2 Program Description The Weld County Business Hazardous Waste Assistance Program provides a safe and affordable disposal option for Very Small Quantity Generators (VSQG) (as defined in the Colorado Hazardous Waste Regulations, 6 CCR , Part 260, Section ) in Weld County. This voluntary program is fee based and operated at the Weld County Household Hazardous Waste Greeley Collection Facility. A VSQG is a business that is exempt from most state and federal hazardous waste disposal regulations as long as it generates very small quantities of hazardous waste and ensures delivery of its waste to a facility that is permitted to receive it. Some examples include: Auto repair shops cleaning solvents, used oil, and antifreeze Woodworkers solvents, varnishes, and stains Exterminators pesticides and herbicides Print shops cleaning solvents and inks Photo shops developing and fixing solutions Painting contractors paints and solvents Other businesses wastes that are not hazardous, but are restricted from the landfill, such as latex paints and motor oil. This program may save your business money, it will ensure proper disposal of your business s hazardous wastes, and will provide suggestions for waste minimization. To use the program your business must: Be located within Weld County. Generate waste that is classified only as Very Small Quantity Generator (VSQG) waste, as defined in the Colorado Hazardous Waste Regulations (6 CCR , Part 260, Section and Part 262, Section ). Have an EPA ID number (6 CCR , Part 262, Section ). This packet will provide you with step-by-step instructions for determining if your business qualifies to participate in this program and how to enroll. Once enrolled in the program your hazardous waste will be accepted, by appointment, at the Weld County Household Hazardous Waste Collection Facility located at 1311 N. 17 th Ave., in Greeley. All waste received through this program will be processed for appropriate disposal.

4 Disposal Requirements for VSQGs To determine if your business meets the requirements for participation in this program, ask yourself the following questions and then read the responses. NOTE: The following requirements are found in the Colorado Hazardous Waste Regulations (CHWR, Part ,) or the Colorado Code of Regulations (6 CCR , Section ). The requirements covered here are general requirements. You are responsible to determine your generator status. To be sure that you are a VSQG please refer to Part , CHWR, or 6 CCR , Part A regulatory citation beginning with 6 CCR follows each regulatory requirement listed in this publication. These citations help to determine where to look in the Hazardous Waste Regulations for the specific regulatory language pertaining to that requirement. Knowing the regulations that apply to your specific situation is vital in maintaining your company s compliance with the hazardous waste regulations. Copies of the Colorado Hazardous Waste Regulations can be obtained by calling the Colorado Department of Public Health & Environment, Hazardous Materials and Waste Management Division at (303) , or online at Am I a Very Small Quantity Generator (VSQG)? You Are a VSQG if: 1. You do not generate more than 100 kilograms [kg] (approx. 220 pounds) of hazardous waste in a calendar month. Refer to 6 CCR , Part 262, Section (a)(3). 2. You do not generate or have on site more than 1 kg (approx 2.2 pounds) of acutely hazardous waste in one calendar month. Refer to 6 CCR , Part 261, Sections (a)(3). 3. You never accumulate 1,000 kg or more (approx 2,200 pounds) of hazardous waste. Refer to 6 CCR , Part 262, Section (a)(4). Do I have to identify the waste myself? The answer is YES. A VSQG must identify all hazardous wastes that it generates as defined in 6 CCR , Part 262, Section What wastes do I consider to determine my generator category? You MUST consider the following: 1. All quantities of characteristic (6 CCR , Part 261, including Section and Subpart B and Subpart C) hazardous wastes that are accumulated on your property for any period of time before disposal or recycling. 2. All quantities of characteristic and listed hazardous wastes that are packaged and transported away from your business. 3. All quantities of characteristic and listed hazardous wastes that are placed directly in a regulated treatment or disposal container or tank at your facility. 4. All quantities of characteristic and listed hazardous wastes that are generated as still bottoms or sludges and removed from accumulation tanks or containers.

