CAISO Update January 16 ESDER Meeting Update Meeting materials on CAISO ESDER Initiative page Agenda Items: Review potential scope items for DR Presentation on Load Shift (STEM) Presentation on Battery Storage Project (Powin Energy) Presentation on Market Models for Batteries (PG&E) Review scope for Multiple-Use Applications Review scope for non-generator Resource 28

CAISO Update ESDER Meeting Scope Items for DR: High Priority Items: DR Modeling limitations Variable DR weather sensitive loads Removing single LSE requirement and DLA discussion Load Shift Lower Priority Items: Recognition of BTM electric vehicle supply equipment (EVSE) load curtailment 24x7 participation requirement for DERs 29

CAISO Update ESDER Meeting Items out of Scope: Wholesale market participation model for micro grid RDRR economic buy-back of day-ahead awards Long discussion on commitment cost enhancements suggested reading: DR and Storage Action Plan 30

CAISO Update ESDER Comments January 26: Council submitting comments on ESDER stakeholder meeting Support for CAISO prioritization of our top issues Concern about RA Scoping Memo not prioritizing weather sensitive loads Need to better understand (training?) if there are implications for PDR from commitment cost initiatives (CCE3 and CCEDEBE) 31

ESDER Comments (cont) Concern about load shift proposal Direct metering and ability to symmetrically increase and decrease load throughout the day Definition too narrow and creates resource preferences Support proposal to allow direct metering of EVSE for purposes of participating in PDR, and expand this option to other resources in the future Easy to implement due to MGO framework in place Ties into broader policy implications Continues CAISO's process to maximize the value of DERs, including sources of flexible consumption 32

Discussion + Q&A Thanks and see you in a couple weeks! 33
