3 CHAPTER V Multi-domain statistics The work in the multi-domain statistics will contribute directly to key objectives of the Community in 2006 such as enlargement, sustainable development, prosperity, solidarity and security. The work on sustainable development indicators (SDI) will continue to be refined taking into account the outcome of the review of the EU Sustainable Development Strategy. Following the development work in preceding years, the focus will now shift to improving the availability and quality of the most relevant indicators. (Treated under theme 70, not developed in this document) In the field of environment statistics the major key elements in 2006 will be: to prepare and present a prioritised and staged programme of action for environmental statistics and accounts to the European Parliament and the, to allow the necessary prioritisation in mid to long term in an area with a very rapid increase in the demand for data and indicators; to set up the environmental data centres for waste and natural resources, as agreed with DG Environment, the Joint Research Centre and the European Environment Agency in The establishment of the data centre for integrated product policy (IPP) in 2007 will be prepared. The environmental accounts will be pursued in main areas such as material flows, AMEA air, expenditure and taxes and will be expanded in other important modules. The implementation of the Waste Statistics Regulation will continue to take up substantial resources, as will current and development work in wide a range of sectors, especially on the data and indicators needs emerging from Community s policies such as the 6 th Environment Action Programme and its Thematic Strategies, the Cardiff process and the new policy on chemicals (REACH). In regional statistics the focus will be on ensuring the necessary adaptations of the statistical production to the changes in the Community s regional policies on the basis of a policy review in Important methodological work including on regional GDP will be commenced. (Treated under theme 72, not developed in this document) Concerning statistics on science and technology, the key activities will be the production and publication of the results of the Community Innovation Survey no. 4. In addition, the cooperation agreement with the OECD for science and technology data will start to be used. Finally in the area of human resources in science and technology, the pilot survey on Mobility of Diploma Holders will be completed and a decision on the future work in this area will be taken. (Treated under theme 73, not developed in this document) In the field of geographical information the continued focus will be on the preparation for the implementation of the ISPIRE legal act. (Treated under theme 74, not developed in this document) Theme 71 Environment statistics (71) 1. Description The main objective of environment statistics is to establish a reliable data collection in order to serve as an efficient tool for implementing and monitoring the EU environmental policy, in particular the sixth environment action programme (6th EAP) and its implementing Thematic Strategies. The 6th EAP identifies four main policy areas: Climate change; ature and biodiversity; Environment and health and quality of life; atural resources and waste. It emphasizes the need to continue the process of integrating environmental concerns into all relevant policy areas and ensuring better and more accessible information on the environment for policy makers, industry and the citizen. In 2005 DG Environment, the European Environment Agency (EEA), the Joint Research Centre (JRC) and Eurostat agreed on the division of roles in environmental reporting and dissemination and to establish so-called Environmental Data Centres. In 2006 Eurostat will establish the data centres for waste and natural resources and prepare the installation of the data centre for Integrated Product Policy (IPP) in In this context, the main medium-term efforts will be on: providing core environmental statistics to support the Thematic Strategies, therefore improving statistics on the management of waste and natural resources, furthermore provide statistics and indicators on water, air, biodiversity and land

4 use to support the EEA as the responsible data centre in these areas. Extending environmental accounts, statistics on environmental expenditure, eco-industries, eco-innovation and on hazardous substances are also issues which will be addressed. Further development work, but also streamlining of indicators in close collaboration with the other data centres and DG Environment, is of high priority, as is participating in the review of reporting obligations in order to make environmental data collection more (cost-) effective. 2. Work Programme for KEY PRIORITIES 2006 A Commission Communication to the European Parliament and to the presenting a prioritised and staged programme of action for environmental statistics and accounts will be submitted for adoption in For the data centre on waste the implementation of the Waste Statistics Regulation, in particular the first data submission in 2006, will continue to be a key priority. The abolishment of overlapping reporting obligations and the establishment of integrated reporting will be practically implemented together with DG Environment and the EEA. Support will be provided to address the needs for data and indicators of the 'Thematic Strategies, in particular for the Air pollution-, Waste-, the Pesticides-, the atural resources- and the Marine- Strategies. In the frame of the data centre on natural resources, Material Flows Analysis will be developed, aiming to take the form of a Regulation. The set up of the data centre on IPP will be prepared. Statistics on inland water will focus on supporting Member States in order to improve data availability and the quality of statistics on water use, resources and wastewater; it will continue to work towards establishing the necessary links to the evolving Water Information System for Europe (WISE) to be managed by the EEA as the Water data centre. Statistics on Air pollution and Climate change including AMEA air accounts will support monitoring mechanisms under the Kyoto Protocol and national emission ceilings. The Chemical Risk Indicator will be further enhanced to serve as the baseline study and assessment tool for implementing the new chemicals policy (REACH). Commission Services (AGRI, ESTAT) will draw conclusions from the IREA indicator report: the resulting agri-environmental indicators will then be managed by Eurostat. The handbooks for Environment Expenditure Statistics will be finalised.
