1 Introduction: Ranch at Orange Blossom Phase 2A TRAFFIC IMPACT STATEMENT June 2016 Phase 2A of the Ranch at Orange Blossom includes the development of +/ acres with 393 residential units, located on the north side of Oil Well Road, approximately 1.7 miles east of Immokalee Road in Collier County, Florida. Currently, phases 1A and 1B have been approved for development and consist of 381 residential units. The site will be accessed directly from Oil Well Road and the proposed build-out of this phase is Objective: The objective of this Traffic Impact Statement (TIS) is to provide a Level of Service (LOS) impact analysis for the surrounding roadway network based on the proposed use of the subject parcel. The report will also provide turning movement distribution at the project entrance, so the need for signalization can be evaluated. Methodology: Traffic equations and rates from OTISS, Version 4.0.3, are used to determine AM and PM peak hour. Calculations are provided for the following conditions, in accordance with the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9 th Edition. Table 2 below shows the anticipated project generated traffic with the applied internal capture. 2 Utilizing the same percentage of trip distributions established for residential use in the previously approved TIS, the net external, peak hour, project generated traffic volume on surrounding roadways are shown in Table 3 below. Significantly impacted roadways are identified below based on the 2%-2%-3% criteria. Existing conditions of the surrounding roadways are given in the Collier County 2015 Annual Update and Inventory Report (AUIR) and are reflected in Table 4 below. 3 Level of Service Analysis: The existing direct roadway link is a 4-lane, divided, collector roadway with no scheduled improvements per the 2015 AUIR. The projected background traffic is determined by the growth method resulting in the highest volume of traffic. Both historical growth and AUIR Trip Bank data was analyzed for this purpose, as shown below. The Annual Growth Rates for each roadway link was established as part of the 2015 AUIR, using Collier County Traffic Counts from 2008 to Each calculated annual growth rate was restricted to a minimum of 2% and maximum of 4%. The growth rates for each link are shown in Table 5 below, however the 2018 Projected Background Traffic is controlled by the 2015 AUIR 1/7 th Trip Bank Method for all segments, given the higher projected volume of traffic. 4 Utilizing the PM Peak Hour, Peak Direction proposed trips as determined in Table 4 above, with the calculated 2018 Background Traffic found in Table 5 above, the total peak volume at Phase 2A build-out is shown in Table 6 above. As established in the Collier County Transportation Regulations and 2015 AUIR, the Service Volume for each roadway link was compared to the projected build-out volume to determine sufficient capacity on all analyzed links. There are no anticipated LOS issues for the proposed phase and the capacity analyses indicated that acceptable operations are projected for the roadway links at the build-out of Phase 2A.
