Mayor David Genshaw calls the Regular Meeting to order. - Invocation - Pledge of Allegiance to the Flag of the United States of America. - Changes to agenda for this meeting. - Approval of minutes of the regular meeting on August 14, ALL ITEMS ON THIS AGENDA MAY OR MAY NOT BE VOTED ON. CORRESPONDENCE: 1. 7:05 P.M. PUBLIC HEARING: 1. The Residences at Riverplace LLC., property owners of 601 & 701 Water Street, Seaford, De, identified as Tax Map and Parcel # is requesting a subdivision to create two parcels. NEW BUSINESS: 1. Lisa Wool with the Nanticoke Water Shed Alliance to present information regarding the planned Williams Pond Clean Up Day to be held Sept. 15, Present for approval a funding application for the 2018 Edward Byrne Memorial Justice Assistance Grant (JAG) to the U.S. Department of Justice for crime prevention and intervention activities; funds will be used to purchase duty rifles. 3. Present for approval a resolution authorizing the preparation and submission of an application to the Delaware Department of Natural Resources and Environmental Control, Financial Assistance Branch, for participation in the waste water matching planning grant program for a 50% matching planning grant for plans and specifications for a proposed sewer extension on Sussex Highway and Middleford Road.

Present for approval a revised safety shoe policy for the purchase of safety shoes and utility boots for code, parks and utility personnel. 5. Present for approval a letter from Belle Ayre Investments, LLC offering the donation of the balance of the land (51 unimproved lots) in the Belle Ayre Subdivision to the City. 6. Present for approval a Comprehensive Plan Amendment to the 2008 Land Use Map to include a commercial designation for selected areas along Middleford Road east of Riverside Drive and west of Sussex Highway. 7. Present for approval a proposal to allow cellular antennas and other equipment to be attached to City water towers with a lease agreement. 8. Mike Bailey, Building Official and SVFD Fire Chief, John Wilson to update Council regarding the status of the vacant building identification and placarding project in the City. 9. Present for approval a quote for IT infrastructure upgrades for the Communications Center at the Seaford Police Department. 10. Present for approval a quote for Wi-Fi upgrades for the Communications Center at the Seaford Police Department. OLD BUSINESS: 1. REMINDER OF MEETINGS & SETTING NEW MEETINGS: 1. Seaford Downtown Focus Day, Wednesday September 12, City Hall, 8:00 a.m. 4:00 p.m. 2. City Offices will be closed on Monday, September 3, 2018 in observance of the Labor Day Holiday.

19 To: Charles Anderson, City Manager From: Anita Bell, Dispatch Administrator Ref: WiFi and Infrastructure Date: 08/17/2018 The 911 Center is requesting $6, for the cost of the equipment to be installed for WIFI. This will enable the 911 Center to hold in house training at our facility which will save on travel expense costs. The 911 Center is also requesting that some of the old infrastructure be replaced that is affecting our network communications. The equipment for this project has a cost of $8, City I.T and Deljis have advised us that our Network switches need to be upgraded. At this time we are constantly having Comcast outages which are due to old Network switches. When Comcast goes out, Dispatch loses the Computer Aided Dispatch (CAD), DELJIS, and NCIC and any 911 capabilities.
