1 Introduction Ghaziabad Development Authority is created under Section-4 of Urban Planning and Development Act, 1973 by Government Order no. 738(1) DA76, Lucknow dated 9th March The primary objectives of the Authority are: Preparation of Master Plan for Planned Urban Development. Development & Control as per Master Plan. Acquisition of Land and Management for Housing and Urban Development. Construction Housing and Development. Provision of Physical and Social Infrastructure. Since its creation, the Authority has come a long way in providing services and developing the infrastructure and development schemes. Recently, the authority has set targets for developing area under its jurisdiction with world class infrastructure as Smart city, Hi-tech city, Green City, Inclusive city, and total transparency. The Authority is all set to act as facilitator for the investors from across the world to establish business, industries, educational centers, residential development. Koyal Enclave Project is one of them to provide the peoples a residence with smart facilities at affordable cost. Objective and Scope of Work It is proposed to construct Group Housing of Koyal Enclave located at Plot No.- GH-09, GH-10 & GH-11 & 12, Village: Bhopura, Loni- Bhopura Road, Ghaziabad within the framework of prevailing various Urban Development Policies of the Uttar Pradesh State Government. The proposed net plot area of project is 25,959.4 m 2 with a total built-up area 80, m 2 that falls under the purview of EIA 2006 (notification SO: 1533 paragraph 2 & 7) and hence the proponent is applying for Environmental Clearance (EC) under category 8(a). It is mandatory to submit Conceptual Plan along with Form 1 & Form 1(a) for the proposed project, to asses likely impacts on environment along with extended and applicable environmental management plan. The objective of this exercise is to obtain EC from the Ministry of Environment & Forest (MoEF) for the project. To achieve these objectives, scopes of the studies are: Emergency Preparedness Plan Pollution Control especially for Noise and Air Pollution. Water management in the project area. Drainage pattern in the project area. Landscaping of the Project area. Occupational Health and Safety. Energy Conservation etc. Necessity and Benefits of Project Ghaziabad recieves a large numebr of people from the its own state and other adjoining states for employment, business, education and other persuits. The population of the city is growing by leaps and bounds and it seems almost impposible to meet their residential requirement, a basic amenity for a common person with a good quality of life, a symbol of developed society. Therefore it is imperative that maximum working population should be provided with excellent housing atmosphere to achieve a maximum output from skilled hands. Here comes the concept of Group Housing Complexes. Needless to say a satisfied populace is an asset to any country as a harbinger of further development. Koyal Enclave Housing Project is located at city of Ghaziabad, Uttar Pradesh. It is easily accessible via road and railways. It is intersected by National Highways which further connects it to other metropolitan cities. The nearest Railway Station is Behta Hazipur & Loni Railway Station nearby site. The International Airport is the closest runway situated at a short driving distance connecting it to other major cities of great importance. The needs of the city are anticipated in the belief that infrastructure must precede development of schools, colleges, vocational training centers, fire stations, post offices, maintenance of order of law and other civic amenities. People nowadays willing preferably to work in localities having majority of their needs available in their close vicinity. Understanding today s residential need of educated and working population of Ghaziabad city, GDA. proposed the Project under title Koyal Enclave. Since built-up area of the present project is 80, m 2, it require prior Environmental Clearance as likely impacts on the environment are expected. Keeping the environmental concern as a priority, the proposed project has been provided with proper landscape with a wide open area coupled with tree plantation to manage the petty impacts on local environment. Need for Environment Clearance To safeguard the environment from adverse effects of development activities, MOEF GOI has formulated some mandatory regulations issued as official gazatte (the said notification) SO-1533(E) dated 14 Sept as complete change of EIA Environment Impact Study (EIA) is mandatory for any construction projects with built-up area more than 1,50,000 m 2. Since built-up area of the present project is 80, m 2, it does not require detailed EIA Study, only clearance is asked from concerned authorities MOEF (GOI) on the recommandation of State Level Environmental Appraisal Committee (SEAC) after hearing the EIA proposal consisting of Form 1, Form 1(a) and Conceptual Plan. The Study would facilitate Ghaziabad Development Authority to obtain Environmental Clearance (EC) from the Ministry of Environment & Forest (MoEF), Government of India as per the above mentioned notification. Site Location and Surrounding The proposed Group Housing Project of Koyal Enclave is located at Plot No.