Water Supply Planning: Roadmap to Florida s Water Supply Future Eric T. Olsen

Florida s Water Resources Average rainfall about 52 per year Numerous rivers, lakes and streams Bountiful aquifers beneath Oceans on three sides This is not Arizona!

A Thirsty State DEP: From population will increase million (27%) WMDs project fresh water demand will increase by about bgd for a total of 7.6 bgd Existing plans identify traditional and alternative water supply projects producing approximately bgd of water by 2035

Safeguards for the Water Resource Obtain consumptive use permits - comply with criteria Adopt minimum flows and levels prevent significant harm from withdrawals & recover areas below minimum Adopt water reservations reserve water to protect fish and wildlife Water supply planning plan for future water sources where traditional sources are not sufficient to meet existing and projected needs

Water Supply Planning Mandated by statute Adopt plan where current sources cannot meet existing & projected needs over 20 year horizon Conducted in open process Updated every 5 years

Forecasting the future Determining existing and future water needs: Existing needs - water use data Future public supply BEBR population projections x water use per capita + commercial needs Future agriculture DACS determines using crop economics & other metrics Future industrial estimated future need Future domestic self supply projected population growth

Are existing sources sufficient? Regional groundwater modeling Consider adopted MFLs, recovery/prevention strategies, & water reservations Examine susceptibility of water resource features lakes, springs, saline water movement, etc., (ocean outfalls for SFWMD)

Meeting existing & future needs.. Existing sources Water conservation Water supply development project options Water resource development projects

Water Supply Project Options In RWSP for each option: Technically & financially feasible Quantity of water Timeframe to implement Entity to implement Cost and potential funding Multijurisdictional approaches

Water Resource Project Options In RWSP for each resource option: Quantity of water available Entity to implement Timeframe to implement Funding strategy

CURRENT WATER SUPPLY PLANS

NWFWMD Planning Regions Region II Santa Rosa, Okaloosa and Walton Counties Region III Bay County

SRWMD Planning Region NF Region Plan developed with SJRWMD

SJRWMD Planning Regions North Florida Central Springs/East Coast Central Florida Water Initiative

SWFWMD Planning Regions Northern Tampa Bay Heartland Southern CFWI

SFWMD Planning Regions Upper Kissimmee (CFWI) Lower Kissimmee Upper East Coast Lower East Coast Lower West Coast

JOINT WMD WATER SUPPLY PLANS

Central Florida Water Initiative Intersection of 3 WMDs Developed jointly by 3 WMDs Approved by 3 WMDs in 2015 Negative impacts if groundwater sustainable limits are exceeded 250 MGD needed through conservation and alternative sources

Central Florida Water Initiative

North Florida Regional Water Supply Plan Joint SRWMD & SJRWMD plan 667 mgd of future demand Demand cannot be met by groundwater alone

North Florida Water Supply Plan 117 mgd of future demand met by up to 216 mgd of potential projects including: 41 mgd to 54 mgd of water conservation projects 61 mgd of water resource development projects 97 mgd of water supply development projects

What do the RWSPs look towards?

Water Conservation RWSPs statewide potential conservation savings mgd MILs & cost share agriculture Education, appliance incentives, rate structures public water supply Water efficient facility designs mining, electric power production, etc.

Alterative supply projects.. Non-traditional aquifers Surface water -e.g. stormwater, reservoirs, rivers, tailwater recovery Reclaimed water

Water Resource Development Examples: Resource assessment and modeling Environmental restoration projects Enhanced recharge Plugging abandoned wells

IMPACT OF RWSPs

RWSPs & Comp Planning RWSPs considered in several comp plan elements Amend comp plan within 18 months of RWSP update to be consistent Comp plan 10-year water supply facilities work plan including alternative water supply, conservation and reuse

Water Supply Project Implementation Not required to implement projects, but must annually report to WMD on project implementation RWSP not be used in CUP review, but Alternative water supply project presumed consistent with public interest RWSPs used to evaluate CUP cross-county criteria RWSP helps guide cooperative funding

Creating the water roadmap Evaluate today s water use and tomorrow's up to 20 years for all uses Consider the big picture outside of pending permit application

Creating the water roadmap Example big picture issues: multi-wmd resource and use issues multi-jurisdictional entities partnership opportunities regional projects cooperative funding priorities

Creating the water roadmap Stakeholders have opportunity for input Water users can develop their solutions WMDs can focus water resource project efforts Identify cooperative funding needs Plan to meet water needs!
