3 AN IMPORTANT MILESTONE: CREATING AND ORGANIZING THE CHAIR The College of Europe has launched in 2013 its European Energy Policy Chair at its Bruges campus, thanks to the generous support of the ALCOA Foundation. With its carefully selected multinational student body, close relations with the EU policy-making context and stimulating and truly European intellectual climate, the College of Europe, and its European Energy Policy Chair are ideally placed to offer a forum of excellence for education, research and debate on energy and climate issues. The European Energy Policy Chair of the College of Europe has been fully operational since September Professor Sami ANDOURA has been appointed as the Chair Holder in June The academic assistant for the academic year was Nathalie Rubin-Delanchy. The academic assistant for the academic year will be Thomas PELLERIN-CARLIN. The scope of the Chair mirrors to a large extent the priority areas of European Energy Policy, with a particular focus on European challenges and policy responses regarding: 1 - Availability of stable and affordable energy ; 2 - Security of energy supply ; 3 - The stimulation of energy markets and innovation in new technologies ; 4 - Increased energy efficiency ; 5 - International energy cooperation ; and 6 The social dimension of energy policy. Other related areas of focus can be added according to the relevance of a specific topic and new developments in the field. The Chair has created its own editorial line, logo, webpages, as well as a database of over contacts, offering substantial visibility for its activities. In addition, the Chair has established specific contacts with the energy community of stakeholders from the EU and beyond, including Decision makers, Officials from national administrations and EU institutions, Academics and Scholars, Regulators, Industry associations, Energy utilities, International organizations, Diplomats, Lobbyists, Consultants, Lawyers, Economists, Journalists, Bloggers, Engineers and Scientists, Researchers, Experts/analysts, as well as with the alumni association of the College of Europe for the creation of a specific Energy and Climate Section. ANNUAL COURSE ON EU THE CHAIR IS ENGAGING IN PROFESSIONAL TRAINING PROJECTS IN EU ENERGY AND CLIMATE AFFAIRS The European Energy Policy Chair of the College of Europe significantly contributes to the College of Europe s teaching activities providing courses, lectures and research seminars for students. The activities offered cover all aspects of the energy field: politics, economics, technology, law and international relations. Annual Course on EU Energy Policy: The course, taught by the Chair Holder Prof. ANDOURA, is offered every academic year throughout the second semester and is taught in French, as requested by the College of Europe. Entitled Moving towards a common European Energy Policy: challenges and opportunities, this optional course, part of the programme of the MA in European Political and Administrative studies. It is by far one of the most popular optional courses, with a maximum number of students being enrolled. The course also hosts speakers with different professional backgrounds, to give the students more practical insight into the EU energy sector. The programme of the course is divided in 10 different sessions, which take place as follows: 1st - In-troduction to the global energy context ; 2nd - Introduction to EU Energy Policy ; 3rd Competitiveness and the EU energy internal market ; 4th - Sustainable development and fighting climate change ; 5th - Security of supply within and outside Europe ; 6th - Energy geopolitics ; 7th - Energy transitions in Europe ; 8th - Energy and civil society ; 9th - Moving towards a European Energy Community: What future for European Energy Policy? ; 10th - Conclusion - Working in the Energy Sector. Master s thesis on energy and climate issues: Another indicator of the strong interest of students in energy policy has been the increasingly high number of master s thesis written on the subject. About 40 students of the Voltaire Promotion of the College of Europe ( ) have selected a Master s thesis topic related to energy and/or climate issues, such as energy security, the liberalization of the electricity markets, the role of lobbies in the decision-making of EU energy policies, the European Trading Scheme, the US shale gas revolution, the Southern Energy Corridor, the economics of Nitrogen, the impact of the Ecodesign directive and other issues related to competitiveness, sustainability and/or security of supply/foreign policy dimensions of EU energy policy. 4 DOURA has served as a supervisor for some of them and has assisted others through interviews, providing additional information and contacts of experts for interested students. Training on EU energy and climate affairs: The European Energy Policy Chair of the College of Europe is engaging in professional training projects in EU Energy and Climate Affairs. Trainings for professionals from the EU and beyond are provided in collaboration with the Development Office of the College of Europe, a multinational team with solid experience in managing European and worldwide projects and trainings. STUDENTS ENERGY GROUP OF THE COLLEGE OF EUROPE Energy Policy having increasingly captured the interest of the students of the College of Europe, they have formed the College of Europe Energy Group, a student-led group that organized regular meetings and events related to energy and which has been