- GH-09, GH-10 & GH-11 & 12, Village: Bhopura, Ghaziabad & 250 m away from main Loni-Bhopura Road. The Co-ordinates of the project site are: S.No. Latitude Longitude GH 'N 'E GH 'N 'E GH 'N 'E GH 'N 'E Existing land use pattern The Project Koyal Enclave is proposed to be developed at Loni-Bhopura Road of the Ghaziabad city at Plot No. GH-09, GH-10 & GH-11 & 12, Village: Bhopura, Loni-Bhopura Road, Ghaziabad. The site has been considered for residential area under Samajwadi Awasiya Yojna Scheme under guidelines of Ghaziabad Development Authority, Govt. of Uttar Pradesh for the planning and approval of the map. 3 properly converted as per the land conversion norms of the Govt. Land is flat and no changes are anticipated within the topography. The proposed project site is open land surrounded by well-established connecting roads (45 m wide Loni Bhopura road on the front) and does not involve activities of any type. It is anticipated that the construction activities of the project would not have any adverse effect on the land use activities in the project area. The development of the green belt and other landscape (7.23% of total open area) would enhance the visual aesthetics of the area. The site has already been approved for residential area development as per Master Plan 2021 of Ghaziabad Development Authority. Therefore, no change in land use is envisaged. Project Location Lies in the Ghaziabad Loni Master Plan Hence, proposed project do not anticipate any permanent or temporary change in the land use, land cover or topography of the area. 4 There is no eco sensitive area with in 10 km radius of the project site, however following water bodies exist at following distance. The nearest railway station is Loni Railway station, about 4.5 Km in NW direction with nearest Hindan Air force airport 2.5 km, East & Indra Gandhi International Airport, New Delhi located at 27 km in SW direction from the project site. TOPOGRAPHY The project site is located at an average elevation of 214 m from mean sea level (MSL) and has a flat topography. Project lies in SOI Toposheet No. 53H/6. 10 PROJECT SURROUNDINGS The proposed Koyal Enclave project is coming up at Loni-Bhopura Road in Ghaziabad city at Plot No.- GH- 09, GH-10 & GH-11 & 12, Village: Bhopura, Loni - Bhopura Road, Ghaziabad, Uttar Pradesh. The project site is 250 m away from main Loni-Bhopura Road. Nearest Railway Station is Loni Railway Station which is approx. 4.5 km (NW). Nearest Airport is Hindan Air force Airport Sta, Kanpur Airport, which is approx. 40 km (SE) from the project site. The details of site surroundings are given below in Table. Population Density Total 1029 flats are designed with occupancy of 5 persons in each flat & Community Shops with 50 persons. So, the total residential population for the project is ( ) persons with floating population around 25% of total population of residents. Total Population: 5145 (+ 50 for Shops floating) Water Requirement The total water requirement is KLD; Net fresh water requirement for domestic purposes is KLD. It is estimated that about 80% of water will be recovered through recycling of water i.e KLD from KLD of waste water generated from various household purposes. 15 Wastewater Generation & Treatment It is expected that the project will generate approx KLD of wastewater. The wastewater will be treated in the STP (140KLD, 130 KLD & 280 KLD Capacity) provided within the complex generating KLD of recoverable water from STP which will be recycled within the project. Sewerage System An external sewage network shall collect the sewage from all units, and flow by gravity to the proposed sewage treatment plant. Following are the benefits of providing the Sewage Treatment Plant in the present circumstances: Reduced net daily water requirements, source for Horticultural purposes by utilization of the treated waste water. Reduced dependence on the public utilities for water supply and sewerage systems. Sludge generated from the Sewage Treatment Plant shall be rich in organic content and an excellent fertilizer for horticultural purposes. a. MBBR Process Works MBBR Process is a process that treats the sewage / wastewater in smaller reactors with the help of free floating media which occupies active biomass. The salient feature of MBBR Process includes: Small foot print area. Can easily upgrade the existing ETP, without any civil modification or additional civil work. Suits perfectly with any shape of reactor. High surface area media used in the process last for a long period. Low energy requirement due to the use of high efficiency advanced diffused aeration system. 17 Durable non-clogging media Stable process Lower sludge volume with DAF clarifier Lower power consumption Ease of operation RAIN WATER HARVESTING The storm water disposal system for the premises shall be self-sufficient to avoid any collection/stagnation and flooding of water. The amount of storm water run-off depends upon many factors such as intensity and duration of precipitation, characteristics of the contributing area and the time required for such flow to reach the drains. The drains shall be located near the carriage way along either side of the roads. Taking the advantage of road camber, the rainfall run off from roads shall flow towards the drains. Storm water from various plots/shall be connected to adjacent drain by a pipe through catch basins. Therefore, it has been calculated to provide 4 rainwater harvesting pits at selected locations, which will catch the maximum run-off from the area. 1) Since the existing topography is congenial to surface disposal, a network of storm water pipe drains is planned adjacent to roads. All building roof water will be brought down through rain water pipes. 2) Proposed storm water system consists of pipe drain, catch basins and seepage pits at regular intervals for rain water harvesting and ground water recharging. 18 3) For basement parking, the rainwater from ramps will be collected in the basement storm water storage tank. This water will be pumped out to the nearest external storm water drain. 