6 Gujarat : Favourable for Infrastructure Projects As per Deustche Bank Research, Gujarat ranks first in the regional scoring tool among 27 states in India. The research indicates Gujarat offers the most favourable outlook for the growth of demand for infrastructure projects with the highest score of 28 out of the maximum possible score of 33. 7 Gujarat : the Urbanised State of India Gujarat accounts for 6% of the total area of the country and around 5% of the country s population Gujarat is accelerating towards the process of urbanisation and modernisation due to the fast growing economy of the State. 8 Gujarat : Urban Scenario The State Government has constituted seven municipal corporations, 12 urban development authorities, two area development authorities and designated 159 municipalities as area development authorities for planned urban development The last four decades saw an almost three and a half times increase in urban population of the state According to the 2001 Census of India, Gujarat has a network of 242 urban areas as compared to 264 in the year The decline in number is mainly because of the merger of independent towns with other bigger cities and towns In 1991, Gujarat had 21 large cities; 27 medium towns; and 177 small towns. By 2001 the number of Class-I* and Class-II* towns have gone up to 25 and 38 respectively. There are 81 and 57 number of Class-III* and Class-IV* towns in Gujarat. 9 Gujarat : Urban Cities Ahmedabad About half of the urban population of Gujarat lives in seven urban cities namely, Ahmedabad, Surat, Vadodara, Rajkot, Bhavnagar, Jamnagar and Junagadh. Ahmedabad is the fastest growing urban agglomeration, followed by Surat, Rajkot and Bhavnagar and is a mega city under JNNURM. 11 Urban Development: Initiatives/Projects Nirmal Gujarat, an initiative to provide for an integrated approach to create high standards of hygiene and cleanliness, considering various sources of waste generation Key outcomes: Nirmal Gujarat 100% door-to-door garbage collection in 62 Nagar Palikas and more than 75% door-to-door collection in 55 towns 69-vermi composting units are functional, 17 more units to be operational by Aug 2008 and another 75 units by Dec 2008 Gujarat has become the first State in India to enter into an agreement with the World Bank for carbon trading. 12 Urban Development: Initiatives/Projects CNG initiatives, taken to convert all buses and auto rickshaws plying in Gujarat into CNG Vehicles in order to create a clean environment. Key outcomes: CNG initiatives 90 CNG stations have been set up in the State so far by Gujarat Gas Corporation Limited (GGCL), Adani and Gujarat State Petrochemical Corporation (GSPC) 535 CNG buses of Gujarat Sate Road Transport Corporation (GSRTC) are currently operating in Gujarat 610 CNG buses were owned by Ahmadabad Municipal Transport Corporation (AMTC) in 2007 In Ahmedabad city, CNG auto rickshaws have been made mandatory Integrated Gas Grid, the first state-wide integrated grid has been initiated in the State for gas transmission. Key outcomes: The exploration and procurement of gas has attracted private sector participation. Reliance Industries Limited (RIL) and Adani Group are recent entrants in the sector In order to provide a proper supply of Gas across the State, 1,164 kms of gas pipeline has been commissioned and 256 kms is under implementation Already transmitting over 13 mmscmd of gas to industries in various cities of Gujarat, which also includes around 6 mmscmd of regassified LNG Integrated Gas Grid Page 12

13 Urban Development: Initiatives/Projects Sabarmati River Front Development: The State government has taken up this initiative for the overall development of urban infrastructure and improvement in quality of life in the city. Key outcomes: Sabarmati River Front Development Honored with the Prime Minister s Award for Excellence in urban planning and design Proper retention of water, preventing erosion No sewage to flow into the river so as to have environment advancement of the city GIDC (Gujarat Industrial Development Corporation) is facilitating the establishment of a convention centre Create conducive urban environment and space Urban renewal initiative: It is envisaged in Kankaria Lake region to transform the lake front into a world class urban green space. Key outcomes: The first phase of the project includes development of a 1600m long pedestrian ring from Vyayamshala junction to Pushpakunj Circle and an 800m outer ring near Kankaria Lake Vehicle-free zone -a mini train surrounding the lake with a capacity of around 100 people is proposed The improvement of public amenities around Kankaria lake, conservation of heritage structure and improvement of water management is expected to be taken up in the phase II and III of the project Urban renewal Kankaria Lake Page 13

