December Zagreb CONCLUSIONS Backgrund The Directrate General fr Reginal and Urban plicy (DG REGIO) f the Eurpean Cmmissin has launched an initiative in mid-2016 that aims at cntributing t the setting up f a type f lng-term dialgue fr an efficient and enhanced cperatin and exchange f knwledge between actrs f the knwledge triangle (Business/Gvernment/Research&Educatin) in Central Eurpe. The participating Member States are the fllwing: Austria, Cratia, the Czech Republic, Germany (Bavaria, Saxny), Hungary, Pland, Slvakia and Slvenia. The prject cnsists f 2 initial phases: 1/ A prspective cmparative analysis f the Smart Specializatin Strategies f the MS/regins cncerned Expert assessment f synergies and areas f ptential cperatin related t Smart Specializatin Strategies in Central Eurpe; 2/ a netwrking wrkshp (held in Zagreb n 8-9 December) with as main bjective t facilitate cperatin and cnnect different stakehlders f the natinal knwledge triangles. The verall target f the initiative is t stimulate cperatin between these reginal players in implementing RIS3s, t crdinate RIS3s ver brders and t vercme the inward-lking apprach. Objectives f the Wrkshp A key bjective fr this peratinal netwrking meeting was t identify and agree n the areas with the highest ptential fr cperatin in the field f Smart Specialisatin amng partners frm the Central Eurpean Member States. The event aimed t result in initialising several wrking parties t be led by leading rganisatins / regins fr certain f the identified Technlgy Pririty Areas (TPAs) r sub-areas.

2 The next steps shuld allw regins/key partners t cllectively activate such partnerships and encurage partner regins t fcus n jintly-funded pilts and demnstratin prjects leading t the elabratin f a pipeline f bankable investment prjects and/r cperatin agreements. Participants At the clsure f the registratin the event had 68 registered participants frm 8 Member States, with a gd balance between authrities respnsible fr the implementatin f smart specialisatin, research rganisatin, universities and enterprises. Cratia and Slvenia had the highest number f representatives. 3 Main cnclusins and ways frward There appeared t be a high interest amng the Central Eurpean Member States regarding cperatin in the area f RTDI. The wrkshp has identified a series f specific CE pririties and tpics f pssible cperatin which are usually belw the radar f macr data. The wrkshp represents the first step in the prcess f identificatin f cmmn interests but als in the prcess f identificatin f interested stakehlders and TPA champins r rganisatins that see their bjectives as being clsely linked t establishing and enhancing CE cperatin in their respective areas f activity. There are already existing frms f cllabratins, but their activity is nt always well crdinated and mstly lacks funding. Cperatin between the different stakehlders within the knwledge triangle and the plicy are nt sufficient and may lead t verlapping prjects thus duble funding. The Wrkshp als cnfirmed the diversity f sub-sectrs within the identified 7 TPAs in the preparatry study. In general, frms f cperatin have t be elabrated at the level f well-defined sub-sectrs. Such sub-sectrs may be linked t different parts f the prduct value chain. It has emerged frm the exchanges in the respective wrking grups that the need fr filtering ut crucial pillars f pssible cperatin amng relevant stakehlders frm CE, determining the fcus areas, and prviding targeted supprt t cme as sn as pssible t break-thrugh results regarding prducts, technlgies, and services. The wrkshp identified the fllwing areas fr actin: TPAs identified with the highest ptential fr cllabratin: Slvenia prpsed t lead the fllw-up in Agr-fd and Smart cities Hungary prpsed t take the lead rle in Industry 4.0 Czech Republic prpsed t take the lead rle in Health, especially related t translatinal (?) medicine and bimarker research (a wrking grup meeting is freseen n 2 March, as a side event f the Bimedicine cnference in Prague) Bavaria ffered t prvide supprt in Energy efficiency. An event is rganised n 9th March with Bavarian stakehlders in the field f Energy efficiency. A side event fr Central Eurpe (CE) partners may be rganised in parallel if sufficient interest. Bavaria and Slvenia agreed t discuss further cperatin in the autmtive sectr a bilateral meeting is freseen fr Spring 2017 but ther regins may jin.

4 Participants have agreed that establishing Central Eurpean platfrm fr the circular ecnmy shuld be a pririty. CE partners may be interested t cperate in rder t prepare cmmn applicatins fr the planned Interreg Central Eurpe call fr prpsals in the field f innvatin and S3. This call is freseen fr Autumn Other ptential stakehlders/partners will cnsider what type f fllw-up actins (subsectrs/regins) may be cnsidered and their rle therein. Next steps: It is prpsed that each f the interested lead regins will prepare a first verview f planned fllw-up actins including the list f interested stakehlders in a specific area, including a preliminary time schedule and ptins fr funding. EC supprt wuld remain very much needed, bth as a facilitatr and rganiser f specific events; EC will evaluate and ntify the MSs f ptential fllw-up pssibilities including ptential surces f funding. REGIO hwever cannt take the rle f gate keeper r champin in this respect. In this regard, the best use f ther existing initiatives e.g. platfrms, netwrks, events - shuld be made. As a next step, each cnfirmed TPA wrking grup will need t prepare crdinated and clear cperatin actin plan. This actin plan may include an initiative t elabrate a cmmn prpsal fr submissin t the Interreg CE calls in autumn. Fr bringing tgether stakehlders, the lead regin may request funding supprt under the Cmmissin Peer t Peer initiative. If the distinctive wrking grups will be frmed and start their active planning f pssible cperatin and f cncrete areas / prjects (with identified, and linked stakehlders and main rle players), a matchmaking event by (sub-)tpa with a large number f stakehlders may be rganised ver the summer. Each TPA will evlve at a different speed and will als adpt a unique gvernance mdel. The mst challenging task will be t invlve managers frm the current relevant EUnetwrks t ensure synergetic effects and maximise the success f pssible cperatin.
