3 INSTITUTIONAL FRAMEWORK Ministry of Construction, Transport and Infrastructure - competent for preparation the legislation related to public roads Ministry of Interior - competent for preparation the legislation related to road traffic safety Public Enterprise Roads of Serbia - state road manager Institute for Standardization - competent for adaptation of standards (adopted more than 100 standards in the field of ITS) 3

4 LEGAL FRAMEWORK Regulation on determination of spatial plan of infrastructure coridors - position of centers for management and control of traffic and related equipement for roads Law on Public Roads ( Official gazette of RS, no. 101/05, 123/07, 101/11, 93/12 и 104/13) - traffic management (monitoring, control, regulation and management of traffic flows), - national roads, among the others elements, include objects, devices and equipment for traffic management, 4

5 LEGAL FRAMEWORK - national road manager shall organise vehicle counting on the national roads as well as to keep evidence on national roads and traffic and technical data regarding that roads. Law on Road Traffic Safety ( Official gazette of RS, no. 41/09, 53/10, 101/11, 32/13 - US, 55/14) - public road manager shall promptly and accurately inform the public about the restriction and prohibition of traffic on public roads, on extraordinary circumstances and specific measures for traffic on them, as well as on the mobility of public roads in the winter and in the case of natural disasters or emergencies that caused the interruption of traffic, 5

6 LEGAL FRAMEWORK - public road manager shall give above mentioned information to authorized entity in order to provide these information to citizens; - recording of traffic is for the purpose of documenting traffic violations, the behavior of road users, monitoring safety and traffic flow; 6

7 LEGAL FRAMEWORK The Government of the Republic of Serbia approved the Agreement between PE Roads of Serbia, Ministry in charge of transport and Ministry of Interior on the development of national infrastructure for fiber optics. 7

8 CURRENT SITUATION OF IMPLEMENTATION OF ITS - lack of financial support for the development and implementation of ITS on the roads, - limited knowledge of the benefits arising from the application of ITS and - low capacity of institutions that should promote and develop ITS. 8

9 FURTHER STEPS It is expected that provisions from Directive 2010/40/EU and its related implementing Regulations will be transposed through amendments of the Law on Public Roads and its related implementing acts. 9

10 Commission Recommendation 2011/750/EU on support for an EU-wide ecall service in electronic communication networks for the transmission of in-vehicle emergency calls based on 112 ( ecalls ), Decision No 585/2014/EU of the European Parliament and of the Council on the deployment of the interoperable EU-wide ecall service 10

11 INSTITUTIONAL FRAMEWORK Ministry of Interior - competent for preparation the legislation related to emergency situations Ministry of Trade, Tourism and Telecommunications - competent for preparation the legislation related to electronic communications Republic Agency for Electronic Communications, adopted Numbering Plan according to the Law on Electronic Communications 11

12 LEGAL FRAMEWORK Law on Emergency Situations ( Official Gazette of RS no. 111/09, 92/11, 93/12) defines: - duties and tasks of the Ministry of Interior related to early warning, protection and rescue, - rights and duties of all the entities which are involved in organisation of service 112. Law on Electronic Communications ( Official Gazette of RS, No. 44/10) defines duties of operators of telecommunication services related to service 112. Numbering Plan ( Official Gazette of RS, No. 32/11, 35/12 and 64/13) which includes the emergency numbers 112 for emergency services. 12

13 E-CALL / EMERGENCY CALL 112 The Ministry of Interior works on activities related to the development and implementation of system 112. All calls of number 112 from fixed or mobile phones are routed to the nearest police duty service (192). Calls of number 112 are free of charge. 13
