1 Council Minutes June 20, 2017 Township of Ashfield-Colborne-Wawanosh Council met in regular session on the 20 th day of June 2017, at 7:30 pm in the Township of Ashfield-Colborne-Wawanosh Council Chambers. Reeve Deputy-Reeve Councillors Staff Present Administrator/Clerk-Treasurer Public Works Superintendent Ben Van Diepenbeek Roger Paul Wayne Glen Jennifer Bill Mark Becker Brian Van Osch OTHERS PRESENT: MYFM Press, Carol Leeming, Joe Psutka, Irene Markham, Anita Frayne, Debra Elphick, Melanie Moulton, Gary Moulton, John Elphick, Brian Roberts, and Mark Lawson. 1.0 CALL TO ORDER It was noted that the Township Staff will be audiotaping the evenings meeting. 2.0 DISCLOSURE OF PECUNIARY INTEREST / POTENTIAL CONFLICT OF INTEREST None disclosed. 3.0 ADOPTION OF PREVIOUS MEETING MINUTES ADOPT COUNCIL MINUTES #1 THAT Ashfield-Colborne-Wawanosh Township Council hereby adopts the June 6, 2017 Council Meeting Minutes as written. 4.0 OPEN FORUM (items pertaining to the agenda) None. 5.0 DELEGATIONS 5.1 7:30 p.m. - Carol Leeming - County of Huron Planner / Elphick Consent File #B38/17 We have provided Council with a copy of the report prepared by Carol Leeming in regards to the application for consent received from Elphick Farms Ltd. Ms. Leeming reviewed the application with Council. ACTION: Council agreed to recommend to the County of Huron that this application for consent be approved subject to the conditions as outlined in the Planners Report :45 p.m. Irene Markham Dungannon Senior Centre / Financial Contribution We have provided Council with a copy of the request and finances from the Dungannon Senior Centre. Ms. Markham addressed Council in this regard. STAFF COMMENTS: None.

2 2 ACTION: Council agreed to donate and adopt the following resolution. DUNGANNON SENIORS DONATION #2 THAT Ashfield-Colborne-Wawanosh Township Council hereby agrees to donate $ 3, to the Dungannon Seniors :00 p.m. Mark Lawson & Brian Roberts / Union Gas Auburn / Benmiller Proposal We have provided Council with a copy of the request received from Union Gas. Mr. Lawson and Mr. Roberts addressed Council in this regard. STAFF COMMENTS: None. ACTION: Council agreed to support the proposal and adopt the following resolution. SUPPORT UNION GAS AUBURN #3 WHEREAS access to natural gas infrastructure is limited in parts of the Township of Ashfield-Colborne-Wawanosh and increased access will provide more affordable and reliable energy; AND WHEREAS expanding access to natural gas within the Township of Ashfield-Colborne-Wawanosh is a key strategic priority supported by Council; AND WHEREAS access to natural gas for residents, farms and business will provide an economic advantage; AND WHEREAS natural gas access can provide residents on higheremitting fuels with a lower carbon energy source that will help reduce greenhouse gas emissions; THEREFORE BE IT that the Council of the Township of Ashfield- Colborne-Wawanosh formally support an application submitted by Union Gas to the Government of Ontario, for a grant from the provincial Natural Gas Grant Program, to expand the natural gas system to service unserved area of Auburn, Ontario, within the limits of the Township of Ashfield- Colborne-Wawanosh; and THAT Council supports making a financial contribution towards the proposed project in an amount equivalent to the municipal portion of the property taxes that would be recovered on the new natural gas infrastructure for a period of 10 years as per the natural gas grant program requirements; THAT a copy of this resolution be forwarded along with the application to Ontario s Natural Gas Grant Program. 3 3 THEREFORE BE IT that the Council of the Township of Ashfield- Colborne-Wawanosh formally support an application submitted by Union Gas to the Government of Ontario, for a grant from the provincial Natural Gas Grant Program, to expand the natural gas system to service unserved area of Benmiller, Ontario, within the limits of the Township of Ashfield- Colborne-Wawanosh; and THAT Council supports making a financial contribution towards the proposed project in an amount equivalent to the municipal portion of the property taxes that would be recovered on the new natural gas infrastructure for a period of 10 years as per the natural gas grant program requirements; THAT a copy of this resolution be forwarded along with the application to Ontario s Natural Gas Grant Program. 6.0 ACCOUNTS 6.1 Payment of Current Accounts as Presented APPROVE ACCOUNTS #5 THAT Ashfield-Colborne-Wawanosh Township Council hereby authorizes the payment of the June 2017 accounts as presented. 6.2 Payment of Previous Month Actual Accounts APPROVE ACTUAL PAYMENTS #6 THAT Ashfield-Colborne-Wawanosh Township Council hereby approves the payment of the May 2017 accounts in the amount of $ 679, Summary Revenue/Expenditure Reports Reports for the Township, Lucknow & District Fire Department, Lucknow & District Medical Centre, and Lucknow & District Recreation from January to May REVENUE EXPEND- ITURE REPORT #7 THAT Ashfield-Colborne-Wawanosh Township Council adopts the summary revenue/expenditure reports of the Treasurer as written. 7.0 DEPARTMENT / COMMITTEE REPORTS 7.1 Water Department Water Operations & Maintenance Report May 2017 We have provided Council with a copy of the report prepared by Veolia Water Canada in regards to the operation and maintenance of our water systems for May STAFF COMMENTS: For your information purposes. ACTION: Noted and filed. 7.2 Building Department 7.3 Cemetery Department

