This document, entitled AHERA/NESHAP Asbestos Inspection Report, was prepared for City of Anderson and the South Carolina Department of Health and Environmental Control (SCDHEC) with sound practices and procedures and in accordance with Asbestos Hazard Emergency Response Act (AHERA), Title II of the Toxic Substance Control Act (TSCA), SCDHEC Regulation , 40 CFR 61, and 40 CFR 763 for Asbestos Containing Materials (ACM) guidance. March 14, EXECUTIVE SUMMARY On February 22, 2018, SUMMIT performed a Limited AHERA/NESHAP Asbestos Inspection and paint chip sampling for the structure at 309 E Street in Anderson, South Carolina. This inspection was limited to the window glazing, and roofing shingles due to the unsafe condition of the structure. It is assumed that there are asbestos containing materials in this location and will be tested when found during demolition. The purpose of this inspection was to investigate available records for the specification of asbestos containing material (ACM), inspect the structures for suspect materials, sample and analyze suspect materials to test for asbestos, and assess the condition and location of the ACM and other characteristics of the structures. No records were available for review to determine the date the structures were built or the type of materials used during the construction. A homogeneous material is a material that appears to be uniform when properties such as age, color, and texture are compared. There were two (2) homogeneous suspect materials observed on the structure. The homogeneous areas are described in detail in section 3.0 of this report. Asbestos containing material (ACM) was not identified in during the course of this limited inspection out of the materials SUMMIT could access. SUMMIT is assuming that there is the possibility of more suspect materials inside that could not gain access to. The window glazing material is located on the window panes of the structure. The glazing material is currently in damaged condition with a potential for future damage. The material is non-friable and is classified as a miscellaneous material. The material was sampled and the results indicated that the material is classified as Asbestos Containing Material (ACM). The window glazing material contains 2% Chrysotile and there is approximately 8 windows containing this material. The sample analysis of the material is enclosed in Appendix A. A detailed map showing the locations of the sampling locations can be found in SUMMIT Documentation. 3.0 SUSPECT MATERIAL WG Window Glazing The window glazing material is located on the window panes of the structure. The glazing material is currently in damaged condition with a potential for future damage. The material is non-friable and is classified as a miscellaneous material. The material was sampled and the results indicated that the material is not classified as Asbestos Containing Material (ACM). The sample analysis of the material is enclosed in Appendix A. March 14, 2018 R Roofing The roofing shingles material is located on the roof, is currently in damaged condition and nonfriable with a low potential for disturbance. The material is classified as miscellaneous material. The roofing was sampled and is not classified as Asbestos Containing Material (ACM). The sample analysis is enclosed in Appendix A. A detailed map showing the sampling locations can be found in SUMMIT Documentation. 4.0 SUSPECT LEAD PAINT CHIP SUMMIT performed Lead-Based Paint Chip sampling for the structure located at 805 Beachwood Ave. in Anderson, South Carolina. The paint was sampled on the exterior of the house. The data collected is located in Appendix A. On February 18, 2018 SUMMIT personnel collected one (1) paint chip samples from the exterior portions of the house located at 309 E Street in Anderson, SC. LP White Exterior Paint Results The paint chip samples: Gray-Wood lead concentrations of: 7.6% by weight which is above the federal lead-based paint standard of 0.5% by weight. SUMMIT has determined that the exterior paint sampled is classified as Lead-Based Paint (LBP). 4.2 White Exterior Windows The paint chip samples: White-Wood lead concentrations of: 0.079% by weight which is below the federal lead-based paint standard of 0.5% by weight. SUMMIT has determined that the exterior paint sampled is not classified as Lead-Based Paint (LBP). This report is only intended for OSHA and disposal of lead-based paint demolition debris, not for HUD. 5.0 CONCLUSIONS AND RECOMMENDATIONS On February 22, 2018, SUMMIT performed a Limited AHERA/NESHAP Asbestos Inspection and paint chip sampling for the structure at 309 E Street in Anderson, South Carolina. This inspection was limited to the window glazing, and roofing shingles due to the unsafe condition of the structure. It is assumed that there are asbestos containing materials in this location and will be tested when found during demolition. March 14, 2018 Asbestos containing material (ACM) was not identified in during the course of this limited inspection out of the materials SUMMIT could access. SUMMIT is assuming that there is the possibility of more suspect materials inside that could not gain access to. Federal OSHA Standard 26 CFR has specific requirements relating to employee protection and notification during construction projects (including demolition and renovation projects) involving ACM as well as materials containing trace levels of asbestos which apply to this project. SUMMIT recommends complying with applicable OSHA regulations, which would include notifying the demolition contractor of the presence of asbestos. If the structure is to be renovated or demolished, a copy of this report and a notification of demolition or renovation forms must be submitted to The North Carolina Department of Health and Human Services (NC DHHS) Health Hazards Control Unit at least ten working days prior to these activities taking place. Bidders are responsible for their own calculations and estimates of quantities. Actual quantities may be more or less than indicated. Though every effort was made to examine wall cavities and other areas for pipe insulation, spray-applied or trowel applied surfacing material or other miscellaneous materials and other Presumed Asbestos Containing Material (PACM), this survey and report only deals with accessible areas of the building. There may be additional inaccessible areas above ceiling, behind walls and below floors that become evident during demolition or renovation activities. 10 METHOD: EPA 600 / R93 / 116 For samples easily separated into homogeneous layers, each component will be analyzed separately. The sample may not be representative of the larger material in question. Interpretation and use of test results are the responsibility of the client. Due to the limitations of the EPA 600 Method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles, mastic and roofing can be difficult to analyze by PLM. Reanalysis by Transmission Electron Microscopy (TEM) to verify results of <1% or None Detect for these materials is recommended.