5 You DO NOT need to consider the following: 1. Wastes that are specifically exempted such as latex paint, motor oil, joint compound, oil filters, universal wastes (6 CCR , Part 273) such as some batteries, some pesticides, some thermostats, some aerosol cans, and some lamps. 2. Wastes that may be left in the bottom of containers that have been thoroughly emptied through the usual, customary, and conventional practices of your company such as pouring or pumping. 3. Wastes that are reclaimed continuously on site without storing prior to reclamation, such as drycleaning solvents. 4. Wastes that are left as residue in the bottom of tanks storing products, if the tank continues to store these products and if the residue is not removed from the product tank. 5. Wastes that have already been counted once during the calendar month, and are treated on site or reclaimed in some manner and used again. Do I Need an EPA Identification Number if I am a VSQG? The answer is YES. This program requires that you have an EPA ID number. To obtain an EPA ID number, contact the Colorado Department of Public Health & Environment Hazardous Materials & Waste Management Division at (303) and ask for the Hazardous Waste Notification Form (6 CCR , Part 262, Section ). This form can also be found at *You may not be required to have an EPA ID number if you only generate wastes defined under Universal Waste Management (6 CCR , Part 273). It is your responsibility to determine if you need an EPA ID number. What if I am a Small or Large Quantity Generator, can you take my hazardous waste? The answer is NO. If you are a Small or Large Quantity Generator, then you do not qualify for our program. 6 Application This form (below) will act as your application for participation. It will also provide us with an initial idea of the type and quantity of waste that you normally generate. If there is a waste listed that we do not normally deal with, please be prepared to provide us with the appropriate SDS or other forms of identification (i.e., lab test results) of material needing to be disposed of. Table Directions: 1. Accurately describe each waste stream. Submit copies of SDS or written documentation for each waste stream described. 2. Indicate physical state as being solid (S) or liquid (L). Also indicate if waste is new (N) or used (U). 3. Indicate the total pounds or gallons produced in a typical month. 4. 9 Unacceptable Waste 1. Radioactive Materials, such as old radioactive medicines, instrument standards, smoke detectors. 2. Asbestos and asbestos-containing materials. 3. Shock Sensitive Materials, or materials that may explode with jarring, moving, or unscrewing of the lid of the container. Picric acid that has crystallized is included here. 4. Water Reactive Materials, or materials that may ignite, explode, or react violently with water, humidity, or the moisture on the hands. 5. Biological Materials, such as syringes, needles, bandages, dialysis supplies, IV equipment, and gray and black water wastes. Includes culture media in petri dishes and jars of bacterial and fungal cultures. 6. Construction Materials, such as lumber, concrete, drywall, shingles, bricks, windows, doors, plumbing, and electrical box and wiring wastes. Mercury containing thermostats are acceptable. 7. Explosive Materials, such as bullets, shotgun shells, gunpowder, guns, rifles, mining explosives (dynamite, blasting caps), fireworks, and military ammunition and explosives. 8. Refrigerators, Freezers, Air Conditioners. Refrigerants must be removed prior to disposal at the landfill. 9. Business and Home Appliances, such as water heaters, swamp coolers, fans and squirrel-cage blowers, water coolers, humidifiers, microwave ovens 10. Non-hazardous trash, such as empty containers, that is intended for and accepted at the landfill. 11. Medications, such as over-the-counter, or prescription (all types). 10 Typical Waste Streams & Associated Disposal Fees The attached price sheet can be used to estimate your disposal expense. Please be aware that this price sheet will be revised periodically, based on our own disposal costs. If it has been awhile since you have brought waste to us, you may want to call to receive updated prices. Prices for any necessary analytical services will be determined by the testing laboratory used. Prices for disposal of acutely toxic waste will be determined by the current disposal contractor. Prices may also vary for unforeseen circumstances, such as special packaging requirements or special handling. There is a minimum charge of $15.00.
