2 Statement of Qualifications and Limitations The attached Report (the Report ) has been prepared by AECOM Canada Ltd. ( AECOM ) for the benefit of Otter Creek Wind Limited Partnership (the Client ) in accordance with the agreement between AECOM and Client, including the scope of work detailed therein (the Agreement ). The information, data, recommendations and conclusions contained in the Report (collectively, the Information ): is subject to the scope, schedule, and other constraints and limitations in the Agreement and the qualifications contained in the Report (the Limitations ); represents AECOM s professional judgement in light of the Limitations and industry standards for the preparation of similar reports; may be based on information provided to AECOM which has not been independently verified; has not been updated since the date of issuance of the Report and its accuracy is limited to the time period and circumstances in which it was collected, processed, made or issued; must be read as a whole and sections thereof should not be read out of such context; was prepared for the specific purposes described in the Report and the Agreement; and in the case of subsurface, environmental or geotechnical conditions, may be based on limited testing and on the assumption that such conditions are uniform and not variable either geographically or over time. Introduction 1.1 Name of Applicant The Otter Creek Wind Farm Project (the Project) is being proposed by Otter Creek Wind Farm Limited Partnership (Otter Creek), a partnership of Renewable Energy Systems Canada (RES Canada), Boralex Inc. and Walpole Island First Nation. The Project is also grateful to have received support from the Municipality of Chatham-Kent which has been granted an option to participate in the Project after commercial operation commences. This was prepared in accordance with the requirements of the Renewable Energy Approval (REA) process outlined in Ontario Regulation (O. Reg.) 359/09, as amended. The following sections outline the specifications of the turbine technology selected for this Project. 1.2 Summary of Requirements The requirements for the as defined under O. Reg. 359/09, as amended, and where those requirements are addressed in this report are provided in the following table (Table 1-1). Reg. 359/09, as amended, the Project Location is a part of land and all or part of any building or structure in, on, or over which a person is engaging in or proposes to engage in the project and any air space in which a person is engaging in or proposes to engage in the project. As described therein, the Project Location consists of the construction disturbance area (CDA) and the blade swept area of the turbines. The CDA identifies the location of permanent and temporary Project components. Otter Creek is proposing to develop a wind energy project located north of the community of Wallaceburg in the Municipality of Chatham-Kent, Ontario. The location of the Project was determined based on interest expressed by local landowners, municipal support for the Project, the availability of wind resources, and the availability of existing infrastructure to facilitate a connection to the electrical grid. The Project is generally bounded by Whitebread Line and Kent Line to the north, Payne Road to the west, Stewart Line and McCreary Line to the south and Mandaumin Road / County Road 44 to the east. Figure 1-1 shows a map of the Project Location. The Project Location encompasses approximately 820 acres of land that is predominantly designated for agricultural use according to the Municipality of Chatham-Kent s Official Plan (2016) and Zoning By-law (2015). The area surrounding the Project also consists of fragmented areas of forest and riparian habitat associated with the Sydenham River, which bisects the Project in a north-south direction, as well as other small creeks and/or farm drains. Otter Creek has entered into agreements with private land owners of the land parcels where the Project will be located. Technical Specifications 2.1 Description of the Energy Source, Nameplate Capacity and Class of the Facility The Project will use wind to generate energy through the use of commercial wind turbine technology. The proposed wind turbine technology for this project is the Enercon E-141 turbine. The Project s nameplate capacity is up to 50 megawatts (MW) and it will consist of 12 turbines consisting of Enercon E MW and Enercon E MW turbines. The Project is categorized as a Class 4 wind facility and will be in compliance with the requirements outlined for such facilities. 2.2 Summary of Key Project Information and Wind Turbine Specifications A summary of key Project information is presented in the table below. The nacelle will be mounted on a tubular steel and/or concrete tower which may contain an internal personnel hoists and lifts for maintenance access. A prefabricated power module is located at the bottom of the tower and provides the platform for the power converter. The turbine collector transformer will be located within the wind turbines and as the Enercon E-141 is a direct drive machine that does not contain a gearbox. The turbine will be constructed on a foundation that will be up to 30 m in diameter. The foundation consists of poured concrete, steel rebar, and piles, if necessary, to provide added strength. 10 Figure 2-1: Basic Wind Turbine Generator Specifications Blade Swept Area (15,614.5 m 2 ) Blade Length (66.7 m) Nacelle Tower Hub Height (129 m) Image Not to Scale Foundation The three 66.7 m blades of the Enercon E-141 wind turbine will generate electricity between the wind speeds of 2.5 m/s (i.e., the cut-in wind speed) and 34.0 m/s (i.e., the cut-out wind speed in reduced mode). Most of the equipment used to convert wind energy into electricity is contained in the nacelle of the turbine. The nacelle also acts as a sound enclosure to reduce sound emissions. Another feature that reduces sound emission is the trailing edge serrations which are at the trailing edge of the turbine blades. These trailing edge serrations help break up the air flow around the turbine blades and decrease turbulence, reducing turbulence and in turn reducing the aerodynamic noise generated by the turbines. In low and medium wind speed conditions, the blade pitch setting is slowly adjusted to provide maximum power output. In high wind conditions, the power output can be limited on all wind turbines in order to prevent the generator from overloading. The nacelle includes major wind turbine components such as the main shaft, bearing, brake disc and generator but does not include a gearbox, as other turbines often do. The nacelle casing is made of aluminium. It consists of multiple sections that attach to the generator stator, the frame (in the machine house) and the hub (in the rotor area) via extruded profiles (Figure 2-2). The wind turbine is equipped with a lightning protection system to protect from the effects of direct and nearby strikes. The wind turbine generators are equipped with lightning safeguards which protect the wind turbines from the tip of the blades to the foundation. The safeguards enable the lightning current to by-pass all vital wind turbine components within the blade, nacelle and tower, limiting the potential for damage. An additional safeguard installed in each wind turbine includes a shielding system around the control units and processors that are located within the nacelle. The lightning safeguards for Project wind turbine generator are designed according to International Electrotechnical Commission (IEC) Lightning Protection Level I. Cer_03_ ( ) 7

12 3. Acoustic Emissions Data The turbine array uses Enercon E MW and Enercon E MW wind turbines. The Enercon E MW wind turbine generator has a maximum broadband sound power level of decibels (dba) where the same turbine at 4.0 MW has a maximum broadband sound power level of dba. The turbine at both MW levels has a 1 dba measurement uncertainty, a tonal audibility of <2dB and a maximum tonality across the entire power range of 1dB. Further information regarding the octave band spectra can be found in Table 3-1.
