Who we are P i o n e e r s o f u r b a n s u s t a i n a b i l i t y ICLEI was founded in 1990, with the idea that a single municipality has a significant impact and that cumulative local actions can achieve tangible improvements in global sustainability. Today, ICLEI is a world-leading association of over 1,500 cities, towns, metropolises in around 100 countries, committed to building a sustainable future. In 100+ countries 850+ million people > 25% of the global urban population

ICLEI South Asia The South Asian regional chapter of ICLEI Local Governments for Sustainability. Established in April 25, 2005 Working with South Asian cities with funding support from various national and international partners by offering opportunities: participation in programs and projects information services, training and conferences South Asian Region India Afghanistan Bhutan Nepal Pakistan Bangladesh Sri Lanka Maldives Total Members as on Jan

Linkage to AdoptIUWM project EU funded project Adopting Integrated Urban Water Management in Indian cities (AdoptIUWM) Project cities: Maharashtra: Solapur and Ichalkaranji Rajasthan: Kishangarh and Jaisalmer Project partners ICLEI South Asia (Lead Partner) ICLEI European Secretariat Association of Flemish cities and Municipalities (VVSG) Solapur continues as one of the project cities under IAdapt project IUWM framework developed under AdoptIUWM project being extended to an IWRM framework under IAdapt project 4

AdoptIUWM: Project Overview Project to promote holistic understanding and planning of water resources in a city from source to reuse. Understanding of entire water cycle of the city IUWM based action plan for the cities Capacity building in project cities to plan water resources using IUWM principles Additional cities to be trained in IUWM IUWM based Toolkit for Indian cities along the lines of SWITCH Managing Water for the City of the Future Toolkit (for which ICLEI European Secretariat was one of the partners) Development of 2 pilot projects in each city to demonstrate alternative technology options, especially for urban poor Focus on water supply, sewerage, storm water drainage Interactions of waste with water cycle would be considered

IUWM PROCESS STAGE I PROCESS INITIATION AND PRELIMINARY ASSESSMENT OF EXISTING LEVEL OF INTEGRATION STAGE VI COMMUNITY INVOLVEMENT IN O&M STAGE II VISIONING, FORMULATION OF INTEGRATION TARGETS AND UNDERSTANDING THE URBAN WATER LOOP STAGE V PROJECT DETAILING AND COMMUNITY ENGAGEMENT IUWM PROCESS Stakeholder consultation across sectors STAGE III ACTION PLANNING FOR INTEGRATION STAGE IV STRATEGIC PRIORITIZATION

Summary of interventions in Solapur Implementation of IUWM toolkit in Solapur Formulation of Core Team and Stakeholder Committee for discussions on urban water sectors (water supply, wastewater, stormwater) Formulation of Vision for the city and Urban Water Loop mapping IUWM based Action plan 2 Pilot projects prioritized for implementation 7

Summary of interventions in Solapur IUWM based Vision Integrated Urban Water Management for Solapur City, with community involvement at all stages, by conserving resources, reuse of wastewater, tapping natural runoff potential, effective water management and sourcing water from multiple sources, with due focus on maintaining water quality & water quantity PILOT PROJECTS Revival of abandoned bore wells using rain water harvesting Intervention included under AMRUT proposal for revival of 200 borewells Revival of defunct community toilet As a result of stakeholder consultations, Lokmangal group undertook activities for desiltation of Ekrukh Lake 8

Solapur: Recharge of abandoned bore wells Series of abandoned hand pumps Consecutive drilling each year Area not catered by municipal infrastructure People dependent on water tankers and hand pumps for supply Community consultations and sensitization 9000 sqft of roof top area recharged Two stage filtration to avoid aquifer contamination 3 bore wells recharged Being considered for replication by city under state government programmes

AdoptIUWM to IAdapt IWRM framework to be developed under IAdapt project IUWM framework developed under AdoptIUWM project 11

IAdapt - Key research questions Project: Integrated Rural Urban Water Management For Climate Based Adaptations in Indian Cities (IAdapt) Donor: International Development Research Centre Duration: 3 years (15 Jan Jan 2020) A. How can the adaptive capacities of cities be enhanced by adopting an IUWM based approach at the city level and extending it to catchment level? B. Which levers and incentives are most effective for enabling participation by key stakeholders (grass root organizations, NGO s, local body heads etc) in sustaining continuous dialogue on water resource management and adopting an IUWM based approach? C. What are financial mechanisms that could promote and adequately compensate stewardship of watershed services in catchment areas of cities, to support the successful implementation of an IUWM approach?

IAdapt: Overall Objective To institutionalize climate change adaptation in city and catchment policy and planning, by implementing climate proof Integrated Urban Water Management (IUWM)/ Integrated Water Resource Management (IWRM) approaches through: participatory Planning, simple decision making support tools, catchment level action plans multipronged financing approaches 13

14 I Adapt: Project Partners ICLEI LEAD PARTNER: - Local Governments Focus city: Solapur for Sustainability South Asia Project management and reporting to IDRC Extending IUWM framework developed during the ADOPTIUWM project Project activities in Solapur ICLEI - Local Governments for Sustainability-South Asia, is the world's leading association of more than 1000 metropolises, cities, urban regions and towns. Over 10 years, ICLEI South Asia is working with local governments to achieve tangible improvements in regional and global sustainability through local initiatives Athena Infonomics LLC CONSULTANT: Focus city: Vijaywada Development of Climate-based Decision-Support Tool (DST) Project activities in Vijaywada In International Water Management Institute (IWMI) PARTNER: Inputs towards Climate-based Decision-Support Tool (DST), Extension of existing Training modules on IUWM developed by IWMI, Research support to local institutes in Solapur and Vijaywada, Ethics Review for the proposal A non-profit, scientific research organization focusing on the sustainable use of water and land resources in developing countries. Indian Institute of Technology, Madras (IIT M) PARTNER : Hydrological and climate modeling for both catchments Research support to local institutes Ethics review for proposal Indian Institute of Technology Madras is one among the foremost institutes of national importance in higher technological education, basic and applied research.

IAdapt: Specific objectives A. Expanding an existing IUWM framework to catchment area while addressing challenges presented by climate change for improved water security at catchment level. B. Developing multi-stakeholder platforms to bring together rural and urban stakeholders and/or upstream and down-stream users to enable greater exchange of information and promote collaborative action and planning for improved water management. Special focus will be laid on marginalized communities. C. Scientifically informed and participatory Catchment Management Plan formulation for long term water security and management at catchment level by including urban and rural stakeholders. D. Capacity building of stakeholders on various aspects of IUWM, climate change, scientific decision making and project financing. E. Creation of a compendium on innovative financing options for IUWM and IWRM, with focus on innovative approaches, facilitated through cross learning.
