2 Background EPA Order - March 14, 2013 What does the EPA Order require? Enbridge to remove Line 6B oil and oil-containing sediment along various parts of the Kalamazoo River, including: Upstream of the Ceresco Dam Mill Ponds area Morrow Lake, Morrow Lake Delta and adjacent areas (Morrow Lake and the surrounding area is the location at issue related to the work that would take place at the CCP site) Sediment traps at two designated locations on the river The dredging and removal of sediment from the areas indicated above must be completed by December 31,

3 Background Permits from County and State Enbridge has applied for and has submitted the necessary documentation for 3 types of permits: 1. MDEQ Dredge permit to allow Enbridge to dredge sediment from Morrow Lake and surrounding area. Enbridge is waiting to receive the approved dredge permit from MDEQ. 2. NPDES permit related to water that will be treated and then discharged to the Kalamazoo River has been granted by the MDEQ. A copy of the permit and related materials has been posted on the Comstock Township website. 3. Soil Erosion and Sedimentation Control (SESC) permit applied for and granted through Kalamazoo County for the CCP site. 3

8 Dredging Process Sediment Dewatering System - Geotube Filtration The Geotextile Fabric Tube System (Geotube) will collect the dredged sediment/water mixture and allow the water to seep out of the tubes and travel to a sump where the water is processed through a filtration system. Complete containment (earthen berm) is constructed around the geotube area Then lined with an impervious liner The area slopes towards the sump basin where the water is collected Solids remain in the geotextile tubes and settle to the bottom of the tube 8

9 Dredging Process Water Treatment System The water treatment system filters the water that is collected from the geotextile tubes. The treatment process includes: High Flow Mobile Carbon Treatment Trailer Portable system to filter and remove impurities from liquid streams Settling tanks and/or 100 micron filter bags Additives to accelerate sediments to settle out Sand filtration - six bag filter housings Two activated carbon pressure filtration vessels Processed water is tested to ensure it meets permit standards. 9

10 Dredging Process Soil Solidification Process - Pug mill mixing station After dewatering, the geotubes are cut open and the moist soil is removed and transferred to the solidification area. Portland cement is added through the pug mill to condition the soil to meet stiffness and water content criteria of the landfills prior to transport. Pug mill thoroughly mixes soil and Portland cement. Portland cement is stored in silos and introduced to the mixture under negative pressure. Mixed soil is placed in material storage area and allowed to cure for a short period of time. Soil is then taken to an approved landfill. (the benefits of this soil to the landfill operation have been described in a July 19 th and attachment to the PC) 10

11 Enbridge s analysis of the CCP site At least five (5) other potential sites in Comstock Township were considered and those sites were not feasible sites for a number of reasons, including: Historical contamination Excessive public impact: requiring additional river closures Too small for scope of work Ecological impact - heavily wooded High levels of public use Location near well heads 11

12 Enbridge s analysis of alternative sites The CCP site was selected based on a number of factors, including: Appropriate size related to scope of work Proximity to Morrow Lake Accessibility Minimize public impact (using the CCP site will allow 75 of the lake, and additional river sections to remain open for public use) 12

13 Enbridge s consideration of issues raised by the Township and other parties Enbridge has carefully reviewed and considered issues raised by Mr. Wicklund in his July 15, 2013 memo to the PC and concerns raised by others and has addressed those issues/concerns as follows: 1. The scale and dimension issues have been addressed in the supplemented site plan drawing/sketch provided by Enbridge. 2. The landscaping, screening (use of berms, fencing and natural buffers) have been addressed in the supplemented site plan drawing/sketch. 3. Based on Enbridge s use of the property/site, there will be no wastewater treatment system and there is no need for such a system. The process to treat and control water on the site is contained in the information provided regarding the dewatering system which has been approved by the MDEQ/NPDES. 13
