Elsinore Valley Municipal Water District Groundwater Management Plan Adoption June 10, 2004

What is a Groundwater Management Plan? A plan to manage groundwater resources by: Improving the understanding of basin hydrology Enhancing water supply reliability Managing basin yield Maintaining suitable water quality

California Water Code Provides Authority to Adopt a GWMP AB Groundwater Management Planning Act Provides basis for basin management Establishes plan contents and adoption procedures Provides the authority of a water replenishment district

Management issues facing the Elsinore Basin Domestic demand will double in next 20 years Imported water will be 80% of supply in 2020 Groundwater will be used for lake augmentation Groundwater levels are declining More stringent arsenic standard will drive water quality improvement needs Other water quality issues Potential for land subsidence

Why do a Groundwater Management Plan? Because water demand is projected to double over the next 20 years, cooperative groundwater management is required to achieve a sustainable water balance in the Elsinore Basin.

EVMWD Water Demands 55,000 Projected Demand (acre-ft/yr) 50,000 45,000 40,000 35,000 30,000 25,000 Wet Year Normal Year Dry Year 20, Year

The goal of this Groundwater Management Plan......is to ensure a reliable, high quality, cost-efficient groundwater supply for the users of the Elsinore Basin in an environmentally responsible manner.

Management Strategies Store imported water using dual purpose wells or surface spreading Increase use of local supplies with surface spreading Save groundwater for dry years with in-lieu recharge Save groundwater for potable use only Develop new sources of supply Maximize use of recycled water for lake make-up Water conservation Measure progress with basin monitoring Protect groundwater quality with new policies

Groundwater Management Plan Recommendations Comprehensive Conjunctive Use Program Groundwater recharge with dual purpose wells In-lieu recharge (replace pumping with imported water) Additional Facilities to Meet Demands Lake Level Maintenance Using Recycled Water Water Conservation Groundwater Monitoring Program Water flow/level/quality tracking Subsidence study Well inventory Basin Advisory Committee Groundwater-related policies
