4 Foreword This standard is the certification criteria for environmental covers revised through deliberation of a committee to set up the certification criteria according to the procedure specified in the Environmental Technology and Environmental Industry Support Act. Accordingly, it is certification criteria for environmental covers made in the internationally standardized form without changing any technical matters of EL608. Deodorants EL /1/ It should be noted that parts of this standard may in conflict with patent rights having technical characteristics, patent applications after laying-open of application, utility model rights or application for the utility model registration after laying-open of application. Deodorants [EL ] 1 Scope This standard specifies a method to confirm the certification criteria and conformance of the chemical deodorant which is used in closed or stuffy space (hereinafter referred to as close space ), or in opened space causing malodor (hereinafter referred to as open space ) with spraying. However, deodorizing machine, physical deodorants, and freshener shall be excluded. 2 Normative references The following documents, in whole or in part, are indispensable for application of this standard. It is divided into chemical deodorant and physical deodorant 3.3 Deodorizing machine The product that works by generating ozone electrically without supplying deodorizing material 1

8 3.4 Freshener The product not to feel unwanted odor element with nose by masking particular odor element with perfume 3.5 VACs (volatile aromatic hydrocarbons) The aromatic hydrocarbons that is included in VOCs (volatile organic compounds). Note In this standard, only for benzene, toluene, xylene, ethyl benzene, 1,4-dichlorobenzene, styrene temporarily defined as the VACs. 3.6 PAHs (polynuclear aromatic hydrocarbons) The aromatic hydrocarbons with 2 or more benzene rings 4 Environment related criteria Environment related items considering the whole process of deodorant given in the Table 1. 10 5 Quality related criteria 5.1 The deodorizing performance(reduction rate of the odor element density) The deodorizing performance(reduction rate of the odor element density) should be suitable for the following standard by produce type. a) The deodorizing performance (reduction rate of the odor element density) of the product mainly used for the closed space (excluding spray type product) shall satisfy Table 5 by characteristics. 11 6.1 Certification Reason The certification reason that relevant products contribute to reduction of environmental effects should be marked in the catalog. 6.2 Indication on product It should be indicate to the following on products. a) For use and way of adequate use b) Appropriate usage: usage time, times of usage or usage amount at one time based on the standard use. c) Caution, warning: related to the safety against human or object, use, keeping, and disposal 7 Verification methods and test methods 7.1 General a) One test sample shall be required for each applied product. However, if more than one test sample is needed, the former requirement may be omitted. b) Test samples shall be collected at random by eco-label certification body from products in the market or those in storage at the production site. c) The test result shall conclude the value by adding 1 to a cipher of individual standard value according to KS Q However, if the cipher is specified in the test method, it shall be complied with. Note Matters related to conclusion of numerical value shall be recorded in the test result. 7.2 Verification methods Test methods and verification methods by each item of the certification criteria are given in Table 7. 12 5.2 Consumer Information Test report by an accredited testing laboratory in accordance with Appendix 2 The Safety Standards or Labeling Standards for Products of Risk-Concern, Part 3 air freshener, Section 2 deodorant of the Standard for Designation, Safety/Labeling of Potentially Hazardous Products or the equivalent Check the submitted document. 7.3 Test Method of Deodorizing Performance Environment condition Environment condition is the following. a) Temperature: 23±5 b) Relative humidity: 50±10% Test container It makes a principle to use 10~100L of closed container manufactured with glass or stainless iron no to absorb or release the odor element. In this container, specimen nozzle to spray the test sample and gas sampler shall be attached. Let odor element distribute evenly in the test container with the stirrer. Note It will be okay to use the envelope for sampling odor element made by material such as PVF (polyvinyl fluoride) that makes the absorption and release of odor element impossible. In this case, use 10~50L of envelope, and test by injecting odor element in the air with less volume of the envelope Preparation of the odor element Note More than 2 of odor element shall not be injected at the same time. In case the test is conducted with one test container, conduct a test for other element after the termination for one element. a) With respect to ammonia (NH3), trimethylamine [(CH3)3N], and methyl mercaptan (CH3SH), use diluted solution with regular density by using acetone as a solvent. b) With respect to hydrogen sulfide (H2S), use the one prepared with following method. 1) Hydro sulfide gas diluted at a regular rate by using air or nitrogen 2) H2S included gas which generates gas sulfides by using reagent for generating H2S Injection method of reagent or reagent solution a) With respect to the product mainly used for closed space (excluding spray type product), it shall be installed in accordance with the direction indicated on the product. b) With respect to the spray type product both for opened and closed space, it shall inject the reagent in accordance with the indication through the specimen nozzle of the test container Measuring the odor element density inside the test container With respect to measuring the odor element density inside the test container, it is okay to use one of following method. a) Detector tube method: Measure the density of odor element by sampling gas inside of the test container with gas sampler defined in KS I At this time, use the gas sampler with 6

