8 Brief Note on Bio Medical Waste Management & the activities carried out by Delhi Pollution Control Committee for the Implementation of the Bio- Medical Waste ( Management and Handlg) Rules,1998, as amended to date. The ma statistics of BMW Management Delhi are as follows: no. of Health Care Establishments Delhi irrespective of no. of patients: 3993 (based on the applications for authorization received DPCC and the establishments havg agreement with any of the three CBWTFs located Delhi). Quantum of Bio-Medical Waste Generation Delhi: 13.5 tons /day Number of Common Bio-Medical Waste Treatment Facilities (CBWTFs): 3 None of the hospitals are havg dividual cerators. The Health Care Establishments (HCEs) generatg Bio- Medical Waste have been categorized on the basis of bed strength and twocommittees have been constituted to deal with them (from 10 beds onwards) and decide Authorization under BMW Rules and Consent under Air/ Water Acts, as given below; Committee No.1 For Hospitals /Nursg Homes etc.havg bed strength of 100 and abovealongwith transporters and Operators of CBWTFs (112 cases). This Committee is headed by Chairman, DPCC and havg followg external Members : 1. Dr.T.K.Joshi of COEH, 2. Dr.ChetnaHarjai,Scientist, Deptt of Environment 3. Medical Supertendent,G.B. Pant Hospital, Besides them Member Secretary, DPCC & concerned engeers of WMC-I (BMW Cell) are also members of the said Committee. Committee No.2 For Hospitals/ Dispensaries / Clics etc. havg bed strength between 10 to 99 (540 Hospitals / Nursg Homes) This Committee is headed by Member Secretary, DPCC, and followg external Members : 1. Dr.T.K.Joshi of COEH 2. Medical Supertendent, Aruna Asaf Ali Hospital Besides them concerned engeers of WMC-I (BMW Cell) are also members of the said Committee. For Hospitals/Dispensaries/Clics etc. havg bed strength of 9 and below (1546 Hospitals /Nursg Homes/Dispensaries/Clics etc. ) authorization under BMW Rules are decided at the level of Sr. Env. Engeer. Inspections as decided by the aforementioned 2 Committees are carried out to check the compliance of the BMW Rules and deficiencies observed if any are communicated by way of Show Cause Notices/ letters to the Health Care Establishments (HCEs) for rectification of the deficiencies. Health Care Establishments (Existg prior to ) havg less than 50 beds have been exempted from applyg for Consent to Establish under Air and Water Acts, as per the policy decision taken and circulated Vide letter dated The brief of the three CBWTFs operators Delhi is as follows: 1. M/s Synergy Waste Management Pvt. Limited, near Composite Plant, Sukhdev Vihar, Okhla, Delhi-20(operatg at this site sce Nov. 2006, havg of 10 Tons /Day).

9 2. M/s Biotic Solutions, 46 SSI Industrial Area, Delhi-33.( operatg at this site sce October 2009, havg of 13 Tons /Day) 3. M/s SMS Water Grace BMW Pvt. Ltd, Nilothi STP Complex of DJB, Nilothi, Delhi- 41. (operatg at this site sce April, 2011, havg of 19 Tons /Day) These CBWTFs are havg Treatment Equipments i.e. Incerator, Autoclave, Shredder etc for the treatment and Disposal of the Bio Medical Waste collected from the Health Care Establishments Delhi. They are also havg Effluent Treatment Plant for the treatment of the waste water generated from their facilities. Monitorg reports for these Treatment Equipments are submitted by the CBWTFs to DPCC. DPCC /CPCB also carries monitorg of the CBWTFs Delhi from time to time. DPCC has given directions to all three CBWTFs for stallation of Onle Monitorg System for cerator operational parameters & CCTVs their facilities. Complyg with the said directions all the three CBWTFs have Onle Monitorg System. Earlier there were more than 50 cerators at the various hospitals Delhi (The cerators were as per the directions of Supreme Court of India for hospitals havg 50 beds or more). Now no Health Care Establishments have their dividual cerators. DPCC has taken view of not promotg dividual cerators as well as any more CBWTFs for treatment of Bio-Medical Waste Delhi. 90 Hospitals (66 Pvt. Hospitals & 24 Govt. Hospitals) have Effluent Treatment Plant (ETP) to treat the effluent generated from the Hospital. As per the decision taken by DPCC, Hospitals havg 50 beds or more are required to stall ETP for recyclg of treated effluent for use horticulture, air conditiong/coolg plants and flushg of toilets etc. Other hospitals are process of stallg ETP. To ensure control of pollution and efficient waste management, hospitals havg 50 beds or more have been asked to stall solar water heatg system (SWHS), Ra Water Harvestg and replacement of ordary bulbs with CFLs. Inspections of 57 Health Care Establishments were conducted the year 2013 & letter/ Show Cause Notices were issued for rectifications of deficiencies as per decision of BMW Committees. DPCC has issued several public notices the recent years for the proper management of Bio- Medical Waste (for Segregation, Sharp Waste Management, stallation of ETP etc.) Major part of the year 2013 was spent compliance of the various orders passed by National Green Tribunal Appeal no. 63 of 2012, the matter of Haat Supreme WastechPvt. Ltd & others Vs State of Haryana & Others where about 100 spections were conducted alongwith CPCB and others, actions were taken and status reports filed from time to time before the tribunal. Also, due to Delhi Assembly elections from October onwards all Env. Engeers of WMC-I (BMW Cell) were deputed for election duties. Mercury Waste Followg two agencies have been identified by DPCC for collection of the mercury from the Hospital/Health Care Establishments Delhi. (i) M/s Supreme Surgico, 262 / 425, Lane No. 8, Friends Colony Industrial Area, Shahdara,Delhi. (ii) M/s Anita Industries, 29, Bhagat Sgh Market, New Delhi. These agencies are engaged manufacture of Thermometers / B.P. measurg Apparatus etc. and the collected mercury from hospitals which is almost elemental form is used their manufacturg process. As of now, most of the hospitals Delhi have stopped usg mercury based equipments.
