2 Gulf South Pipeline Company, LP is a subsidiary of Boardwalk Pipeline Partners, LP, and is primarily engaged in the transportation and storage of natural gas. 3 Our interstate natural gas pipeline network gathers gas from various basins in Texas and delivers that gas to markets in the Gulf Coast, Northeast and Southeast United States. LDC LDC s, such as Center Point - Entex, provide the gas to the community. Community The community uses the gas for cooking and heating their homes.

5 A compressor station provides the energy necessary to flow natural gas from a receipt location to a delivery location using mechanical energy to compress and push the natural gas. Natural gas pipeline systems use compressor stations to help reliably distribute gas to communities, businesses, and industrial customers. Our compressor stations are engineered, constructed, and operated in accordance with the Pipeline and Hazardous Materials Safety Administration s (PHMSA) federal safety standards. Goodrich Compressor Station Additions: New compressor unit includes: o 1 turbine engine (powers the gas compressor) o 1 acoustically treated building (houses compressor unit) o 1 gas cooler o 1 meter and regulator station Example drawing of a turbine engine. 6 Gulf South will not be constructing a new compressor station. A new compressor unit and building will be installed within Gulf South s existing Goodrich Compressor Station property in Polk County. 7 Compressor Stations have multiple safety systems in-place: o Pressure control o Shut-in capability Isolates compressor station from the pipeline system o Gas detection o Fire detection o Emergency Shut Down equipment o Fully enclosed safety fence o Controlled gate access o Security lighting and cameras 24/7 Computer Monitoring Systems o If changes in operating conditions occur, a notification is sent to the appropriate personnel so the change can be investigated and any issues addressed. Gulf South meets with local first responders annually to review station design and expectations for emergency shutdowns.

8 Gulf South is sensitive to noise levels generated by our facilities and the impact it could have on our neighbors. The addition of the new compressor unit will not generate any detectable increase in noise levels in noise sensitive areas (NSA) near the compressor station. An NSA is a house, church, school, or other frequently inhabited structure. Relative noise levels chart: Gulf South complies with all Federal Energy Regulatory Commission (FERC) noise level standards for compressor stations. Both pre- and post-construction noise surveys are conducted to ensure the FERC noise level limits are met. If noise levels exceed standards, Gulf South will implement solutions to reduce the sound profile of the compressor station.

9 We are committed to protecting the environment; below are examples of how Gulf South ensures the environment is thoroughly considered. Environmental surveys are completed to identify all environmental features and habitats before selecting a project site. Environmental personnel and the Federal Energy Regulatory Commission (FERC) evaluate project facility locations to ensure the preservation of: Wildlife and Vegetation Water Quality Wetlands Cultural Resources Endangered Species Air Quality Agricultural Land Use Environmental Inspectors will be on-site during construction to ensure environmental protection plans are properly implemented, as well as to provide oversight for permitting agencies. At the end of a project, we will restore all right-of-way and temporary workspace to as near as original condition as possible as required by regulatory guidelines.

10 Local, state, and federal agencies require environmental permits be obtained before a natural gas project can begin. Permits required for the : Local Permits: County-specific permits, such as road-use permits, will be obtained prior to the start of construction.
