1 WATER INFRASTRUCTURE ADVISORY COUNCIL CLEAN WATER SRF LOAN PROGRAM AND SURFACE WATER PLANNING GRANTS Presented by: Bruce W. Jones, PE

2 Water Infrastructure Advisory Council Makes recommendations for projects to receive funding through the Clean Water State Revolving Fund (CWSRF) administered by DNREC Financial Assistance Branch (FAB) initiates, develops and recommends to the Delaware General Assembly projects for the planning, construction, repair, renovation or expansion of drinking water and wastewater facilities provides guidance and policy advice to the Governor and Secretaries of DNREC, DHSS, and Finance Provides assistance in developing funding options for capital and maintenance programs related to drainage, stormwater management and flood control providing assistance in the development and evaluation of criteria for watershed-based plans for surface water management

3 Clean Water State Revolving Fund (CWSRF) established in 1987 under amendments to CWA provides financing to plan and construct wastewater facilities and water quality improvement projects

5 Community Water Quality Improvement Grants Program goals / Eligible projects all proposals should address one or more of the following goals: o Provide benefits to water quality within an impaired watershed; o Implementation of non regulatory projects listed in a watershed management plan o Installation of community stormwater management improvements in existing developments and municipalities; o Restoration for water quality benefits Matching Requirements No match required However, reference is given to projects that include matching funds Grant Limits $25,000 - $150, percent of the award must be utilized for implementation of the project

6 Surface Water Matching Planning Grants Description planning/preliminary engineering/ feasibility analysis of surface water improvement projects and activities that focus on the developed landscape to improve water quality in impaired watersheds in Delaware Eligibility Delaware state, county, or municipal government, government agency, governmental subdivision or program

7 Surface Water Matching Planning Grants Eligible projects Stormwater retrofits, water quality improvement projects, stream and wetland restoration, and other green infrastructure practices. Development of master plans, or planning toward a community goal for surface water improvements Matching Requirements A 1:1 cash match is required Grants Limits $50,000 cap

8 Stormwater Infrastructure Loans Eligible projects Demonstrated water quality benefit Loan terms Up to 20 years Below market interest rate (2% - 3%) Green Infrastructure Loans Eligible projects (four categories) Green Infrastructure, Water Efficiency, Energy Efficiency, or Environmentally Innovative Loan terms Up to 20 years Below market interest rate (2% - 3%)

9 Land Conservation Loans to fund conservation easements and fee simple land purchases Funded land conservation easements and/or fee simple land purchases must have demonstrated water quality improvement benefits and be managed in perpetuity Eligibility limited to municipalities with wastewater projects on the fundable portion of the CWSRF project priority list

10 Land Conservation Loans Loan terms interest rates designed to ensure that municipalities will not pay any additional loan debt service payments annually or over the life of twenty (20) year wastewater project loans by borrowing additional funds for land conservation projects. The interest rate for municipal wastewater project loans shall first be determined based on the CWSRF Interest Rate Policy. The interest rate shall be lowered based on the total additional cost of the land conservation project to ensure that loan debt service payments for both loans are not greater than the municipal wastewater project loan separately.
