Meeting Objectives T present t wrking grup members results frm the SWOT analysis prepared by TECnmy Partners. T btain feedback and refine the visin statement and guiding principles fr the energy plan. II. Strengths, Weaknesses, Opprtunities and Threats (SWOT) Analysis Presentatin TECnmy Partners presented preliminary results f the SWOT analysis perfrmed fr Iwa s energy industry. Discussins during the meeting fcused n the results f the SWOT as they related t the Ecnmic Develpment and Energy Careers Wrking Grup. Wrking grup members prvided feedback n the preliminary results which will be incrprated in the final reprt fr the SWOT analysis. All materials will be psted n the website at III. Visin Statement Discussin During the meetings facilitatrs presented a draft visin statement fr the Iwa Energy Plan t wrking grup members and requested feedback n this statement. The visin statement is meant t serve as the cllective understanding f the ideal future f Iwa in terms f its energy use and resurces. It establishes a tne fr the plan and the planning prcess. The entire plan wuld then start with and relate back t the visin. The visin shuld be general and des nt need t include specifics. A. Draft Visin Statement Presented: The Iwa Energy Plan will set ut Iwa s pririties t ensure energy affrdability, reliability, and predictability fr all thrugh encuraging ecnmic grwth and imprve Iwa s envirnment fr years t cme. The plan will leverage the state s renewable energy successes and prmte innvatin. 1 Nte: This summary cmpiles thughts and ideas shared by members f the fur wrking grups fr the energy plan: Ecnmic Develpment and Energy Careers, Iwa s Energy Resurces, Energy Efficiency and Cnservatin, and Transprtatin and Infrastructure. Feedback Received frm Wrking Grup Members: The ideas and items included belw represent a high level summary f the feedback received frm wrking grup members as interpreted by multiple staff assisting in the nte-taking prcess. They are nt t be cnstrued as verbatim cmments frm any wrking grup member. A revised versin f the visin statement will be presented during the furth meeting f the wrking grup n May 26, The visin shuld be bld and cmprehensive. Clarify whether this a visin statement fr Iwa s energy future r fr the Iwa Energy Plan. Think abut the questin Hw des Iwa becme a center fr new energy? Iwa can be a test bed r center fr innvatin in the energy space Iwa shuld be a leader in the energy space. The visin statement currently seems fcused n renewable resurces. It is nt clear whether the visin statement includes all frms f energy and nt just electricity. The visin statement is missing a timeframe. The wrding f secnd sentence can be made mre succinct. What level f detail is needed in a visin? Suggest using Iwa will as have ppsed t the plan will. Instead f setting pririties the visin statement shuld be framed as making a cmmitment. Change set ut t establish pririties Cnsider adding cnsistency and standardizatin. The tw sentences seem t cntradict each ther. Affrdability may nt be pssible if newer, mre expensive technlgies are advanced. Perhaps we are lking fr flexibility/diversity instead. There is tensin in affrdability and reliability hw can this be balanced? Cnsider including the wrds prmting as well as energy security as a means f prviding safety. Safety r security culd als be included in the guiding principles. Accunt fr the nn-energy benefits f renewable resurces. Shuld this be accunted fr as part f the visin r as part f the guiding principles? Diversity f assets (wind, wrkfrce, ethanl) shuld be mentined as a means t mitigate risk. The last sentence seems instructive (guiding) instead f visinary, it is lking at the past instead f the future. It als needs mre clarity. The past successes are due t leadership. Emphasize cntinued leadership in this sense and cnsider using the wrd leadership instead f past successes. Page 2