4) The peak hourly rainfall of 25 mm/hr shall be considered for designing the storm water drainage system Rain water harvesting has been catered to and designed as per the guideline of CGWA. Peak hourly rainfall has been considered as 25 mm/hr. The ground water level was found to be at 14.2 m. At the bottom of the recharge pit, a filter media is provided to avoid choking of the recharge bore. Design specifications of the rain water harvesting plan are as follows: Catchments/roofs would be accessible for regular cleaning. The roof will have smooth, hard and dense surface which is less likely to be damaged allowing release of material into the water. Roof painting has been avoided since most paints contain toxic substances and may peel off. All gutter ends will be fitted with a wire mesh screen and a first flush device would be installed. Most of the debris carried by the water from the rooftop like leaves, plastic bags and paper pieces will get arrested by the mesh at the terrace outlet and to prevent contamination by ensuring that the runoff from the first minutes of rainfall is flushed off. No sewage or wastewater would be admitted into the system. No wastewater from areas likely to have oil, grease, or other pollutants has been connected to the system. 21 Vehicle Parking Facilities Adequate provision will be made for car/vehicle parking at the project site. There shall also be adequate parking provisions for visitors so as not to disturb the traffic and allow smooth movement at the site. PARKING CALCULATION 1. 22 Traffic Management Plan at the Entry and Exit to the Project Site The proposed Group Housing Project will have one main Gate for traffic entry & exit, which is directly connected to the 45 m wide Loni-Bhopura Road in East direction & 250 m away from the Project Site. Being a housing complex building no heavy traffic density inside the project site is envisaged although 24 meter wide motoreable road has been provided on all the four sides of the project site. The entry/exit points have been marked on the layout plan. The project site is well connected to network of roads leading from various parts of the city. 23 Solid Waste Management Solid waste would be generated both during the construction as well as during the operation phase. The solid waste expected to be generated during the construction phase will comprise of excavated materials, used bags, bricks, concrete, MS rods, tiles, wood etc. The following steps are proposed to be followed for the management solid waste: Construction yards are proposed for storage of construction materials. The excavated material such as topsoil and stones will be stacked for reuse during later stages of construction Excavated top soil will be stored in temporary constructed soil bank and will be reused for landscaping of the group housing project. Remaining soil shall be utilized for refilling / road work / rising of site level at locations/ selling to outside agency for construction of roads etc. During the operation phase, waste will comprise domestic as well as agricultural waste. The solid waste generated from the project shall be mainly domestic waste and estimated quantity of the waste shall be approx Kg/day kg per day (@ 0.50 kg per capita per day for residents. Litter bin will also be provided in open areas like parks etc. Treatment of Waste Bio-Degradable Wastes 1. Biodegradable waste will be subjected to composing and the compost will be used as manure. 2. Horticulture Waste is proposed to be composted and will be used for gardening purposes. Recyclable 1. Grass Recycling The cropped grass will be spread on the green area. It will act as manure after decomposition 2. Recyclable Waste like paper, plastics metals will be sold off to the authorized recycler of the area. Disposal Only Inert waste will be disposed off. These will be transported to the nearest landfill site by the hired waste management agency. However, the MSW management approach will be towards zero landfill by reducing the amount of inert waste. E-Waste Electronic waste popularly known as e-waste can be defined as electronic equipments/products (such as CDs, keyboards, monitors, power plug, batteries etc.) which have become obsolete due to: Advancement in technology Changes in Fashion, style and status Nearing the end of their useful life. The e-waste generated from the proposed project would be suitably managed. The assistance of experts from E-parisaraa Pvt. 25 The 3R mantra of Reduce, Reuse and Recycle is proposed to be followed here. Reduce generation of e-waste through smart procurement and good maintenance. Reuse still functioning electronic equipment by donating or selling it to someone who can still use it. Recycle those components that cannot be repaired. To identify organizations who reuse or recycle electronics. Green Area Total Green area proposed for project is 1, m 2. A combination of evergreen and ornamental, palms, shrubs and ground covers planted along the sides of the road and in open species and sat back area within the complex layout showing green area is attached as Annexure. Landscaping is an important element in altering the microclimate of the place. Proper landscaping reduces direct sun from striking the buildings and heating up building surfaces, prevents reflected light carrying heat into a building from the ground or surfaces, creates different air flow patterns and can be used to direct or divert the wind advantageously by causing a pressure difference. Shade created by tress & the effects of grass & shrubs reduce air temperature adjoining the building and provide evaporative cooling. A study shows the ambient air under a tree is 2 0 C to C lower than the area without shade. Parks & avenue area plantation Ornamental trees with large canopy, spreading branches, shade giving with colorful flowers for people to relax under them and suitable patches of lawns, rockery with cactus and other small flowering xerophytic plants shall be planted. The following trees proposed to be planted in the proposed project. 1. Tress with colonial canopy with attractive flowering. 2. Tress with branching at 10 feet & above. 3. Tress with medium spreading branches to avoid obstruction to the traffic, fruit trees to be avoided because children may obstruct traffic and general movement of public. The selection of plant species for the development depends on various factors such as climate, elevation & soil.
