1 SEforALL Global Tracking Framework: Asia-Pacific Results and Energy Access/Gender Metrics 6 June 2017, Tuesday, 9.00AM 12.30PM ADB Headquarters, 6 ADB Avenue, Mandaluyong City 1550, Metro Manila, Philippines Overview SDG 7, one among the 17 globally adopted Sustainable Development Goals [SDGs] seeks to ensure access to affordable, reliable, sustainable and modern energy for all by The UN and various partnerships including the Sustainable Energy for All [SEforALL] initiative, a multistakeholder partnership between governments, the private sector and civil society, co-chaired by the Secretary-General of the UN and the World Bank, are committed to achieving SDG7. The Global Tracking Framework [GTF] measures how the world is progressing toward Sustainable Energy for All, tracking country-level indicators for energy access, renewable energy and energy efficiency. The second edition of this report published in 2015 shows that while the world is moving in the right direction, we have to accelerate efforts to reach sustainable energy goals by The 2017 edition of the GTF will be presented at this DDW. Presenters will discuss the GTF s global methodology and results, followed by a specific focus on the regional chapter on the Asia-Pacific. Having credible data is key to determining where we are in achieving these common goals, and where efforts need to be strengthened. The findings of programs concerned with effective measurement of energy access, and assessing linkages between energy access, poverty, and gender equality, will be presented. Presenters will relate their programs findings to the GTF, and how the results and findings will provide useful tools for stakeholders. 1. The ENERGIA Gender and Energy Research Programme is focused on the development of metrics, indicators and methods to assess and interpret energy access and its links to poverty and gender equality. This DFID funded programme is developing the evidence base for improving the effectiveness of energy investment by understanding and addressing women s needs for modern energy services through empirical research. 2. The research work that the University of Oslo together with The Energy and Resources Institute (TERI) is conducting in India looks at the national energy policies, international energy frameworks and other conditional factors to account for electricity s impact on gender equality and women s empowerment in selected contexts, and proposes a

2 framework for analysing how and why electricity might generate a set of gender outcomes and impacts in a given context. The second half of the session will give representatives of Asia-Pacific governments involved in the GTF the opportunity to present: Their own national/sub-national energy access planning approaches, and what has and has not worked How GTF access data aligns with, or may be useful for, country-level access-related initiatives, and what needs to be done to involve more countries to contribute to such work Participants will have a chance to ask questions of the workshop presenters before synthesis and wrap-up. 4 Speakers Vivien Foster, Global Lead (Energy Economics, Markets & Institutions) and Practice Manager, Energy & Extractives, World Bank Vivien Foster has positioned the World Bank as a Knowledge Hub for the Sustainable Energy for All initiative through developing a program of data-driven flagship global knowledge products. These include the Global Tracking Framework and Readiness for Investment in Sustainable Energy, in collaboration with numerous external agencies. Kim Roseberry, Consultant, United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) Kimberly Roseberry works as a consultant to the Energy Division of UNESCAP. She holds a bachelor's degree in Asian Studies from Dartmouth College and a master's degree in Sustainability and Environmental Management from Harvard University. Following several years of work with both public and private sector institutions in the U.S. and China, she joined UNESCAP in Her efforts are currently focused on sustainable energy research and knowledge dissemination within the Asia-Pacific region. She led the development of the Asia Pacific Energy Portal, which serves as the data and policy information foundation for UNESCAP's ongoing analytical work and dialogues on energy, and has also participated in the implementation of renewable energy access projects within the region Annemarije Kooijman-van Dijk (PhD), Programme Coordinator, Gender and Energy Research Programme, ENERGIA, hosted by Hivos Annemarije Kooijman coordinates the research by 6 international consortia in the Gender and Energy Research Programme. This research programme, funded by DFID, provides evidence from 12 countries to guide policy and practice to increase energy access to all and to support the gender equality impacts of energy interventions. The development of indicators on energy access and on impacts on increasing gender equality is crucial to the substantiation of this evidence.

5 Debajit Palit, Associate Director, TERI Mr Debajit Palit works in the field of clean energy access, distributed generation, rural electrification policy and regulation, solar photovoltaics, and biomass gasification. Mr Palit joined TERI in 1998 and has been since working on projects related to technology adaptation, resource assessment and energy planning; project implementation; policy and regulatory studies; monitoring and impact assessment; and capacity building. He has vast national and international experience working in projects for UN organisations, the World Bank, Asian Development Bank and national governments across India, Bangladesh, Bhutan, Cambodia, Myanmar, Nepal, Philippines, and Thailand in Asia; and Ethiopia, Kenya, Liberia, Sierra Leone, and Uganda in Africa. He is also leading the 'Lighting for All' Working Group under the Energy for All Partnership of Asian Development Bank. Mr Palit holds a Masters degree in Physics and has completed post graduate diploma in Non- Conventional Energy Technology. Professor Li Jingming, Director, Division of Renewable Energy, Rural Energy and Environment Agency (REEA), Ministry of Agriculture (MOA) Vice Chairman Executive Secretary-General, China Biogas Society (CBS) After graduation from Tsinghua University in 1984, Mr. Li Jingming worked in Chinese Academy of Agricultural Engineering Research and Planning (CAAERP), Department of Environmental Protection and Energy (DEPE), Ministry of Agriculture (MOA), and Center for Science and Technology Development, MOA respectively. He has rich experiences on policy study, R & D, administration management and technology dissemination on Rural Energy and Environmental Protection. Now, he is the Director of Renewable Energy Division, Rural Energy and Environment Agency (REEA), MOA. He is also the Secretary General of China Biogas Society (CBS) and the Deputy Editor of China Biogas as well as the Secretary General of National Biogas Standardization Technical Committee (SAC/TC515) and the Chairman of ISO Biogas Technical Committee (ISO/TC255).

6 Tri Mumpuni, Executive Director, IBEKA. Tri Mumpuni is an agriculture engineer who has been campaigning for decades to replace diesel power plants with micro hydro plants to develop economic growth in rural Indonesia. She has worked on renewable energy production with key stakeholders including the Indonesian Ministry of Energy and Mineral Resources and the Indonesian State Electricity Company (PLN). Her organization, People Centered Business and Economic Institute (IBEKA), has successfully installed more than 60 micro hydro projects as well as solar photovoltaic technology for water pumping system across Indonesia. She pioneered the Community Private Partnership Model to build small power plants in which the community owns 50% share and the private sector 50%. Ram Prasad Dhital, Executive Director, Alternative Energy Promotions Center (AEPC) and Solar Program Manager, National Rural and Renewable Energy Program (NRREP)/AEPC. Mr. Dhital is an expert in renewable energy (RE) development with over 16 years of experience in ensuring efficient and effective implementation of off grid energy projects in Nepal, Afghanistan and Vanuatu. He is responsible for the management of alternative energy sector in Nepal under AEPC.
