3 Overview Legal framework: Statistics law -9 May 2005, govern matters related to statistics 1- Population Census 2- Economic Census 3- Agriculture Census Under the law, two sub-decrees that define the work for NIS: sub-decrees on Organization and functioning of the NSS-creates Statistics Advisory Council (SAC) and the Statistics Coordination Committee (SCC) sub-decrees on Designated Official Statistics-defines responsibilities of statistical unite within each ministry/institute and obligations with the NIS Coordination mechanisms: National Statistics System (NSS) of Cambodia is decentralized in two-tiered structure: National Institute of Statistics (NIS) the official statistical policy-making body and coordinator, and empowered to collect statistics under the Statistics Law. It has Statistics Unite in Planning Office of all 25 provinces and municipality 28 line Ministries/institutes and National Bank of Cambodia-collect statistics as byproducts of administrative systems or/and jointly conduct sectorial surveys with NIS.

9 Energy Statistics Energy Policy Policy of Electricity Target Power Generation by Sources (GWh) Electricity Import (GWh) Total Final Energy Consumption by Sectors Electricity Authority of Cambodia (EAC) collect power generation data from all stakeholders in the whole country.

10 ENERGY POLICY To provide an adequate supply of energy throughout Cambodia at reasonable and affordable price, To ensure a reliable and secured electricity supply at reasons price, which facilitates investment in Cambodia and development of national economy, To encourage exploration and environmentally and socially acceptable development of energy resources needed for supply to all sectors of Cambodia economy, To encourage the efficient use of energy and to minimize the detrimental environmental affects resulted from energy supply and consumption.

18 Challenges 1. Lack of skill/human resources in Environment statistics 2. Have never collected/compile the Environment Statistics due to the lack of technical and financial support from development partners. 3. Capacity building of Staffs are limited 4. Moreover, NSDP mainly focused on the Economic Statistics, Social Statistics, Population Statistics 5. Have limited data in the Statistical year book which obtain the administrative data from Environment and concerned Ministries or agencies.

19 Way Forward 1. Form a technical working group on Environment Statistics 2. Cooperate with Environment and relevant Ministries to collect and compile environment statistics annually 3. Need development partners to support the capacity building on Environment Statistics 4. Request contribute fund from the Royal Government of Cambodia to conduct, compile the Environment Statistics
