The past decade witnessed the rapidly growing trade and investment in clean energy and related goods and services. The development of renewable energy so far, however, is not sufficient to make global energy supply secure, inclusive and sustainable. 2. A carefully crafted mix of trade and industrial policies can contribute to a more rapid deployment of more efficient, cleaner technologies that promote low carbon growth and energy security. Both private and public sector stakeholders have the responsibility for collaborative action on renewable energy. 3. China is the largest producer and exporter of clean energy goods, and is thus vital for the global market and the evolution of the rules of game. New innovative approaches could bring together the multitude of issues relevant to technology cooperation, investment and facilitating trade in clean energy, such as tariff and non-tariff barriers, subsidies, procurement, services, and trade facilitation.

2 Therefore, the market trends and rules of renewable energies are critical for China in the context of widespread access to energy and mitigation of climate change. To address potential conflicts, an innovative policy framework at both domestic and international levels has been suggested. The ICTSD based in Geneva and Shanghai WTO Affairs Consultation Centre have been at the forefront of research in related areas, such as the publications listed below. Fostering Low Carbon Growth: The Case for a Sustainable Energy Trade Agreement, November Facilitating Trade in Services Complementary to Climate-friendly Technologies, October Feed-in Tariffs for Renewable Energy and WTO Subsidy Rules: An Initial Legal Analysis. August Technology Mapping of the Renewable Energy, Buildings, and Transport Sectors: Policy Drivers and International Trade Aspects, May Objective The conference is aimed at enhancing the exchange of views of clean energy s market and rules among Chinese and international stakeholders including government officials, business leaders and scholars, so as to generate better understanding of the related issues and promote the development of clean energy in China and at the global level. The event has four specific objectives: 1. Sharing the latest insights on trade in clean energy technologies with and among experts from the private sector, think tanks and government; 2. Analyzing the prospects for clean energy development at the domestic and global levels; 3. Strengthening interactions between trade and energy policy makers from different ministries, and the private sector; 4. Serving as a platform to engage relevant stakeholders in the international discussions on the initiative of Sustainable Energy Trade Agreement (SETA).
