15 WATER PLANNING COMMITTEE DISCUSSION OUTLINE Date: December 15, 214 Originator: Jesús R Gastélum Water Resources Subject: OVERVIEW OF CADIZ VALLEY CONSERVATION, RECOVERY, AND STORAGE PROJECT BACKGROUND AND RECOMMENDATION Staff is currently engaged in an Integrated Resources Planning (IRP) process that evaluates the District s near-term and long-term water supply needs. As part of the IRP process, water supply projects were identified to address near-term supply needs. These projects focus on maximizing EVMWD s current assets in the Lee Lake, Warm Springs, and Elsinore Valley groundwater basins, as well as optimizing recycled water use in the Canyon Hills area. Staff is also evaluating a variety of projects such as the feasibility of an indirect potable reuse, desalination, conservation, water transfers and exchanges etc. to meet the District s long-term water supply needs. The feasibility of the Cadiz Valley Water Conservation Project (Cadiz Project) is being evaluated as a potential water supply project for the District. The purpose of this presentation is to provide an overview of the Cadiz Project to the District s Water Planning Committee. The presentation will cover details such as the project background, feasibility, reliability, and associated costs. 17 WATER PLANNING COMMITTEE DISCUSSION OUTLINE Date: December 15, 214 Originator: Subject: Margie Armstrong-CFO - Finance PROPOSED AMENDMENT TO ADMINISTRATIVE CODE SECTION 393(E) REGARDING RDING DEDICATION OF WATER RIGHTS. BACKGROUND AND RECOMMENDATION On March 27, 214, the Board of Directors approved an amendment to the Administrative Code Section 393(E) regarding the dedication of customer water rights. As part of the District's efforts to manage local water resources, the amendment solidified the submittal and recordation of the conveyance of water rights. The staff has established procedures and the amendment has been implemented. The intent of the Administrative Code revision was to acquire the water rights in developer projects with a significant land mass in an effort to provide better local water basin management. However, the Administrative Code encompasses all new development. The Board has suggested that individual property owners developing one single-family residence be exempt to these new conveyance of water rights requirement. This proposed amendment will include the exemption to the current water dedication policy. ENVIRONMENTAL WORK STATUS Not Applicable FISCAL IMPACT Within Budget - None