4 4 7.4 Drainage Department Van Beets Municipal Drain 2017 Tenders We have provided Council with a copy of the report prepared by Deputy-Clerk Florence Witherspoon. STAFF COMMENTS: That Council accepts the tender of Robinson Farm Drainage Limited and adopts the following resolution. ACTION: Council agreed to accept the tender of Robinson Farm Drainage Limited and adopt the following resolution. VAN BEETS DRAIN TENDER ACCEPT #8 THAT Ashfield-Colborne-Wawanosh Township Council hereby agrees to accept the tender of Robinson Farm Drainage Limited in the amount of $412, plus H.S.T. for the construction of the Van Beets Municipal Drain Administration Department Council Composition As a follow-up from the last Council Meeting, Council agreed to proceed to change the composition of Council. We have provided Council with a copy of the by-law which is required to be adopted in order for this item to be in effect for the next election. STAFF COMMENTS: That Council adopts the by-law as drafted in Section 14. ACTION: Council agreed to adopt the by-law as drafted in Section County of Huron Warden Letter Shared Service Initiatives We have provided Council with a copy of the letter received from Warden Jim Ginn in this regard along with copies of the corresponding initiatives. The Warden is asking if Council is interested in moving forward with these initiatives. ACTION: Council agreed to participate in the Shared Services Initiatives however Council wish that the Initiatives not be mandatory once completely explored Ripley-Huron/Lucknow Joint Fire Training Facility Site Proposal - Update We have provided Council with a copy of the letter received from the Township of Huron- Kinloss as a follow-up from our previous correspondence. STAFF COMMENTS: It is recommended that Council request an agreement between the Ripley-Huron Fire Department (Township of Huron-Kinloss) and the Lucknow & District Fire Department (Lucknow & District Joint Fire Board) to clearly outline the responsibilities and expectations related to the in-kind donations, financial contributions, and entry permissions, for the Lucknow & District Fire Department. It is further recommended that Council not deviate from the current Lucknow & District Joint Fire Board Agreement. Any costs associated with this proposal to the benefit of the Lucknow & District Fire Department will be at the expense of the Lucknow & District Joint Fire Board at the percentages agreed to in the current Agreement. It should be noted that contrary to the statement in the letter, this proposal does not have a direct and equal benefit to the ratepayers of both Township s. The Lucknow & District Fire Department only services the areas within ACW as described in the current Agreement, not the full Township. ACTION: Council agreed with the staff comments noted above. Staff will send a letter to the Township of Huron-Kinloss advising them of Council s decision Lucknow Medical Centre We have provided Council with a copy of the letter received from the Florence Witherspoon, Secretary of the Lucknow Community Health Centre Joint Board, with respect to a consensus to proceed with renovations to the Lucknow Medical Centre.

5 5 ACTION: Council indicated that they support renovations to the Lucknow Medical Centre. They support a grant application being made under the Enabling Accessibility Fund for the accessible washroom. Council agreed to advise the Lucknow Medical Centre Board to proceed to begin the process as they feel is required and ensure that the Budget for 2018 reflects the required renovations to the Lucknow Medical Centre By-Law Enforcement Officer Report We have provided Council with a copy of the report prepared by Bruce Brockelbank. STAFF COMMENTS: For your information purposes. ACTION: Noted and filed Lucknow & District Joint Recreation Board Summer Pool Staff Appointment In light of a change to the original hiring s we have provided Council with a copy of the by-law appointing the replacement summer pool staff to their position. STAFF COMMENTS: That Council adopts the by-law in Section 14. ACTION: Council agreed to adopt the by-law in Section Shoreline Tree Preservation By-Law Contravention Please refer to the In-Camera Session (litigation or potential litigation) Animal Control By-Law Contravention Please refer to the In-Camera Session (litigation or potential litigation) 7.6 Public Works Department Port Albert Servicing Review As Council may recall, they agreed to have B.M. Ross & Associates to provide an estimate of what their costs would be to perform a review of the estimated costs of developing the roads and storm sewers in the Port Albert Area. We have now received the estimate and have provided Council with a copy of the report. ACTION: Council agreed to defer this item to budget deliberations Environmental Services 7.8 Committee Reports Deputy-Reeve Roger reported on the Kingsbridge Centre which he attended to give greetings on behalf of the Township.
