9 Challenges How to scale up without macroeconomic instability How do we raise the resources: ODA is very low. Need to increase this between times Increase domestic resources as external resources will not suffice. Key source of domestic resources is the private sector. How do we stimulate private sector growth Issue of sequencing: key sectors with multiplier effects. Capacity constraints the sectors capacity to implement the plans. Public service reform is included in the sectors Macroeconomic model will help dialogue with development partners Financing of modeling exercise is a key challenge. Involvement of other donors in the MDG process

10 STEPS IN BUILDING A MACROECONOMIC FRAMEWORK Government of Sierra Leone and UNDP working with Decision Support International (DSI) for the possibility of using their Generic Macroeconomic Framework (MF) model MF developed by DSI is meant to strengthen national development strategies by analyzing the effects of MDG investment planning on the economy and widening the scope of development policy options. DSI completed a scoping mission on implementation feasibility and data review in June 2007 During the mission, DSI assessed institutional and technical capacity acity to implement the GMF in Sierra Leone. The mission report stated that t this framework can be used in Sierra Leone as the data requirements, institutional and technical capacities are adequate. There are plans to engage the services of DSI to start the country roll out of GMF in Sierra Leone

11 NEXT STEPS Sierra Leone completes the implementation of PRSP I, December 2007 Preparing PRSP II by first quarter of 2008 Integrating the MDG/PRSP Needs Assessment and Costing into the next generation PRSP/national development strategy Debate on fiscal space continue: Development Partnership Committee (DEPAC)
