Call to Order The meeting was called to order at 7:1 5pm. 2. Confirmation of Agenda 2.I Motion to Confirm the Agenda Motion Moved by Councillor Pennell Seconded by Councillor Fo THAT the Agenda for the Council meeting of be confirmed. 1

2 3. Disclosure of Pecuniary Interest and the General Nature Thereof There were no disclosures of pecuniary interest declared at this time. 4. Announcements 4.I Councillor Ferguson, on behalf of the Prince Edward Historical Society, etended a thank you for Council's support for the "Two Days about Yesterday" event held on June 18 and 19, s. Adoption of Minutes 5.I Council Minutes from the meeting held on June 14, 2016 Motion Moved by Councillor Graham Seconded by Councillor Hull THAT the Council Minutes from the meeting held on June 14, 2016 be adopted as presented. 6. Deputations 6. 1 Annette Mclntosh addressed Council regarding the Rodeo event scheduled to take place on July 23 and 24, 2016 at the Picton Fairgrounds. Motion Moved by Councillor O'Brien Seconded by Councillor Harrison THAT the deputation by Annette Mclntosh regarding the Rodeo event scheduled on July 23 and 24, 2016 be received. 6.2 Angela Lammes addressed Council regarding the Rodeo event scheduled to take place on July 23 and 24, 2016 at the Picton Fairgrounds. Motion Moved by Councillor Fo Seconded by Councillor Forrester THAT the deputation by Angela Lammes regarding the Rodeo event scheduled on July 23 and 24, 2016 be received. 6.3 lrene Harris, on behalf of The Prince Edward County Community Care for Seniors Association, addressed Council regarding concerns/recommendations with the Prince Edward County Official Plan. 3 Moved by Councillor Hull Seconded by Councillor Dunlop THAT the deputation by lrene Harris, on behalf of The Prince Edward County Community Care for Seniors Association, regarding concerns/recommendations with the Prince Edward County Official Plan be received. Motion Moved by Councillor Epstein Seconded by Councillor Roberts THAT the recommendations of the Community Care for Seniors as it relates to the draft official plan as circulated within the agenda for tonight's Council meeting be forwarded to planning staff for a report on the recommendations as proposed. 7. Comments from the Audience (on items on the agenda) 7.1 Larry Everall addressed Council regarding agenda items 6.1 and 6.2 as it relates to the Rodeo Event scheduled to be held on July 23 and 24, 2016 at the Picton Fairgrounds. 7.2 Chris Adams addressed Council regarding agenda items 6.1 and 6.2 as it relates to the Rodeo Event scheduled to be held on July 23 and 24, 2016 at the Picton Fairgrounds. 7.3 Gilles Charette addressed Council regarding agenda item 8.3 as it relates to the Proclamation of Pride week in the County of Prince Edward on July 17-23, Larry Lounsberry addressed Council regarding agenda items 6.1 and 6.2 as it relates to the Rodeo Event scheduled to be held on July 23 and 24, 2016 at the Picton Fairgrounds. Motion Moved by Councillor Fo Seconded by Councillor Pennell THAT the comments by Larry Everall, Chris Adams and Larry Lounsberry regarding agenda items 6.1 and 6.2 as it relates to the deputations provided and the Rodeo Event scheduled to be held on July 23 and 24, 2016 at the Picton Fairgrounds be received; and THAT the comments by Chris Charett regarding agenda item 8.3 as it relates to the Proclamation of Pride Week in the County of Prince Edward on July 17-23, 2016 be received. 3

Items for Consideration 8.I Resignation of Sophiasburgh Ward Recreation Committee member Motion Moved by Councillor Roberts Seconded by Councillor Gale THAT Council accepts the resignation of Daniel Quinn as a voting member of the Sophiasburgh Ward Recreation Committee. 8.2 Resignation of Museum Advisory Committee member Motion Moved by Councillor Ferguson Seconded by Councillor Hull THAT Council accepts the resignation of Rachael Tracey as a Citizen Representative of the Museum Advisory Committee. 8.3 Councillor Epstein seeking support on a resolution recognizing the contributions of the Lesbian, Gay, Biseual, Transgender and Queer (LGBTQ) community and proclaim July as Pride Week in the County of Prince Edward. Motion Moved by Councillor Epstein Seconded by Councillor Roberts WHEREAS Council recognizes that diversity and inclusiveness make our community stronger; AND WHEREAS in solidarity with Pride Week 2016 and recognizing the contributions of LGBTQ residents, municipal employees, and visitors to the County of Prince Edward; AND WHEREAS past practice has been only to fly the County and Canadian flags on the Shire Hall flag poles; THAT Council requests that our website's home page and social media profile pictures, for the month of July, include the rainbow flag image in celebration and recognition of our Iocal LGBTQ community and the right of everyone to epress freely their own identity free from discrimination; and THAT the Mayor proclaim and designate July officially as Pride Week in Prince Edward County. Council agreed to split the motion for separate vote. A vote was then taken on the first three paragraphs of Motion as follows: 4

ClosedSession 11.I MoveintoClosedSession Motion Moved by Councillor Turpin Seconded by Councillor Ferguson THAT Council now move into closed session to consider: a) A report of the Corporate Services and Finance Commission regarding applications received by members of the public being recommended for appointment to the Hillier and North Marysburgh Ward Recreation Committees (pursuant to Section 239(2)(b) of the Municipal Act); and b) A report of the Corporate Services and Finance Commission regarding an application received by a member of the public to be recommended as an Advisory Member to Quinte Health Care Advisory Council (pursuant to Section 239(2%b) of the Municipal Act). Council resumed sitting in open session at 8:25pm with all members present ecepting Councillor Maynard. Motion was the motion to rise and resume sitting in open session, and was enacted in closed session. 12.
