1 Statement f Requirements Intrductin This dcument shuld nrmally cver tw main tpics: an appreciatin f the adequacy and shrtcmings f the existing mdel and a specificatin f the anticipated future requirements fr the mdel, in terms f the capabilities sught and the uses t which it is intended t be put. Examples are given in Figures 1-3, which drive frm the Wellingtn city mdel, while the bjectives fr the Auckland mdel are attached at the end f this text. Issues Cncerning the Current Mdel An example f a list f key issues, and areas where mdel imprvement is sught, is given in Figure 1. This wuld nrmally draw n an independent review f the existing mdel and cmments made by stakehlders rally, in writing r at a frmal wrkshp. Future Mdelling Needs A wrkshp with stakehlders wuld usually prvide an utline f the mdelling needs, in terms f what the mdel is t be used fr and shuld be capable f respnding t. An example is given in Figure 2. Functinal Design Issues These tw utcmes are then summarised in Figure 3, which relates the abve requirements t each mdule f the mdel, thus identifying the issues which the functinal specificatin f the mdel must respnd. Often, these lists are lng and may be nt be realistic. In which case it wuld be sensible t seek t identify the main agree pririties in the list f issues.

6 Nn-pricing demand management measures Plicies t reduce the energy cnsumptin f the regin Plicies t reduce emissins f pllutants Plicies t imprve the health and safety transprt system users Plicies t imprve walking and cycling f) The ATM2 prject will prvide essential tls fr develping and evaluating plicies and prjects that are aligned with the gals and bjectives and statutry requirements f the Land Transprt Management Act 2003, the Lcal Gvernment (Auckland) Amendment Act 2004, the New Zealand Transprt Strategy the Reginal Grwth Strategy, the Reginal Plicy Statement and the Reginal Land Transprt Strategy. g) That the mdels prvide infrmatin in a frmat that is cmpatible with the needs f the Auckland Passenger Transprt (APT) and sub-reginal prject assignment mdels. h) That the mdels be sund, rbust, reliable, have sund theretical bases reflecting internatinal best practice and at the minimum meet Land Transprt NZ PEM recgnised standards fr mdel calibratin, validatin and frecasting. i) T ensure the satisfactry calibratin f the ART3 and ASP3 mdels t base year cnditins. j) T ensure that the mdel develpment and calibratin receives apprval frm a Peer Reviewer appinted by Land Transprt NZ and the ARC. k) That the mdels be fully explained t thse invlved in transprt planning in Auckland during their develpment, s that they can be used with cnfidence by them n cmpletin. This will invlve the prductin f technical dcumentatin including manuals explaining the use f the mdels as well as fur wrkshps f apprximately ne day each. The wrkshp will be assciated with fllwing phases: Mdel specificatins Specificatins f data requirements Results f data analysis Calibratin, validatin and testing l) That the mdel sftware shuld be cnsidered and in ding s the fllwing aspects need t be taken int accunt: Well established and recgnised internatinal track recrd t minimise the risk t the ARC f being a guinea pig fr new r recently develped sftware; Cmpatibility with transprt and land use mdelling sftware used by reginal mdelling stakehlders Apprpriateness t the mdel gals and required utputs A seamless interface between the ASP3 and ART3 mdel sftware t enable infrmatin exchange Widely distributed internatinal supprt and user grups

7 Cmpatibility with GIS systems at the ARC and its reginal partners. Nte that the ARC currently use the ESRI suite f GIS prducts including ArcGIS Desktp, ArcView, ArcIMS, ArcSDE Quality f graphical utputs fr presentatin and graphical analysis purpses Recgnised internatinal best practice standards k) That within the cnstraints f ther bjectives, the mdels be easy t use, respnsive and enable the timely evaluatin f varied alternatives. l) That the data cllected fr the ATM2 Prject be made available t interested parties as a database fr further analysis r infrmatin. This database will cntain much useful data and shuld be used as widely as pssible. m) That the mdels meet recgnised internatinal best practice standards in respect f their develpment, structure, theretical bases, frecasting and calibratin standards.
