1 REPORT MEETING TYPE: Regular Council TO: Council FROM: Vicki Blanchard, Economic Development Manager DATE: June 21, 2017 SUBJECT: RP Sioux Lookout Municipal Energy Plan TITLE: Sioux Lookout Municipal Energy Plan RECOMMENDATION: THAT Council authorizes the passing of By-law No , Being a By-law to Authorize the Mayor and the Clerk to Execute a Funding Agreement Between The Corporation of the Municipality of Sioux Lookout and Her Majesty the Queen in Right of Ontario, as Represented by the Minister of Energy (Funding for Development of a Municipal Energy Plan); and further THAT Council awards the Contract for the Development of a Municipal Energy Plan to LBE Group Inc. in an amount of $ 61,050 plus HST. PURPOSE: The purpose of this report is to request that Council: 1. Approve the Funding Agreement with Ministry of Energy for $49,300 to prepare a Municipal Energy Plan (MEP), and; 2. Authorize the Mayor and Clerk to execute the Funding Agreement, and 3. Approve the successful Bidder. BACKGROUND: In October 2016, the Municipality of Sioux Lookout applied for funding under the Municipal Energy Plan (MEP) Program. The MEP Program is designed to help Ontario municipalities understand their energy use through a community energy planning process. Page 1 of 5

2 Municipalities, through the MEP Program, create a Municipal Energy Plan to improve energy efficiency, reduce energy consumption and greenhouse gas emissions, foster green energy solutions and support economic development. Working with key community stakeholders in the development of the Plan is mandatory. To date, the Municipality has secured the following key stakeholders: Lac Seul First Nation McKenzie Lumber Morgan Fuels Meno Ya Win Health Centre Sioux Lookout Hydro Hydro One Wataynikaneyap Power Project Timelines The Recipient has 24 months to complete the Project. Expected start date of the Project is July 17, 2017, and expected completion date is April 17, MILESTONE Stage 1 Stakeholder Engagement (midstage review) Develop a stakeholder engagement plan Hold stakeholder meetings Stage 1 Completion of Stakeholder Engagement Complete stakeholder engagement Create a summary of stakeholder engagement, and a strategy for continued engagement throughout the MEP Stage 2 Baseline Energy Study and Energy Map(s) (mid- stage review) Develop a Baseline Data and Energy Mapping Plan Collect baseline energy data Stage 2 Completion Baseline Energy Study and Energy Map(s) Complete baseline data collection DUE DATE July 17, 2017 Three (3) months following execution of the Agreement October 17, 2017 Three (3) months from the completion of Stage 1 (mid-stage review) January 17, 2018 Three (3) months from the completion of Stage 1 April 17, 2018 Three (3) months from the completion of Stage 2 (mid-stage review) Page 2 of 5

3 Complete survey information from stakeholders Create a summary and analysis of baseline data, benchmarking and GHG estimates Complete energy mapping Stage 3 Creation of Plan (mid-stage review) Develop opportunities assessment Develop energy targets Create recommendations and action plan Create a draft plan Stage 3 Completion of Plan Complete final energy plan Endorsement of plan by the Recipients Municipal Council October 17, 2018 Six (6) months from the completion of Stage 2 April 17, 2019 Six (6) months from the completion of Stage 3 (mid-stage review) DISCUSSION: The Municipality of Sioux Lookout was approved for $49,300 with a municipal contribution of $18,000 which Council approved in the 2016 Budget under the Economic Development Department. A Request for Proposal No. R was released on May 11, 2017 with a closing date of June 2nd, 2017 at 2:00 PM CST. The Request for Proposals were opened immediately thereafter in the Municipality of Sioux Lookout s Council Chambers. Only one RFP was received and it was within budget. 5 THE CORPORATION OF THE MUNICIPALITY OF SIOUX LOOKOUT BY-LAW NO BEING A BY-LAW TO AUTHORIZE THE MAYOR AND THE CLERK TO EXECUTE A FUNDING AGREEMENT BETWEEN THE CORPORATION OF THE MUNICIPALITY OF SIOUX LOOKOUT AND HER MAJESTY THE QUEEN IN RIGHT OF ONTARIO, AS REPRESENTED BY THE MINISTER OF ENERGY (Funding for the Development of a Municipal Energy Plan) WHEREAS the Council of The Corporation of the Municipality of Sioux Lookout deems it advisable and expedient to enter into a Funding Agreement with Her Majesty the Queen in Right of Ontario, as represented by the Minister of Energy for funding to undertake the development of a Municipal Energy Plan; and WHEREAS Section 9 of the Municipal Act 2001, as amended, grants municipalities the capacity, rights, powers and privileges of a natural person for the purpose of exercising its authority under the Act; and WHEREAS entering into contracts is considered to be a natural person capacity, right, power, or privilege; NOW THEREFORE, THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY OF SIOUX LOOKOUT ENACTS AS FOLLOWS: 1. THAT the Mayor and the Clerk are hereby authorized and directed to execute the above-noted Agreement between The Corporation of the Municipality of Sioux Lookout and Her Majesty the Queen in Right of Ontario, as Represented by the Minister of Energy for funding to undertake the development of a Municipal Energy Plan. 2. THAT the Agreement is attached as Schedule A to this By-law. 3. THAT the Mayor's and the Clerk s authority and direction to execute the abovenoted Contract extends to any renewal contracts or administrative amendments. 4.