21 Investment Opportunities: Metro Rail- Ahmedabad Gandhinagar Background: Government of Gujarat intends to introduce a Metro Rail Project in the city that will facilitate as effective and sustainable public transportation system for the cities of Ahmedabad and Gandhinagar. Project Plan: Based on the techno economic considerations, mainly traffic forecast study and reconnaissance of engineering feasibility, the corridors that are identified for the Phase 1 and Full system are: Under Phase I North -South Corridor: Would cover a distance of about 33 kms. East -West Corridor: It would cover a distance of about 11 kms. 24 Investment Opportunities: Sabarmati Riverfront Development Project Sabarmati Riverfront Development Project is an environment improvement venture which envisages development on both sides of the riverbank, the reclaimed land will be utilised for many dimensions as: high end housing, commercial complexes, recreation centre, public utilities etc. The project is being implemented through a SPV Sabarmati River Front Development Corporation Ltd. (SRFDCL) constituted by Ahmadabad Municipal Corporation (AMC) The primary objective of the project is to maximize city level benefits by the provision of ample public facilities It is a self financing project, wherein 20% of the reclaimed land will be sold for development of high end residential and commercial complexes, and the revenue generated will be utilised for riverfront development The project boasts of many prominent national and international players as: Starwood Developers, Rivera Hotel Pvt. Ltd., Corus Infrastructure Pvt. Ltd., DLF Ltd.,Torrent Power AEC Ltd., etc. Hotels and hospitals to be the most preferred projects along with high end offices and residential complex Page 24

25 Investment Opportunities: Sabarmati Riverfront Development Project Key features of the project A six lane wide road, the 'East River Drive', is proposed along the east bank and a four lane wide road, the 'West River Drive, is proposed along the west bank. Additionally two major arterial road will be widened. 26 Investment Opportunities: Canal based Mass Transit Corridor - Surat Surat canal based mass transit corridor is an initiative of Surat Municipal Corporation (SMC) to tackle the problem of traffic congestion The project is envisaged as a public private partnership project and can be taken up by on BOT or BOOT basis. The total length of canal in Surat Urban Development Authority (SUDA) limit is approximately 32 kilometers The project is to be developed in phases: Phase I - Development of roads Phase II - Introduction of high speed and quality bus transport system Phase III -Transition from bus to rail based MRTS The total projected cost for the project is: Without elevated rail based MRTS INR 4,000 million (US $ 89 million) With elevated rail based MRTS INR 10,000 million (US $ 222 million) For complete SUDA area INR 20,000 million (US $ 444 million) Key features of the project: A clear 60 meter right of way has been proposed, which would consist of: 11 meter wide main carriage way on either side (3 lane) 11 meter wide median between main carriage and service road on either side 11 meter service lane on either side 3 meter foot path on both edges of the right of way Central 7.5 wide carriage way for future expansion of elevated MRTS Page 26

27 Investment Opportunities: Solid Waste Management Background The rapid industrialization and urbanization in the State of Gujarat coupled with the Municipal Solid Waste (Management & Handling) Rules 2000 framed by GoI has led to the rise in awareness for scientific disposal of Municipal Solid Wastes GoG has appointed GUDC as a nodal agency for implementing the Solid Waste Management centrally for all ULBs Project Location regional landfill sites have been identified across the state for carrying out the project. Project Components Procurement of tools and equipments / vehicles for municipalities for primary as well as secondary collection of wastes Construction of Compost Plant per municipality for composting the bio degradable wastes. Construction of Regional Landfill sites among the group of municipalities for final disposal of non-biodegradable and nonrecycled wastes Preparation of Nagarpalika Action Plan for 126 municipalities. Operation and Maintenance Asset Management Community awareness and public participation (CAPP) Privatization of such facilities / Private sector participation Waste Procurement Equipment for primary door-to-door collection of waste for 161 ULBs complete. Waste Processing Construction of vermi compost plant is in progress at ULBs all over the Gujarat Waste Characterization Waste characterization activities at each ULB of Gujarat have been completed Pilot Project The Pilot model at Himmatnagar for construction of Regional Sanitary Landfill Facility amongst 9 ULBshave been identified and invitation for PPP model is under process Way Forward Different PPP models for operation and maintenance of the integrated system are being worked out with the aspect to decrease the tipping fees to be levied to ULB. 28 Investment Opportunities: Energy Efficiency Project Background In order to improve the infrastructure and services provided by Urban Local bodies the Urban Development Department has authorized GUDC to undertake Energy Efficiency projects in the State of Gujarat. Project Concept The basic objective of the project is to improve the overall energy efficiency of the ULBs which could lead to substantial savings in the electricity consumption, thereby resulting in cost reduction/savings for the ULBs The systems targeted during the municipal efficiency audit are: Street Lighting Water Pumping Sewerage Pumping An energy audit for ULBs is proposed to be undertaken based on which appropriate projects would be recommended that would lead to reduction in energy consumption Energy Audit of 161 ULBs MoU between GUDC & ILFS Ecosmart Ltd. for technical assistance Covered under ECO-III program of USAID Energy Audit concluded for ten years EoIs invited EoIs called from Energy Saving Companies for implementation of the project in 161 ULBs Page 28
