1 A100 Administrative Services Manager Responsible for direction of the functions of graphics and reproduction, records and facility mapping, mail and messenger services, switchboard, and other general office functions. A110 General Services Manager Responsible for planning, managing, coordinating, and administering the General Services functions of records and control, warehousing, and purchasing. A120 Fleet/Building Maintenance Manager Plans, manages, directs, and supervises the operation and maintenance activities of the various skilled craft shops in the Section, and the fleet maintenance, transportation, and building and grounds maintenance functions. A130 Information Services Manager Responsible for all Information Services activities including: equipment selection, systems analysis, and programming, and operations. Provides liaison with authorized users of information processing services, and develop techniques and methods for improving departmental activities. A140 Environment Manager Plans, supervises, directs, and evaluates the effectiveness of environmental programs. A320 Programmer/Analyst Senior Under general supervision, performs systems analysis and programming activities on most difficult systems and on major projects. May provide technical direction to less skilled Programmer/ Analysts. Typically has Bachelor s Degree in related field, and five or more years of experience. D100 Water Operations Manager Responsible for the operation of the water distribution system and control of the flow of filtered water into and throughout the system; plans and supervises the operation of all pumping stations and distribution reservoirs; supervises leak detection activities and 24-hour service department. D110 Water Maintenance Manager Responsible for the construction and maintenance of the finished water distribution system and related facilities. D120 Water Distribution Operator Associate Under direct supervision, performs tasks related to the operation of a water distribution system. Usually holds or is working on first level water distribution certification. Typically has 0 2 years of experience and may be an operator in training. D130 Water Distribution Operator Intermediate Operates and maintains a water distribution system. Usually holds or is working towards an intermediate level water distribution certification. Typically has 2 4 years of experience. D140 Water Distribution Operator Senior Operates and maintains a water distribution system. Is fully qualified to perform the most complex functions and may direct the work of other operators. Usually has a high-level water distribution certification. Typically has five or more years of experience and may act in a lead role, directing the activities of lower level operators. D200 Controller Water Responsible for operating and monitoring electronic water delivery control systems (SCADA) from a centralized control room to meet water system demands and water quality. Typical duties might include: assuring control and flow of water through all departmental water systems, constant monitoring, adjusting and maintaining of pressures within all water distribution systems, monitoring changing weather conditions and forecasting daily water consumption/production requirements, coordinating operations, and maintenance of major water system equipment AWWA COMPENSATION SURVEY 26

3 D210 Controller Supervisor Water Supervises, directs, and evaluates the water controllers. Ensures all SCADA points are operating correctly on the water and wastewater systems. Monitors and controls all water pressures, pump stations, and wastewater lift stations. Coordinates operational activities such as planned outages and bringing assets on/out of service. May performs various modeling and scenario planning to identify operational efficiencies. D220 Collection Specialist Responsible for performing a wide variety of skilled activities related to operating, inspecting, and maintaining systems and equipment. May operate rodding machine, high pressure jet cleaning and eductor system, specialized equipment for the removal of roots and debris, and CCTV equipment. D230 Corrosion Tech Incumbents are responsible for inspecting, installing, troubleshooting, and testing on galvanic and impressed current (rectified) cathodic protection systems related to water and wastewater pipelines, underground storage tanks, aboveground storage tanks, high voltage electric conduits, pump facilities, and plant facilities. Designing of corrosion control systems for standard projects. Maintaining appropriate records and preparing work order requests. D240 GIS Analyst Uses GIS technology to analyze and describe variables in a geographic location. Extracts data, performs analyses, and presents conclusions and recommendations. Works under general supervision. Typically requires a Bachelor s degree and 4 6 years of relevant experience. D250 GIS Tech Generates high-quality maps and documents for internal customers, local land developers, contractors, and other community customers using ArcGIS and ArcMAP applications. Performs edits in an Esri multiuser/single-user Geo-database. Requires 1 3 years of experience. D260 Leak Survey Specialist Incumbents are responsible for detecting and reporting water leaks in main lines, valves, and hydrants by performing systematic search surveys in designated areas and responding to calls for assistance. Uses sound and computerized equipment in completion of surveys to determine leads and to pinpoint locations. D270 Pipefitter Responsible for installing, maintaining, and repairing water and wastewater distribution, transmission, and service lines. Typically has at least four years of experience as a water pipefitter. E100 Engineer Associate Under direct supervision, performs a variety of routine professional level engineering work involving both office and field activities. Typically has a Bachelor s Degree in Engineering and 0 2 years of experience. E110 Engineer Intermediate Under supervision, performs a variety of complex and advanced professional level engineering work involving both office and field activities. Typically has a Bachelor s Degree in Engineering and 2 4 years of experience. Responsible for the short and long range strategy of the organization subject to review by the Board. L105 Top Planning Executive Responsible for functions relating to raw water development planning, protection and operation; hydraulic system planning; demographics, land use and plan review; and capital program development, both long and short range. L110 Top Operations & Maintenance Executive Directs and administers the Operations/Maintenance Division functions of Source and Supply, Water Treatment, Water Quality, Water Control, Transmission and Distribution, Maintenance and Process Control. L115 Top Engineering Executive Responsible for administering all engineering/construction programs, including special projects and the design and construction of Departmental facilities. T100 Water Treatment Plant Manager Responsible for all operations of a single water treatment plant, including staffing, training, directing operations, maintenance and budgeting. T110 Water Quality/Lab Manager Responsible for the direction, administration, and operation of the water quality laboratory. Ensures quality and compliance with the requirements of state and federal regulatory agencies through the monitoring and testing of water introduced into the water system. T120 SCADA Systems Manager Responsible for the operation of the SCADA system including the design, programming, and maintenance of the process control system. T130 Industrial Pretreatment Specialist Prepares routine industrial user permits and all related correspondence. Performs industrial inspections and takes samples in compliance with established permits. Typically requires two years of experience. T140 Industrial Waste Investigator Monitors, inspects, and investigates industrial waste discharges to the sanitary sewer system. Assists with the preparation of routine industrial waste discharge permits. Typically requires 2 4 years of experience with industrial or wastewater treatment processes. T150 Instrumentation Electric & Control Specialist Responsible for installing, maintaining, calibrating, troubleshooting, testing, and repairing a variety of data acquisition (SCADA), radio communications, and instrumentation and control equipment for water/wastewater collection and distribution systems. Typically has more than three years of PLC experience. T160 Mechanic Water Responsible for performing skilled work in the installation, maintenance, repair and/or operation of equipment that may include some or all of the following: pumps, mechanical machines, electro-mechanical equipment, plant equipment, vehicles, tools, electro-mechanical features or apparatus. May inspect, test, adjust, install, remove, set up, operate and/or maintain specialty equipment related to plants, distribution systems, and/or collection systems. T200 Water Treatment Plant Operator Associate Under direct supervision, performs tasks related to the operation of a water treatment plant.
