1 Ohio TIF District Budget Guide Year School Year This TIF District Budget Guide is intended to provide TIF Coordinators, treasurers and superintendents with details regarding the Ohio TIF budget as work for Year 2 is finalized and districts begin work for Year 3 of the grant. Because TIF is a federal grant, the fiscal year is October 1 September 30. Because state fiscal years are July 1 June 30, each year there will be a period from July 1 to Sept. 30 where you will use the prior school year TIF district funds. TIF District Operating Budget Details The chart below provides a detailed explanation for each line item that will appear in your Year 3 TIF award letter from ODE, which will be made available in September. Districts can access Year 3 funds from October 1, 2012 September 30,. Note: This section applies to all Ohio TIF districts except Cincinnati Public, which is receiving additional TIF district operating dollars due to the district s involvement in the National TIF Evaluation. Item Recurring Annual Dollars Personnel Costs $30,000 allotment For TIF Coordinator s time (.5 FTE commitment required) Supplies & $2,500 allotment Contribution for district use for TIFrelated Copying supplies and copies TerraNova Test & Scoring: Grades 2-3 *Estimated Year 3 TIF test costs ordered through Dec 31, 2012: $4.94, grades 2-3 for complete battery assessment test booklets and scoring *TIF grant estimates 8-10% unit cost increase for booklets and scoring each following year. Booklets and scoring are included in costs for grades 2-3. They are consumables. The TIF grant will cover this cost each year. Your district s participation in SOAR provides TerraNova pre-id label services and score sheets at no cost. Supplemental material beyond what is described above is the district s expense, including report packages and shipping/handling. Reporting packages are not necessary for districts to purchase. When the value-added information goes live each fall, it will contain the achievement results of each student. However, some districts choose to purchase tangible achievement results reports for buildings, teachers, and/or parents at their own cost. 2 Item TerraNova Test & Scoring: Grades 4-8 *Estimated Year 3 scoring (grades 4-8) (possibly) preordered through Dec 31, 2012: $2.96/student. Additionally, TIF covers $2.56/student for grades 4-8 scoring of complete battery assessment, which applies to every year of the grant *TIF grant estimates 8-10 % unit cost increase for booklets and scoring each following year. Since test booklets are reusable for grades 4-8 assessments, replacement materials are at the expense of the district. We recommend that districts plan to replace 5-10 % of test booklets each year. *Estimated Year 3 replacement booklets (grades 4-8) ordered through Dec 31, 2012: $4.94/student. Although both scoring and booklets are paid for by TIF in Year 1, TIF will pick up scoring costs only in years 2-5. BFK Award Fee $7,889 annually This is a fee related to the BFK Award online tool. The fee covers technical work in collecting, mapping and loading some district HR data with all other data components of your district s award model to feed into the online BFK Award tool. 3 Item ACT End-of- Course Exams Nine subject areas: o Alg I, Alg II, Geometry, o Precalculus Biology, Chemistry o English 9, 10 and 11 It is expected that all students in these courses take the end-of-course exam (include 8 th graders taking Alg I and seniors taking any tested subjects). To estimate costs, the following was used: all students in grades 9-11 x 2.5 tests. This allows for costs of 8 th graders and any seniors to be covered by the grant. TIF picks up approximately: Year 1: 94% of overall total cost at $17/test Year 2: 82% of overall total cost at $17.96/test Year 3: 66% of overall total cost at $18.92/test Year 4: 58% of overall total cost at $19.87/test Year 5: 48% of overall total cost at $20.87/test *Test costs are applicable through Dec. 31 each year. Districts are responsible for: Year 1: 6% of overall total cost at $17/test Year 2: 18% of overall total cost at $17.96/test Year 3: 34% of overall total cost at $18.92/test Year 4: 42% of overall total cost at $19.87/test Year 5: 52% of overall total cost at $20.87/test *Test costs are applicable through Dec. 31 each year. Travel $1,800 allotment Contribution to TIF-related district travel expenses Year 3 services $5, allotment To complete core grant rendered by BFK components Capacity Building and Planning Professional Development Support Consulting Support and Operations for Strategy, Planning, & Implementation Data Management Systems District will pay ACT directly by Sept. 1, BFK will bill for this total amount in July, Presented Sept. 6, 2012, Ohio Department of Education and Battelle for Kids 3

4 Year 3 TIF Supplemental Allocation In September 2012, Ohio TIF districts who are not currently participating in the Ohio Appalachian Collaborative will receive their remaining Year 3 allocation to support the Collaborative Learning Practitioner (CLP) and related professional development. Those funds will remain in your district to utilize by May 31,. BFK will not bill for those. Bellefontaine $11, Cincinnati $23, (if awarded in Y2) Circleville $11, New Lexington $11, New Miami $11, Valley $11, Item CLP substitute pay $180/day x 39 = $7,020 allotment CLP Travel Network Teacher Substitutes $ allotment (Two districts receive $900 due to distances) $120/day allotment Total $3,600 For CLP 39 days out of classroom (release time). May also be used for: More than 39 days of a sub (e.g co-teaching one day a week and sub alone one day a week for CLP) Extra funds can be used for travel costs and related expenses for CLP training days CLP Supplies CLP mileage/travel for among buildings in district; CLP monthly meetings, training days 5 days training for up to 6 teachers per district. Can also be used for: Books/supplies Parking/shared travel costs Substitute costs Have districts paid this yet for Year 3? by May 31, by May 31, by May 31, TIF District Incentive Funds You will receive your TIF District Incentive allocation and award letter from ODE in late fall of each year of the grant, beginning in Presented Sept. 6, 2012, Ohio Department of Education and Battelle for Kids 4

5 A final budget note to TIF districts Below is information for items not currently covered by TIF funding. This may help you in your budget planning to fund these efforts. District skin-in-game amounts for the ACT End-of-Course exams. Encouragement of students taking the ACT College Entrance exam. (currently $50/student). TerraNova reporting costs. While TerraNova material and scoring costs for the complete battery test are covered, TerraNova reporting costs are not included in the grant coverage. Reporting packages are not necessary for districts to purchase. When the value-added information goes live each fall, it will contain the achievement results of each student. However, some districts choose to purchase tangible achievement results reports for buildings, teachers and/or parents, at their own cost. Replacement TerraNova materials (reusable test booklets, grades 4-8) beyond Year 1. No grant funds have been set aside to cover this for the districts. For planning purposes, you may figure the need to replace 5-10 percent of the booklets due to wear and tear or students accidentally writing in the booklets. For TIF districts with non-tif eligible schools, tests and scoring costs for the TerraNova and ACT End-of-Course exams are not covered by the grant. Districts will need to budget for those assessment costs for students in non-tif eligible buildings in their districts.
