3 What is an Environment Improvement Plan (EIP) Environment Protection Authority Victoria (EPA Victoria) defines an Environment Improvement Plan (EIP) as a public commitment by a company to improve its environmental performance. An EIP is usually developed between company representatives, environmental and planning regulators and surrounding communities and outlines areas for improvement including actions and time lines. An Environment Improvement Plan can be as simple as a list of identified actions to be undertaken that will have a positive influence on improving environmental outcomes. It may look at a selection of activities to be undertaken over time to reduce environmental impacts. It can be part of meeting International Standard for Environmental Management, as the Environment Improvement Plan is part of the continual improvement process. Communication and engagement with the community on environmental issues can be included into the Environment Improvement Plan in an EIP. 3

4 Hazelwood's Environment Improvement Plan Hazelwood s Environment Improvement Plan has been produced with input from, and is reviewed by, its Environment Review Committee. The Environment Review Committee consists of the following representatives: - Local community representation from: Two x Latrobe City Council Four x community members representatives covering: Local Victorian Farmers Federation Latrobe Field Naturalists club Morwell River wetlands, Federation University - Environment Protection Authority environment regulator - Department of Economic Development Jobs Training & Resources mining regulator - West Gippsland Catchment Management Authority - Hazelwood environmental staff - Hazelwood Mine and Power Station Directors Hazelwood reports to the Environment Review Committee quarterly on progress of the Environment Improvement Plan, and environmental performance and compliance. Hazelwood's Environment Improvement Plan number 5 was endorsed by the committee in May

5 Background of Hazelwood Environment Improvement Plans Hazelwood s first Environment Improvement Plan was adopted in It contained 31 action plans to be carried out over four years, total 69 actions in all. - This include major items such as Precipitator upgrade program, reducing dust emissions to the environment, and installing a cooling tower on the discharge from Hazelwood Cooling Pond to the river. Further Environment improvement plans have been produced over following years: EIP version no. 6 How has Hazelwood s Environment Improvement Plan been developed? The Hazelwood Environment Improvement Plan was developed by: - Identifying risks from the sites Environmental; Aspects and Impacts risk register. - Reviewing incidents/events/audit items to identify better controls/procedures/monitoring. - Looking at monitoring results to see where potential environmental impacts may occur. - Identifying community concerns, changes to regulations, stakeholders input. - Looking at future major projects and influencing better environmental outcomes. 6

7 What does an Environment Improvement Plan look like Hazelwood s Environment Improvement Plan comprises a list of proposed actions or activities to improve environmental performance, and expected completion dates. Importantly it documents the action area, the plan, responsibility, due date, opportunity for Improvement No. (to allow tracking) and % completion. It enables progress report to be made on a regular basis, quarterly. 8 Hazelwood s current Environment Improvement Plan (No 5) The current Environmental Improvement Plan contains 106 actions to be completed by actions were completed by the end of The remaining 70 are planned to be completed over the next three years. Any remaining items are that are incomplete are rolled over into the next EIP. Environmental Aspect Risk/impact item Air monitoring Local and regional air quality particulates (dust). 13 Corporate Social Responsibility Community Program As a member of the local community GDF SUEZ has a long-term commitment to the Latrobe Valley. Our Corporate Social Responsibility program has seen the company allocate $600,000 to community groups in the area this year through our Community Partnerships. Thirty Latrobe Valley community organisations and projects will benefit with support aimed at increasing social capital and making a real contribution to the fabric of the Latrobe Valley in the areas of: - Education. - Environment. - Youth Development. These community groups and organisations form part of our broader stakeholder engagement program and are regularly updated on the Latrobe Valley assets, Hazelwood and Loy Yang B, business performance, progress and activities. Senior management meet regularly with a range of stakeholders including community members, local members of state and federal parliament, industry representatives as part of our ongoing stakeholder engagement strategy. 13