supported since its origins by the Chair Holder, Prof. Sami Andoura. More than 40 students from the Voltaire Promotion of the College of Europe were members of the Group. They all have different cultural, national and academic backgrounds. They share a common interest in European energy issues, and are keen on deepening their knowledge and enhancing their networks in this field. With this in mind, the students engaged in regular debates on energy and climate change issues. They moreover have established the College of Europe Energy Group as a permanent body, and have built up an Energy Community both at the College and with the Alumni, making this extraordinary cooperation between the European Energy Policy Chair and the Energy Group a model for the upcoming years. The European Energy Policy Chair of the College of Europe directly supports and interacts with the students of the College through dedicated activities of the College of Europe Energy Group. The College of Europe Energy Group organized and took part in a wide variety of activities, focusing both on stimulating debate among students and interacting with practitioners. Among the main activities developed so far were: 1 - Involvement in the activities of the Chair ; 2 - External study trips to Brussels (to meet various actors in the EU energy sector) ; 3 - On-site visits of energy installations organized by the Chair such as an LNG terminal, wind farms, photovoltaic installations, conventional power plants, opencast mine, etc. ; 4 - Internal discussions and presentations ; 5 - Roundtables and meetings with Alumni ; 6 - Organizing events open to all students. A WIDE RANGE OF EVENTS: CONFERENCES, KEYNOTE LECTURES, EXPERT SEMINARS The European Energy Policy Chair of the College of Europe organized a wide range of events in Bruges, Brussels and beyond including conferences, keynote lectures, expert seminars, and on-site visits. These events brought together policy-makers, representatives from the energy industry and civil society, leading academic scholars and experts, and students. Journalists took part in the activities and events of the Chair, thus providing media coverage. The main events organized by the Chair in were the following: First International High Level Policy Conference on the future of European Energy Policy on April 24th 2014 ; Seminar on A Green Economy is a Strong Economy on March 10th 2014 ; Keynote lecture by Dominique RISTORI, Director General for Energy at the European Commission, on European energy policy in a global context on March 7th 2014 ; Study trip to a coal mine and a coal based power plant as well as a wind farm and PV installations at the North Rhein-Westphalia in Germany on April 4th 2014 ; Study trip to the Liquefied Natural Gas (LNG) terminal of Zeebruge with Fluxys and GasNaturally on June 6th 2014 ; First High Level Energy Roundtable in cooperation with the European Commission DG Energy on the European Energy Security Strategy on June 25th. The Chair and its Chair Holder Prof. ANDOURA, have also participated to the following events at the College of Europe in Bruges: Lecture by J. VAN ROOST, CEO ExxonMobil Benelux, on The Outlook for Energy: a View to 2040 on March 5th 2014 ; Keynote lecture from Dirk BUSCHLE, Deputy Director General of the Energy Community Treaty on Exporting the Internal Market: Lessons from the Energy Community on February 28th 2014 ; Conference on Europe in Crisis: Re-Inventing the Continent with a specific session devoted to European energy security and the future is the current EU foreign energy policy an appropriate answers? on October 5th In his capacity of Chair Holder, Prof. ANDOURA also participated in several debates, conferences, and expert seminars in Brussels and other places within the EU addressing various EU energy policy related topics. 5 swering requests from journalists (generalists and experts) through regular comments and interviews on television, radio and paper. THE CHAIR S INTERNATIONAL HIGH LEVEL POLICY CONFERENCE ON EU The European Energy Policy Chair of the College of Europe organized its first International High Level Policy Conference in Bruges on April 24th While the European Union is preparing for the next step in its energy transition and the decarbonisation of its economy, the topic selected for the High Level Policy Conference was the future of European Energy Policy, with the objective to clearly identify the main challenges which will arise with the revision of the European framework for energy and climate policies until The conference, a one day event, attracted a high number of participants (around 250 people registered). It brought together key stakeholders from both public and private sector, policy-makers and officials, stakeholders and representatives from the EU energy and industrial sector, civil society/ngos as well as leading academics, scholars and experts, and a significant number of students. The guest speakers who participated in the panel discussions of the conference were high level, including the EU Commissioner for Energy, Energy Minister, Secretary of State, top diplomats, CEOs, Heads of administrations, NGOs, etc. The conference led to highly interesting and interactive debates between the participants. The Conference was also followed on Twitter (#Energy@Coleurope). After the panel sessions, the speakers were shortly interviewed and recorded by College of Europe s Students Energy Group. Each session was briefly introduced by a student of the College of