Seite 1 / / Links between FD and WFD Links between the Floods Directive and the Water Framework Directive , PLANALP Conference Clemens Neuhold, BMLFUW

Seite 2 / / Links between FD and WFD Content EU-Flood Directive 2007/60/EC EU-Water Framework Directive 2000/60/EC Links European level National implementation Local (measure) level Best practice

Seite 3 / / Links between FD and WFD Links FD WFD document a European perspective Document derived by WG F core group approved by Water Directors in Vilnius 3-5 December 2013 Aims at identifying potential synergies in the implementation of both directives Limited experience in coordinating both directives Discusses possible synergies and conflicts

Seite 4 / / Links between FD and WFD Floods Directive Establish a framework for the assessment and management of flood risk aiming at the reduction of adverse consequences Human health Environment Cultural heritage Economic activity Adopted in 2007 (triggered by 2002 flood)

Seite 5 / / Links between FD and WFD Floods Directive For areas of potential significant flood risk (APSFR) delineated in the frame of the preliminary flood risk assessment (PFRA) Establish a process for producing flood hazard maps and flood risk maps (FHRM) in order to address the flood risk Set up of flood risk management plans (FRMP) under public information and consultation. Addressing all aspects of flood risk management focussing on prevention, protection, preparedness, including flood forecasts and early warning systems and taking into account the characteristics of the particular river basin Based on objectives, measures and prioritisation Six year cycle of planning

Seite 6 / / Links between FD and WFD PFRA / APSFR; FHRM

Seite 7 / / Links between FD and WFD Floods Directive Flood risk management plans until Harmonized with WFD River Basin Management Plan The younger FD already includes the obligation (Internationally) shared river basins need coordination No increase of flood risk to neighbouring countries (due to measures) Public information and consultation a key issue

Seite 8 / / Links between FD and WFD Water Framework Directive Concerned with the protection of water as a resource Promote a sustainable use of water and The aim of reducing water pollution Improve and integrate the way water bodies are managed throughout Europe (Catchment based integrated water resources management) Contribute to mitigating the effects of floods and droughts Framework of community action in the field of water policy Adopted in 2000

Seite 9 / / Links between FD and WFD Water Framework Directive 2 nd River Basin Management Plan ( ) (1 st plans were adopted 2009 (now in the second cycle)) Analysis of the impacts of human activity on water environment Sets environmental objectives for groundwater bodies and surface water bodies Defines a programme of measures to improve water bodies Aims at reaching a good status (chemical, ecological and quantitative)

Seite 10 / / Links between FD and WFD Status, Risk Assessment Hydromorphological Conditions in Austria s rivers Morphological pressures River continuity Hydrological pressures Risk Assessment Hydromorphology

Seite 11 / / Links between FD and WFD Reasons for coordination Specific coordination offers the opportunity to optimising synergies and minimising conflicts Overlap of legal and planning instruments (at least in Austria ) Both directives promote a catchment based approach Potential in aiding the (resource) efficiency of implementing measures Improved identification of win-win measures (influence on cost-benefit analyses) Foster integrated approach

Seite 12 / / Links between FD and WFD Reasons for coordination A step to a holistic approach in water management FHRM could contain information for e.g. morphological pressures Active involvement of interested parties FD-WFD coordination Presenting information to the public in one place Collecting data once Identify areas where measures can meet both FD and WFD Integrated river basin management There are many measures that aim to reduce flood risk having multiple benefits for water quality, nature and biodiversity, regulating water flows and groundwater recharge River and flood plain restoration

Seite 13 / / Links between FD and WFD Conclusions Links are generally discussed on an administrative level Already a strong link due to wording, approach, implementation cycle Impacts vs. preliminary flood risk assessment Environmental objectives vs. appropriate objectives Programme of measures vs. measures Reaching good status vs. reducing adverse consequences joint reporting?? Links work quite well in practice!!