Cnsider lking nt just at past renewable energy successes but als at ethanl successes, and leverage this t ther frms f energy and fuels. Building upn language resnates well we are gaining mmentum as a leader Is renewable energy t specific? Need t make it clear that this includes all surces f energy Shuld ther resurces be cnsidered as well in the visin? (energy efficiency and ethanl were mentined.) What des imprve Iwa s envirnment fr years t cme mean? Envirnmental stewardship and respnsibility shuld be cnsidered in the visin statement. Suggestin t include language n reducing greenhuse gases r carbn emissins, and prviding cleaner air. Hw can Iwa maintain leadership and grw at the same time in terms f ecnmic develpment? What is the difference between ecnmic develpment and ecnmic grwth? Build upn Iwa s wrld-class manufacturing as a surce f ecnmic grwth. The visin statement is missing sme language arund dmestic energy versus imprted energy: What level f in-state generatin can we get t? Is imprting energy inherently a bad thing fr the state? Efficient use f resurces is a gal f the Iwa Department f Transprtatin. Prmting educatin shuld be part f the visin. Infrmed decisins need t be an utcme f prcess. Iwa is at a crssrads (lcatin and leadership). IV. Discussin n Guiding Principles During the meetings facilitatrs presented draft guiding principles fr the Iwa energy plan t wrking grup members and requested feedback n these principles. The guiding principles prvide a fundatin fr the plan. They are the basis f all decisins and actins and can als be called critical success factrs. The guiding principles will be used t make decisins arund the bjectives and strategies that will be recmmended t the plan leadership team 2 fr inclusin. 2 The leadership team fr the Iwa Energy Plan cnsists f Lt. Gvernr Reynlds, Iwa Partnership n Ecnmic Prgress (IPEP) members, Iwa Ecnmic Develpment Authrity (IEDA) and Iwa Department f Transprtatin (DOT) representatives. Page 3

Ensure equity in access t energy prgrams, technlgies, and resurces. Prtect and enhance Iwa s envirnment and natural resurces. Establish framewrk fr predictable decisin making. B. Infrastructure needs t be reflected as well as assets. Decisin making shuld be based n data and nt pinins. Transparency shuld be mentined and addressed in the guiding principles. Include guidance that addresses natinal and state security (decreasing dependence n freign il and use f vehicles during states f emergency). Add language arund prmting best practice utilizatin. Recmmend framing the principle as fr Iwans as ppsed t fr Iwa. Add resilience, educatin, and leadership Affrdability shuld be mre prminent Energy Efficiency is nt clearly established r called ut in the guiding principles. Metrics shuld be part f the guiding principles and bjectives. Expand ecnmic pprtunities fr Iwa. Are R&D grwth and innvatin cvered under this guiding principle? Clarify that ecnmic pprtunities shuld be expanded in all areas f the state rural and urban. Educatin shuld be cvered under this principle. Cnsider replacing Iwa with Iwa s ecnmy r ur energy prtfli. Maintain reliable and affrdable energy fr all f Iwa s residents and businesses. Maintain may nt cnvey change. Suggest using the wrd, expand instead. Alternatively, change the wrd maintain t prvide. Think abut equality f pprtunities, nt necessarily utcmes. The wrd equity culd be remved r rewrded. Need t make sure this captures vercming barriers. There is a difference between urban and rural areas. Is it equity balance r impartiality? Prtect and enhance Iwa s envirnment and natural resurces. Eliminate Iwa s envirnment as the envirnment transcends Iwa s brder. This principle shuld cver stewardship, sustainability, and persnal respnsibility fr future generatins f Iwans. Carbn reductin shuld be mentined. This principle culd reflect energy efficiency and cnservatin. Alternatively, these items can be cvered as strategies. As it is wrded, this seems t be mre fcused n cnservatin than efficiency. Shuldn t we prmte efficiency first? Wastefulness shuld be addressed by this principle adding persnal respnsibility and stewardship wuld help. Reduce r efficiently use energy might be better. Establish framewrk fr predictable decisin making. This principle is difficult t understand and needs t be clarified r rewrded. Establish seems t imply that there is nt ne tday. Supprt infrmed and wise data driven guidelines fr predictable decisin making (use f guidelines vs. framewrk.) Timely and data-driven decisin making is critical. Cnsider using the wrd planning instead f decisin making. We need a framewrk fr what predictable that means plicies that are already in place, t allw fr lng-term cnsistency; prgrams and incentives established, etc. Is this a Guiding Principle r mre f an actin item?
