event will serve to validate the findings and to formulate recommendations for a way forward in PMA within the Post framework (especially in relation to the SDG 17). The meeting will bring together representatives from Government, civil society, academia, media and the private sector as well as from the UN and other international organizations. 4. Objectives The global event will bring together experts, practitioners and policymakers to share results, good practices and lessons learned in PMA approaches with the following objectives. During the first day the objective will be: a. 3 b. To seek commitment from governments to use PMA approaches and inclusion of citizens as primary stakeholders in the delivery and monitoring of the SDGs. During the second day the objective will be: a. To finalize an action-oriented chairperson s summary endorsing PMA approaches for the implementation of SDGs to be submitted to Member States for discussion and approval. b. To formulate recommendations for a way forward of PMA approaches within the Post-2015 framework, in particular in relation to the SDG 17 and to the inter-governmental process leading to the GA in September Expected Outcomes/Outputs a. Participants take part in a global cross fertilization of knowledge and experiences. b. Governments endorse participatory monitoring and accountability approaches to implement the SDGs through an action-oriented chairperson s summary statement. c. Governments and civil society (including academia and private sector) are committed to the use of PMA approaches, and the inclusion of citizens, especially the most excluded, in delivering the SDGs. d. Recommendations are made for the future Post-2015 Agenda. 6. Organization of the event The event will be a two-day meeting and will be organized as follows. The first session will be dedicated to reflection and generating a common understanding of the concepts of participatory monitoring and accountability as a means of implementation within the Post framework. An internationally renowned expert will be invited to deliver a special address. The second session will be devoted to an exchange of experiences and lessons learned identified through the national consultation processes. The session will be divided in panels. In each panel, two country representatives will present the findings of their national consultation processes. Additionally, two civil society representatives from the same countries will be invited to present a successful PMA experience or practice. Experts, private sector representatives and representatives from key organizations will be invited to moderate the panels. Participants will be invited to ask questions or provide comments. The third session will be dedicated to launch and present a summary of the final report on the dialogue on implementation of the Post-2015 Development Agenda: Participatory monitoring and accountability. The session will permit participants to discuss the findings and formulate recommendations for a way forward in PMA within the Post-2015 framework (especially in relation to the SDG 17). An action-oriented chairperson s summary endorsing PMA mechanisms for the implementation of the SDGs will be issued at the end of the meeting and will be 3

4 submitted to Member States for advocacy, discussion and approval in the intergovernmental process leading to the GA in September A fair will be organized parallel to the event in the same venue. The fair will exhibit and showcase landmark experiences on PMA from around the globe and from Peru. Civil society will be invited to prepare posters. A technical note will be circulated for submissions. The organizers will encourage submission of experiences that promote inclusive PMA approaches involving indigenous people, women, children, and disadvantaged groups. A participatory methodology will ensure that attendees are actively engaged. The event will be documented and broadcasted online. Communications The organizers will implement a communication strategy in order to put the topic of PMA on the public agenda, inform the public about the Final Consultation and make people aware and understand the importance of participatory monitoring and accountability within the new Post-2015 development framework. 4

5 In order to achieve this, the team will prepare and disseminate key messages, share national experiences related to the PMA and facilitate dialogue between civil society and the government through participation mechanisms. Among the main communication tools to be used are: web pages with press information, social networks, web forums, videos, brochures and banners, roundtables, dialogues, breakfast meetings with opinion leaders, amongst others. 8. Target Group About 80 people are expected to participate in the global meeting. Participants will include high-level and technical representatives from Government, civil society, academia, media and the private sector: High-level representatives from Co-sponsor Governments (Peru, Republic of Korea and Canada). High-level or technical governmental representatives from countries undertaking the national consultations on PMA. Civil society representatives from countries undertaking the national consultations on PMA. Experts and practitioners that contributed to the literature review, papers or case studies published on the World We Want. 6 Representatives from global and regional networks and organizations (including development banks) engaged in PMA initiatives. UN representatives, including the agencies that co-facilitated this PMA process (UNICEF and UN Women). 9. Date and location The meeting will take place in Lima, Peru on March 12-13, Venue to be defined. A logistical bulletin with details on visas, accommodation and travel arrangements will be sent out later. 10. Logistics The Government of Peru will sponsor the venue, coffee breaks, and meals during the event. The organizers will fund transportation and travel expenses for 2 participants per country: one representative from government and one from civil society that have been involved in the participatory monitoring for accountability process Governments from each country should send nominations the latest by 6 of February Once confirmations and registration forms are received transportation will be arranged directly by the UN in Peru. 11.