13 detector tube under the range of expected density of the odor element to measure. b) Gas chromatograph: Measure in accordance with the KS M 0031, and apply the detector differently by odor element. Apply the salt mine intensity of light FPD (flame photometric detector) for hydrogen sulfide and methyl mercaptan, and thermal ionization FTD (flame thermionic detector) for ammonia and trimethylamine Test procedure Test procedure is the following. a) Control the odor element density inside the test container to around the initial density defined in a) or b) in 5.1, the quality criteria. If it is necessary, measure and log the density by using detector tube or gas chromatograph. b) Inject the reagent of reagent solution inside the test container in accordance with 7.3.4, Injection method of reagent or reagent solution. c) Sampling gas after 6 hours from the reagent injection for the product mainly used in closed space, and the same goes for the product mainly used in opened space after 30 minutes, and measure the density of odor element (C t,i ). d) Conduct the blank test as in the above, and measure the density of odor element (Cb,i) at this time. 14 Common Criteria, Notice No , the Ministry of Environment 1. Those who have received the certifications for Eco-label shall comply with the environment regulation standard during the certification period. However, even when the person violates the environment regulation standard, if the person submits the detailed violation, an improvement measure and a measure to prevent a repeat of the violation including the following items to the president of the Korea Environmental Industry & Technology Institute (hereinafter referred to as the president of Technology Institute ) and takes the measure within 1 month from the date of violation, the person shall be considered to comply with the criteria. A. List of environment regulation standard in the person s location B. System to implement the environment regulation standard (including an organization chart describing each person s role) C. Regulation for storing records and documents related to the environment regulation standard. 2. With respect to marks of information for consumers specified in the certification criteria by each subject, the following matters shall be complied with. A. Product-related information for consumers shall be marked on the product cover. However, if the president of Technology Institute recognizes that it is not possible or undesirable to mark it on the product cover, it can be marked on an appropriate part where consumers can perceive relevant information such as product package, a product guide or a user guide. B. Service-related information for consumers shall be marked inside and outside the building in the business site where service is operated. However, if the president of Technology Institute recognizes that it is not possible or undesirable to mark it inside and outside the building in the business site where service is operated, it can be marked on an appropriate part where consumers can perceive relevant information such as a contract, a delivery statement, a letter of warranty or promotion materials. 3. Those who are to receive certification for Eco-label or have receive the certification shall comply with the Act on Fair Labeling and Advertising for establishing an order for fair trade and for protecting consumers. 8

15 4. The person shall not conduct unfair marks, labeling or advertising related to the environmental aspects of the product in accordance with the Article of the law. 5. With respect to various standards cited in the certification criteria for each product, the latest version of standard when applying for the certification shall be applied unless otherwise specified. In addition, in case that the regulation criteria is strengthened more strictly than that certification criteria for each product due to revision of relevant laws or regulations, the strengthened criteria shall be tentatively applied. Also, in case that the criteria are abolished, the criteria before abolition shall be tentatively applied by when the relevant certification criteria are revised. 6. In case that it is judged that the application of quality-related criteria in accordance with the certification criteria for each product is not suitable, the president of Technology Institute can set and implement the quality criteria for relevant products. [Verification method in accordance with the certification criteria] 1. The test report in accordance with the specified test methods means a test report issued by an agency designated by the president of Technology Institute among the following items. However, if the person who applied for certification of Eco-label seeks to be verified with the test result implemented by a testing or inspecting laboratory not corresponding to one of the following items, the person shall get confirmation and verification in the presence of a professional designated by the president of Technology Institute. A. Korea Environmental Industry & Technology Institute in accordance with the Sub-clause 12, Clause 4, Article 5 of the law B. Testing/ inspecting laboratory recognized in the accrediting system for testing/ inspecting laboratories in accordance with the Article 23 of the Framework Act on National Standards (e.g. testing/ inspecting laboratory accredited by KOLAS) C. Testing/ inspecting laboratory designated and accredited by the president of central administrative agencies in accordance with relevant laws D. Foreign testing/ inspecting laboratory complying with the international standard, ISO/IEC E. Testing/ inspecting laboratory recognized by the president of Technology Institute in case that it is difficult to conduct a test in the laboratories specified from A to D. 9

In case that the president of Technology Institute requests test-related materials, the testing/ inspecting laboratory that issued a test report in accordance with the clause 1 shall follow the request as long as there is no specific reason. If the laboratory rejects the request without any reasonable cause, the laboratory may be restricted to conduct a requested test. 3. With respect to verification of submitted documents, whether it complies with the certification criteria shall be verified with the test reports, statement of raw materials supply/production, certificates related to the product, user guides or manuals or products that are submitted by the person who seeks for certification of Eco-label in order to verify that the product complies with relevant criteria. In case of service, it can include performance materials, documentary evidence and photos of the side. However, if it is difficult to verify it only with the submitted documents, tests corresponding to the clause 1 may be added. 4. In case that the person who has already receive the certification seeks for additional certification on models using the same materials, parts or components as the certified product, the existing verification result may be applied to relevant raw materials, parts or components. However, the test report in accordance with the clause 1 shall be that issued within 12 months from the date of applying certification. 5. In case that the person gets certification in accordance with the Sub-clause 2, Clause 3, Article 4, the president of Technology Institute shall randomly select a sample from models in the product line for verification. 6. In case that the person gets certification in accordance with the Sub-clause 3, Clause 3, Article 4, the president of Technology Institute shall randomly select a sample from models in the product line for verification. However, with respect to environment-related or qualityrelated criteria which may be influenced by the wholly or partly different environmental aspects and quality information among models, each model shall be verified. 10
