2 Facility Objective: The SDG-Climate Nexus Facility is a multi-phased program that aims at bringing together partners from: Regional organizations, governments, UN, private finance sector, civil society and academia, to undertake a series of activities using integration and a nexus approach to support bottomup local actions under SDG13, and the Paris Agreement on climate change to bring about clear co-benefits for core related SDGs.

4 The Sustainable Development Goals, the Paris Agreement on Climate Change and the Sendai Framework on Disaster Risk Reduction highlight that for development to be sustainable it must become resilient to growing risks from climate change and natural disasters. This is a critical agenda in the Arab region, already the world s most water-scarce and food-import dependent region Source: World Bank, 2011.

8 Risk Management Increase Capacities Build Resilience Political well and Stakeholders participation Facility, efforts will be made to Support Countries integrating climate measures into broader SDG affiliated policies and plans while developing national capacities in accessing climate finance towards building resilience to risks and enhancing adaptive capacities in the Arab region to climate risks and natural disasters. 9 The SDG-Climate Nexus Facility capitalizes on COP22 hosted in the Arab Region in 2016, and the establishment of a Sustainable Development and international cooperation Department in the League of Arab States, by bringing together regional partners, in a multi-country programme to support bottom-up local actions under SDG 13. The Facility proposes an innovation SDG-Climate Nexus approach which focuses on brining clear co-benefits to other SDGs, such as those relating to poverty reduction, food security, water access, inequality, land degradation, peace and stability and on SDG 17, partnership for the goals. The Facility seeks to build on the SDGs and focus on moving from global policy to enabling bottom-up actions, taking into account the unique context of the region.

10 Adaptation is needed to strengthen resilience to growing impacts from climate change and droughts that are increasing economic and social vulnerability in the Arab region. Fragile and conflict-affected countries in the region are also climate risk hotspots, with climateresilient approaches to recovery now in greater focus by humanitarian and development partners. By climate-proofing new agriculture, water and infrastructure investments, communities recovering from conflict are better able to withstand future climate and drought impacts.

11 The overarching objective of the Facility is therefore to enhance the capacity of regional and national institutions to effectively integrate climate change considerations into implementation of programmes and policies. This will be achieved by focusing on three key outcome areas: Outcome 1: Increased awareness and understanding of SDG Climate Nexus approaches among key policy makers and stakeholders Outcome 2: Enhanced access to analysis, tools and strategies at the regional level to support SDG Climate Nexus approaches Outcome 3: Strengthened enabling environment at national and local levels for programmes and policies to integrate SDG Climate Nexus approaches at national and local level Through the Facility, UN partners, along with regional organisations LAS and AWC, an initial 3 year period ( ) is envisioned. For this phase, an estimated $10 million is sought to be mobilized from donors.