Europe. The morning session of the Conference put EU Energy Policy into perspective, considering it in a global context, with the aim of better understanding the international energy setting within which European Energy Policy is being formulated. The main objective of this session was to understand the strategies of the various foreign/ external actors, to measure the foundations of such strategies and the impacts they can have on internal EU dynamics. This session also sought to put into perspective, as far as possible, the new emerging energy equilibriums. Finally, the session aimed to identify the impact that national - and European - level decisions can have on the global, regional and local equilibriums. The afternoon session of the Conference addressed the future of European Energy Governance, reflecting on how to find the right balance between sustainable development, competitiveness and security of supply of the European energy system. The aim was to explore and to debate to what extent the current revision of European Energy Policy would enable the EU to meet its assigned objectives, i.e. fighting climate change by decreasing CO2 emissions, guaranteeing predictability for investments in low-carbon technologies, guaranteeing security of hydrocarbon supplies but also security of supply in the electricity field, and finally responding to the major economic and political challenges posed by the social acceptability of the cost of the energy transition and the loss of European industrial competitiveness. Other structural problems relating to the essential instruments for the implementation of European Energy Policies were also addressed, from the lack of finalization of the internal market to the necessary revision of the European Emissions Trading System (EU-ETS). RESEARCH PROJECTS AND PUBLICATIONS The European Energy Policy Chair of the College of Europe engaged in research projects on EU Energy Policy issues through publications and expert seminars. The Chair has published the main findings and contri butions derived from its wide range of events. The Chair Holder Prof. ANDOURA has also been active through the publication of articles, tribunes, policy papers and studies in external reviews. MEMORANDUM OF UNDERSTANDING FOR ENHANCED CO-OPERATION BETWEEN THE COMMISSION AND THE COLLEGE OF EUROPE IN THE FIELD OF ENERGY The European Commission and the College of Europe have developed a structured cooperation in the field of energy through a Memorandum of Understanding for Cooperation aiming at developing closer links between academics/experts and the European Union s energy policy. The European Commission and the College of Europe share the view that it is in the mutual interest of the EU and its Member States to coordinate their activities in the field of energy in order to deepen integration of European energy policies and to reinforce economic analysis. The activities developed in the framework of this cooperation are implemented for the European Commission by its Directorate-General for Energy and for the College of Europe by its European Energy Policy Chair. 6 The main activities consist of: 1 - Improving analysis and tools for ensuring an economically, politically and legally sound European Energy Policy; 2 - Fostering the energy policy debate through cooperation on political, legal, international and economic analysis and studies, as well as policy papers; 3 - Organizing joint seminars bringing together policy-makers, representatives from the energy industry and civil society, leading academic scholars and experts. Furthermore, when appropriate, the European Commission and the College of Europe will reciprocally invite each other to attend and participate in conferences and events they organize on EU energy issues on a broad sense. Attention will also be dedicated to the interaction with the College of Europe Students Energy Group. EU Commissioner Gunther OETTINGER, Pascal LAMY, Dominique RISTORI, Rector Jörg MONAR, Markus FERBER, Jerzy BUZEK, Etienne DAVIGNON, Prof. Sami ANDOURA, and so on. The conference led to highly interesting and interactive debates between the participants. The key issues discussed were framed around four working sessions: Session 1 - Moderating energy demand and ensuring consistency with the 2030 Energy and Climate Framework ; Session 2 - Increasing EU energy production and diversifying external supplies ; Session 3 - Building a well-functioning and fully integrated internal market ; Session 4 - Financing the European Energy Security Strategy. n FIRST HIGH LEVEL ENERGY ROUNDTABLE OF THE COL- LEGE OF EUROPE AND THE COMMISSION ON THE ENERGY SECURITY STRATEGY At the occasion of the signature of their Memorandum of Understanding for Cooperation, the European Commission DG Energy and the College of Europe European Energy Policy Chair organized their first High Level Energy Roundtable on the European Energy Security Strategy. This one day event took place on the 25th of June 2014 at the European Commission s Berlaymont s premises in Brussels. It was a closed-doors event where participants were selected by the organisers. It attracted a high number of participants (a maximum of 100 participants registered). It brought together key stakeholders from both public and private sector, policy-makers and officials, stakeholders and representatives from the EU energy and industrial sector, civil society/ngos as well as leading academics, scholars and experts, and some students from the College of Europe.
