1 KARNATAKA HOUSING BOARD INVITATION TO BID Notification No.KHB/CE/NGV/Multipurpose Hall/158/ Dt: 26/08/2006 Name of Project: Construction of Multipurpose Hall / Open air Theatre and developmental works surrounding Multipurpose Hall / Open air Theatre at National Games Village, Koramangala, Bangalore. 1.0 General Manager (Technical), Karnataka Housing Board, invites sealed Bids from Pre qualified Bidders for the Lumpsum Fixed Price No Variation Contract for the construction and commissioning of all works with 2 - years defect liability and Two-year maintenance period which will run concurrently from the last date of the completion of the project for the Construction of Multipurpose Hall / Open air Theatre and developmental works surrounding Multipurpose Hall / Open air Theatre at National Games Village, Koramangala, Bangalore Bid Details (a) Amount put to Tender: Rs lakhs (b) Category of Pre qualified Bidders eligible: Category: A (c) Bidders having more than two Karnataka Housing Board works on hand are not eligible to participate. (d) Cost of Bid document (non refundable) inclusive of all taxes: Rs. 10,000/- (e) Period of sale of Bid document: From during office hours (10.00AM to 5.30PM) on all working days. (f) Bid security: Rs.45,000 in the form of Demand draft of a Nationalised /Scheduled Bank drawn in favour of Housing Commissioner, KHB, payable at Bangalore or F.D.R pledged in favour of Housing Commissioner KHB. (g) Period of completion of work: 3 months Including monsoon & mobilisation Periods. IV (One copy) Drawings 4.0 Bid documents can be obtained by invited Bidders on submission of a written application along with cost of document in the form of demand draft of Nationalised Bank drawn in favour of Housing Commissioner KHB, payable at Bangalore. For details please refer clause 2.0 of this invitation. 5.0 The number of contracts or Packages, which may be awarded to any Bidder, is limited as under: a) The Bid of pre-qualified firm/agency for any particular package will be considered only if the assessed available Bid capacity of the applicant is more than the total Bid value. The available Bid capacity will be calculated as under:- 2

3 Assessed Available Bid Capacity = (A*N*1.5-B) where A = Maximum value of Civil Engineering construction works executed in any one year during the last five years ( to ), Updated to Price level taking into account the completed as well as works in progress. N = Number of years prescribed for completion of the works for which Bids are invited. B = Value at Price level, of existing commitments and on going works to be completed during the next one and half year. Note:- Financial figures of previous years shall be given weightage of 10% per year to bring them to Price level. b) Only the pre qualified Bidders are eligible to submit their Bids. However when a Bidder has been pre qualified for more than one category and/or Bids for more than one package and becomes a successful Bidder for more than one package, he will be awarded contract for not more than two packages subject to the condition that the two packages do not belong to the same category. In case the bidder is qualified only one category and is successful for more than two packages under that category, he shall be allowed to choose only two packages of his choice. Further no bidder should have more than two incomplete package works of KHB on hand at the time of bidding. 6.0 Submission of Bids : The Bid document duly filled in and signed shall be submitted in two sealed envelopes. Envelope No.1 shall contain the following documents:- a. Covering letter b. Volume I duly completed and signed in a complete manner. c. Volume II & IV duly signed. d. Bid security in the prescribed form. e. Notarised documentary proof for having executed similar nature of work as defined in Para 2(b). f. All schedules of supplementary information duly completed and signed along with supporting documents. g. Copies of original documents defining the constitution or legal status, place of registration and principal place of business of the company or firm or partnership and of each partner there to constituting the Bidder; h. Power of Attorney or a true copy thereof duly attested by a Gazetted Officer in case an authorised representative has signed the Bid. i. Income tax clearance certificate and Sales tax clearance certificate in original or true copies duly attested by a Gazetted Officer. j. Solvency certificate for at least 20% of amount put to tender in the current financial year. 3

4 k. Any amendments/addenda issued by KHB shall be duly signed by the contractor and enclosed. Envelope No.2 shall contain only priced Bid. Viz Volume III. One copy of the priced Bid shall be marked as original and the other one as copy. In each copy of the priced Bid, the Prices shall be written in ink in both words and figures. Envelope No. 1 & 2 shall be submitted in outer envelope duly sealed. The name of work, Package No. Name of package and date of opening are to be super scribed on all the above envelopes. 7.0 Bid validity: The Bid shall remain valid for a period of 180 days from the last date of Bid submission. 8.0 Bid security: The Bid must be accompanied by an interest free Bid security of amount as detailed in clause Invited Bidders are required to quote for the entire works as specified in the Bid document. Any Bid, which does not contain offer for all the parts, shall be considered as non-responsive and shall be summarily rejected Any specialised Item or part of works proposed to be sub-contracted by any Bidder shall be subject to the Board / Engineer s approval 11.0 Each page of the BID document including the BID drawings shall be signed and dated in ink by the BIDDER as a token of having examined the same. Any corrections in the Prices entered in the Schedule of Prices shall also be signed and dated by the BIDDER in ink The Bids shall be opened in the presence of Bidders or their representatives who may be present at the time. All corrections and additions or pasted slips should be initialed by the Bidder prior to Bid submission and later attested by the officer on opening the Bid KHB, any time during the Bid process, at its sole discretion and without assigning any reason thereof, reserves the right of: Annulling the Bid process in full or part Rejecting any/ or all Bids. Not accepting the lowest Bid Negotiating the terms & Prices with any/all Bidders Accepting any Bid in full or part As deemed suitable without creating any liability whatsoever on the part of KHB to any Bidder. 4
