10 Implementation Overview Law on Planning and Construction introduces energy performance of buildings and improvement of energy efficiency (Article 2) imposes that buildings shall be designed, constructed, used and maintained in a way that provides required energy performance energy performance is established in the energy performance certificate energy performance certificate of buildings is issued by the authorized company

11 Implementation Overview (II) Rulebook on Energy Efficiency of Buildings ( Official Gazette of RS, No. 61/11) stipulate: energy performance of buildings and the method of calculating the thermal performance of buildings energy requirements for new and existing buildings Rulebook on Conditions, Content and Manner of Issuing Energy Performance Certificate of Buildings ( Official Gazette of RS, No. 69/12) Energy passport shall be issued for all new buildings as well as existing buildings that are subject to reconstruction, adaptation, rehabilitation or energy rehabilitation

13 Implementation Overview (IV) Serbia is the only non-eu country that has implemented the Tabula Project (developed national building typologies representing the residential building stock of their countries)

15 CREP All information on energy efficiency in buildings is publicly available from May , when CREP became functional; It stores data on: Issued energy passports, Companies authorized for issuing energy passports Responsible engineers for energy efficiency of buildings. With CREP it is possible to search, view and PRINT ENERGY PASSPORTS; CREP draws data in real time from authorized institutions (Engineering Chambers of Serbia, Republic Geodetic Authority); Considering that CREP can store and process huge amount of data (on buildings, energy savings and CO 2 emissions) it has become the most accurate and reliable method of reporting and verification in the area of energy efficiency of buildings in Serbia, as well as of primary sources of finance in this field.

16 Future Challenges The implementation of new concepts, norms, standards and targets according to EPBD (Energy Performance in Buildings) Defining cost optimal levels and comparative methodology for calculating cost-optimal levels of improving energy efficiency in buildings Improving the methodology for calculation of energy efficiency in buildings

17 Future Challenges (II) Implementation of the passive buildings concept (nearly zero-energy buildings) Establishment of independent bodies which perform control of energy efficiency in buildings, energy efficiency elaborates energy passports and reports on energy audit of buildings

18 Future Challenges (III) Creating a database and defining monitoring, verification and reporting on improvement of energy efficiency in buildings To ensure the independence of experts working on enhancing energy efficiency Implementation of renewable energy sources We are currently preparing the draft of by-laws on inspection of heating systems and analyzing the possibility of implementation of alternative methods laid down in the Directive on systems with capacity below 50 kw
